A. FISCAL YEAR 2024-25 BUDGET STUDY SESSION
Recommendation: That the City Council review the information and discuss the programs and services to allow staff to prepare the final budget for presentation and public hearing on June 25, 2024.
City Manager Grammer introduced the Fiscal Year 2024-25 proposed budget and provided an overview, highlighting an increase in Building Permit revenue, in Property Tax revenue, and stable Sales Tax revenue. He explained that the budget also includes use of the City’s remaining federal American Rescue Plan Act (APRA) funds for Capital Improvement Projects. He noted that the budget continues funding essential programming including public safety, tree trimming and street sweeping. Using grant and restricted funds, and general fund reserves, capital improvement projects are planned for such as storm drain repairs and drywell construction, street resurfacing, intersection improvements, pedestrian crossing enhancements, and park development. The General Fund operating surplus is projected to be $1,249,729 (9%); Building Permit Revenues are projected to be $2,300,000; Streets Resurfacing Capital Expenditures are projected to be $1,120,608; Storm Drains Capital Expenditures are projected to be $1,750,000; Park Facilities Fees Fund Balance is projected to be $1,410,786 at 06/30/25; General Fund Balance is projected to be $5,118,450 at 6/30/25; and Operating Reserves are projected to be $2,390,000. Public Safety remains to be the largest single-expenditure, with the Sheriff’s contract increase of 3.44% which is reflected in the budget, as well as the City’s recently adopted Pension Funding Policy.
Senior Accountant Estrada also provided a staff report (as per the agenda material) and highlighted the various budget revenue and expenditure graphs and exhibits.
Public comment was invited in-person in the Council Chambers, via email and via eComment. No public testimony was received.
