MEETING - CALL TO ORDER/ ROLL CALL
Mayor Sanborn called the joint regular meeting to order at 5: 30 p.m., which was legally noticed on July 9, 2026.

Staff present: City Manager Piedra, City Attorney Kenyon, Interim Director of Public Safety Mattos, Director of Public Works Hendersen, Director of Human Resources Rankin, Senior Planner Pickett, Assistant Planner Sherpa, General Services Operations Manager Bunte, Information Systems Operations Analyst Son, Assistant City Clerk Machado and City Clerk Lopez Cuevas.

4. PRESENTATIONS
A. Introduction and Pinning Ceremony for New Public Safety Officers Roberto Balandran, CJ Engelstad, and Tyler Rowlands. Interim Chief Mattos introduced each one of the new officers and each one of them received their new badge, which was pinned onto the officer' s uniform by their family members.

D Waive the Second Reading of, and Adopt Ordinance No. 996, an Ordinance Making Revisions to Rohnert Park Municipal Code Chapter 17. 10 to Increase the Minimum Density on Certain Low-Income Housing Element Sites to Ensure Consistency with the Housing Element and Comply with State Housing Law( CEQA Status: Consistent with the Negative Declaration for the Housing Element; Exempt from CEQA under CEQA Guidelines Section 15061( b)( 3); Exempt from CEQA under Public Resources Code Section 21080. 085)

E Waive the Second Reading of, and Adopt Ordinance No. 997, an Ordinance Amending Group Home Regulations in the Rohnert Park Municipal Code to Implement Housing Element Program HO-2. 0 Zoning for a Variety of Housing Types and to ensure consistency with State Housing and Fair Housing Law including Minor Technical Amendments and Clarifications ( CEQA Status: Consistent with the Negative Declaration for the Housing Element; Exempt from CEQA under CEQA Guidelines Section 15061( b)( 3); Exempt from CEQA under Public Resources Code Section 21080. 085)
7. F Adopt Resolution 2026-059 Authorizing and Accepting the State of California Office of Traffic Safety ( OTS) Selective Traffic Enforcement Program( STEP) Grant Agreement and Amending the FY 2026-27 Operating Budget in the Amount of$63, 700
7. G Adopt Resolution 2026-060 Amending the City Council Protocols (the Established Procedural Rules for the Conduct of City Council Meetings and Council Business Policy Number 1. 02. 001)
Councilmember Rodriguez stated that she would abstain from voting on item 7.B. because she was not present at the June 23, 2026, meeting.
ACTION: Moved/ seconded ( Giudice/ Rodriguez) to approve the consent calendar.
Items 7.A., 7. C., 7.D., 7. E., 7.F., and 7.G. were adopted the following unanimous 5- 0- 0- 0 roll call vote: AYES: Adams, Giudice, Rodriguez, Elward, and Sanborn, NOES: None, ABSENT: None, ABSTAINS:

Councilmembers reported on their participation in City Standing Committees, Council Liaison Assignments, Outside Agency activities, and Mayor and Councilmember appointments, including reports provided pursuant to Government Code Section 53232. 3( d).
10. COMMUNICATIONS
Councilmember Rodriguez shared information on the Hahn Outdoor Ed golf tournament fundraiser opportunities.
11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA Councilmember Rodriguez requested an item be added to a future agenda to discuss Flock Cameras. The request was supported by Vice Mayor Elward.
12. PUBLIC COMMENT
Steve Keith read a poem named " Beat Up Canoe."
13. ADJOURNMENT
Mayor Sanborn adjourned the meeting at 6: 00 p.m.
