1. CITY COUNCIL SPECIAL MEETING - CALL TO ORDER/ ROLL CALL Mayor Giudice called the special meeting to order at 3: 11 p. m., which was legally noticed on October 16, 2025.

Jackie Elward, Councilmember
Samantha Rodriguez, Councilmember( arrived at 4:45 p. m.) Staff present: City Manager Piedra, City Attorney Kenyon, Deputy City Attorney Biddle, and Assistant City Clerk Machado.
2. CLOSED SESSION
A. Public Comments: None.
B. Mayor Giudice made the closed session announcement pursuant to Government Code 54957. 7 and Council recessed to Closed Session at 3: 11 p. m. in CONFERENCE ROOM 2A to Consider Conference with Real Property Negotiators Government Code section 54956. 8
