Public Works Director Wahba provided a staff report (as per the agenda material).
COUNCIL MEMBER SCHACHTER described a video presented at the Traffic & Safety Committee meeting that showed cars rolling through the right turn at the intersection without stopping, one after another for over an hour. She also emphasized that it is not only children who are of concern at this intersection, but also equestrians. Lastly, she noted that on page 5 of the staff report, data shows that there would not be a significant back up of cars with these proposed signs added.
Public Works Director Wahba stated that staff has discussed additional monitoring to ensure compliance at this intersection by the Lomita Sheriff Station, in response to MAYOR PRO TEM SCHMITZ. MAYOR PRO TEM SCHMITZ emphasized the importance of educating people about this change.
Public comment was invited in-person in the Council Chambers, via email and via eComment.
Public testimony was received by residents John Owens, Maddock Su, and Lynn Yen, all in support of the recommendation. Another resident, John, expressed concern about this signage leading to people cutting through the Nature Center parking lot to make the right turn without having to wait for the signal.
Traffic Engineering Deputy Joanne Itagaki added that the school is trying to re-start the walking school bus, and that there is a sign on PVDE just before the access point to the Nature Center.
Future plans for the Nature Center will include considerations to discourage people from cutting through the parking lot, including possible speed humps.
MAYOR HUFF thanked Joanne Itagaki for her years of service to the City and congratulated her on her upcoming retirement.
