Mayor Elward called the joint special meeting to order at 6:23 p.m., the notice for which being legally noticed on April 11, 2022.

Absent: Willy Linares, Vice Mayor
Staff present: City Manager Jenkins, City Attorney Kenyon, Information Systems Operations Manager Rowley, and Deputy City Clerk Machado.
