The City engaged a consulting firm to conduct a
job classification study of selected classes in the Public Works, Information Technology, Parks, Recreation and Libraries, Development Services, Finance and Police departments. The recommendations of the study properly classify employees in an effort to address significant recruitment challenges and support employee retention.
The study recommendations include job specification updates for all classifications studied and the reclassification of nineteen employees and 8 promotional opportunities with the resulting vacancies being eliminated. In addition, the recommendations include the deletion of eight (8) classifications and the addition of eleven (11) new classifications that reflect the duties assigned. Recommendations also include salary adjustments for eight (8) classifications to align salaries internally. Staff also requests Council approve the citywide position allocation schedule reflecting the reclassifications. No new positions are included with this request. The estimated total cost of the recommended position changes is $74,759 for the remainder of FY2021-22 and an annual cost of $323,957 ongoing. 7.14. Community Facilities Districts/Landscaping and Lighting Districts/Downtown Roseville Property Business Improvement District - Budget Adjustments Memo from Management Analyst Jeannine Thrash and Assistant City Manager/Chief Financial Officer Dennis Kauffman recommending the City Council adopt ORDINANCE NO. 6471 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2021-22 BUDGET AND DECLARING THIS
ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE; and adopt ORDINANCE NO. 6472 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2021-22 BUDGET AND
DECLARING THIS ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE. Staff requests Council approve two budget adjustments for the City's community facilities districts (CFD) and landscaping and lighting districts. The first budget adjustment trues up the budgets after final expenditure estimates, developed parcel counts and levy credits have been taken into consideration for each district. These adjustments help align the FY2021-22 budgeted amounts with what was submitted to Placer County for the property tax roll. The impact of the budget adjustments on the fund balance of the General Fund is an increase of $190,709 in additional revenue from CFD No. 3, Municipal Services. The second budget adjustment amends CFD budgets for bonds issued during the first half of the fiscal year, and has no impact on the General Fund.

19.10, 19.28 AND 19.60 OF TITLE 19 OF THE ROSEVILLE MUNICIPAL
CODE REGARDING RESIDENTIAL DEVELOPMENT STANDARDS,
DENSITY BONUS REGULATIONS AND ACCESSORY DWELLING UNITS; and introduce for first reading the ORDINANCE OF THE COUNCIL OF THE

MINISTERIAL TENTATIVE MAP APPLICATIONS, TENTATIVE MAP

This
is a city-initiated update to Title 19 (Zoning Ordinance) and Title 18 (Subdivision Ordinance) of the Roseville Municipal Code to reflect changes in state law and implement the City’s General Plan Housing Element. The request includes an Ordinance amending Zoning Ordinance Chapters 19.10 (residential development standards), 19.28 (density bonus), and 19.60 (accessory dwelling units).
The amendments to the Zoning Ordinance are to reflect recent changes in state law which: require the City to allow two residential units per lot in single-family zones (the City’s R1 and RS zones) (Senate Bill 9), require minor changes to density bonus provisions (Senate Bill 290), and specify that accessory dwelling units may be separately sold if they were built by a non-profit and will be sold as deed-restricted affordable housing (Assembly Bill 345). Also, an Ordinance amending Subdivision Ordinance Chapters 18.04 (hearing authority), 18.06 (tentative map applications), 18.10 (lot line adjustments and voluntary mergers), and 18.24 (appeals), and also adding new Chapter 18.05 (ministerial tentative map applications). The amendments to the Subdivision Ordinance are to reflect changes in state law (Senate Bill 9) requiring the City ministerially process two-lot parcel maps in single-family zones, and implementation of Housing Element Program 16 (Prioritize Affordable Housing) which calls for the establishment of ministerial mapping processes for affordable housing projects. The ordinance amendments will have no impact on the City's General Fund.
