SUBJECT: DISCUSSION ON LOBBYING EFFORTS FOR COMMUNITY PROJECT - ROSEMEAD CIVIC CENTER
SUMMARY
On December 9, 2025, staff presented a comprehensive list of Community Projects ("Projects") to guide lobbying efforts in securing Federal and State funding earmarks. One of the proposed Projects is to seek funding to redesign the Rosemead Civic Center ("Civic Center"). TO begin understanding preliminary costs of the Project, staff contracted with ScalesLab Architects ("ScalesLab") to develop a conceptual redesign of the Civic Center ("Attachment A") for City Council review and discussion.
DISCUSSION
On March 3, 2026, staff contracted with ScalesLab to develop a preliminary concept for the Civic Center Project, based on City Council comments from the December 2025 meeting to guide lobbying efforts to secure funding. The conceptual design reimagines City Hall as a multi- use 4-story hub, inclusive of the Rosemead Community Recreation Center and the Los Angeles Lo yer hug County Library. To ensure green space is expansive, this concept features subterranean parking, allowing maximal use of the outdoor area for community driven and recreational events.
To better understand the type of amenities the community would like to incorporate, the Parks Commission convened on July 7, 2026, and provided input to assist in guiding the discussion and development of the design. The Commissioners highlighted the importance of the multi- functional space serving as a sustainable and inclusive recreational area for all ages and abilities.
Support was expressed for various amenities such as walking paths, an event amphitheater, shaded seating for families, dog-friendly spaces, public art installations, drought-tolerant landscaping, a rooftop cafe, and secure bicycle charging stations/parking.
Staff is soliciting feedback of this preliminary concept to develop a better understanding of potential costs. This direction will provide the groundwork to aid lobbying efforts in exploring potential funding sources for the project. Currently, the San Gabriel & Lower Los Angeles AGENDA ITEM 6.A

SUBJECT: POTENTIAL CIVIC CENTER AMENITIES - DISCUSSION SUMMARY
SUMMARY
On July 7, 2026, the Parks Commission discussed a variety of amenities that could be incorporated into a potential Civic Center park to create a welcoming, sustainable, and multi- functional public space. Commissioners expressed support for features that promote recreation, community gathering, environmental education, and accessibility.
Recommended amenities included public art installations, such as a community mural that could involve resident participation, picnic shelters and shaded seating areas for families and community gatherings, dog-friendly spaces, and walking paths that encourage outdoor recreation. Commissioners also supported the use of native and drought-tolerant landscaping, o supported the including demonstration, botanical, and rain gardens, along with educational signage highlighting environmental features.
To encourage community engagement, Commissioners recommended installing community information boards for City events, outdoor fitness equipment, and an amphitheater capable of hosting civic events, performances, and other public programming. They also supported incorporating open lawn and flexible event spaces that could accommodate festivals, Concerts and Movies in the Park, and similar community activities.
Commissioners emphasized the importance of bicycle accessibility by recommending additional bicycle racks and lockers, secure bicycle parking, electric bicycle charging or storage areas, and bicycle-friendly connections to surrounding neighborhoods. Sustainability was also identified as a priority, with support for incorporating solar panels to reduce energy costs and promote environmental awareness.
Additional discussion included the possibility of a rooftop gathering space with outdoor seating and a café, as well as ensuring the entire site incorporates universal accessibility features that provide equitable access for residents of all ages and abilities, including seniors, children, and individuals with disabilities.
During the discussion, Commissioners expressed concern that a pickleball court may not be appropriate at this location because the noise generated during play could conflict with surrounding civic and community activities. They also suggested that, if a playground is included, it would be better located toward the rear of the property with appropriate fencing to enhance safety, particularly given the site's proximity to Valley Boulevard.
