2025 Legislative Watch
CalBike sponsors and advocates for legislation that makes California streets safer for people who walk and bike for everyday transportation.
The California Bicycle Coalition is your voice in Sacramento for state policies that enable your community and your neighbors to feel safe and comfortable using active transportation. We update our Legislative Watch regularly.
Using CalBike’s Legislative Watch table
All the bills we’re sponsoring, supporting, watching, and opposing are in the chart below. You can use the Search box at the top right to search for a term in any field or column and view a chart showing only your search results. You can also search for a term in a specific column by typing that into the gray box at the top of the column. For example, if you want to see all the bills on the topic of e-bikes, type “e-bikes” into the gray search box above the Topic column or in the Search box. Only the e-bike bills will appear.
We’ve color-coded the chart for ease: Bills we’re sponsoring are orange, bills we’re opposing are yellow, and our Active Transportation Slate, the rest of the bills we’re supporting, are green.

Meeting Date: 8/11/2025
To: City Council
From: Karina Bañales, City Manager
Thru: Karina Bañales, City Manager
Subject: Receive and file Code Enforcement Quarterly Report for the second quarter of 2025 (April 1 to June 30)
Background:
The Code Enforcement Division provides quarterly updates on cases, including dead vegetation and other code violations. The attachments summarize cases opened and closed during the second quarter, along with a cumulative list of open cases.
This report differs slightly from the previous quarterly update due to staff’s review of case records to ensure they are properly documented and contain the most up-to-date information.
Discussion:
During the second quarter of 2025, seven code enforcement cases were opened (Attachment A). Of these:
• Three were vegetation-related,
• One was debris-related,
• One involved unpermitted structures or work, and
• Two were previously closed cases that have been reopened.
Since the last quarterly update, Code Enforcement is managing a total of 13 open cases (Attachment B). When property owners are unresponsive and remain out of compliance, cases are referred to the City Attorney’s Office for further action. As a result, four cases have been assigned to the City Attorney for review (Attachment C), bringing the total to 17 active cases.
A total of thirteen cases were closed during this quarter (Attachment D), and since January 2025, 21 cases have been closed, including some that date back to 2023 (Attachment E).
Additional Information
The City has opened the Code Compliance Officer/Planning Technician position and extended a conditional job offer to a candidate who is currently completing the hiring process.
Fiscal Impact:
Code enforcement services are provided through a contract, with payment made from the General Fund.
Recommendation:
Receive and file.

Subject: Consideration of authorizing the Mayor to Sign a Letter of Support for Assemblymember Muratsuchi's AB 986, which seeks to expand the definition of disasters under the California Emergency Services Act to include landslides and conditions intensified by climate change, and send to the California State Senate Appropriations Committee
Background:
Climate change-induced landslides have posed a severe threat to the City of Rancho Palos Verdes, the Palos Verdes Peninsula, and other regions across California. Rancho Palos Verdes (RPV), situated atop one of the largest and most active ancient landslide zones in the nation, has experienced this firsthand. The Portuguese Bend Landslide Complex has seen accelerated movement in recent years due to extreme weather cycles marked by prolonged drought followed by intense rainfall during the 2023-24 Winter Storms. In some parts, land movement had been measured at up to 12 inches per week, undermining the stability of homes, roads, and utilities.
This ongoing land movement has caused significant damage to public infrastructure and strained the RPV's finances. The ongoing rehabilitation of Palos Verdes Drive South has cost RPV and its ratepayers millions of dollars and continues to create traffic hazards. Homeowners in affected areas face structural damage, reduced property values, and the risk of evacuation as the land continues to shift beneath them.
Despite the increasing frequency and severity of such impacts, current California law does not explicitly classify landslides as disasters eligible for state emergency assistance. This gap prevents cities like Rancho Palos Verdes from accessing state resources and technical support that are urgently needed to respond to and recover from these ongoing events. Without this designation, local governments are left to shoulder the entire financial and logistical burden, which is unsustainable and leaves residents at heightened risk.
Discussion:
Rancho Palos Verdes has requested support from the City of Rolling Hills and the other Peninsula cities for Assemblymember Muratsuchi’s AB 986. The legislation directly addresses the abovementioned issue by updating the California Emergency Services Act to recognize landslides and
related geologic hazards, particularly those made worse by climate change, as valid grounds for declaring a state or local emergency. This change would empower communities like RPV to seek timely assistance from the state, expedite emergency declarations, and pursue critical mitigation and infrastructure protection measures before conditions worsen.
Staff requests that the City Council consider and provide authorization for the Mayor to sign a letter (Attachment A) similar to the samples provided (Attachments B-C).
Fiscal Impact:
None.

RE: AB 986 (Muratsuchi) - State and Local Emergency: Landslide and Climate Change.
Notice of SUPPORT
Dear Assemblymember Muratsuchi:
The City of Rolling Hills is pleased to support your measure AB 986 (Muratsuchi), which would expand the definition of state and local emergencies to include landslides and preexisting conditions worsened by climate change.
The California Emergency Services Act (Act) authorizes the Governor to declare a state of emergency, and local officials and local governments to declare a local emergency, when specific conditions exist. The Act authorizes the Governor or the appropriate local government to exercise certain powers in response to that emergency. The terms "state of emergency" and "local emergency" are defined as a duly proclaimed existence of disaster or extreme peril conditions to the safety of persons and property within the state. Such conditions are defined in law and inclusive of fire, storms, drought, riot, epidemic, or cyberterrorism, among others.
Landslides, and climate change driven events, however, are not currently included in the definition of disaster causes and conditions.
This measure will support both the state and local governments when landslides and climate change cause catastrophic impacts to communities, roadways, and other infrastructure. When emergencies are declared, greater resources, funding, and authorities support the state and local governments in responding as expeditiously as possible to protect life and property.
For these reasons, the City of Rolling Hills is pleased to support AB 986 (Muratsuchi).
Sincerely,
Jeff Pieper

RE: AB 986 (Muratsuchi) SUPPORT
To the California State Senate Appropriations Committee, On behalf of the City of Rancho Palos Verdes, I am writing to express our strong support for AB 986 (Muratsuchi), which seeks to expand the definition of disasters under the California Emergency Services Act to include landslides and conditions intensified by climate change.
Climate change induced landslides have posed a severe threat to the City, the Palos Verdes Peninsula, and other regions across California. Rancho Palos Verdes, situated atop one of the largest and most active ancient landslide zones in the nation, has experienced this firsthand.
This ongoing land movement has caused significant damage to public infrastructure and strained the City’s finances. The ongoing rehabilitation of Palos Verdes Drive South, a major arterial road that serves thousands of residents and visitors on the Peninsula and surrounding cities have cost the City and ratepayers millions of dollars and continue to create traffic hazards. Homeowners in affected areas face structural damage, reduced property values, and the risk of evacuation as the land continues to shift beneath them.
Despite the increasing frequency and severity of such impacts, current California law does not explicitly classify landslides as disasters eligible for state emergency
assistance.
AB 986 directly addresses this issue by updating the California Emergency Services Act to recognize landslides and related geologic hazards — particularly those made worse by climate change — as valid grounds for declaring a state or local emergency. This change would empower communities like ours to seek timely assistance from the state, expedite emergency declarations, and pursue critical mitigation and infrastructure protection measures before conditions worsen.
For Rancho Palos Verdes and similar communities across the state, this legislation is not just timely—it is essential. It acknowledges the reality on the ground, recognizes the impact of climate change on geological hazards, and ensures that local governments are not left alone to contend with disasters beyond their capacity.
We urge the Senate to support AB 986. Thank you for your continued leadership and commitment to public safety and climate resilience.
Sincerely,
David L. Bradley
