The Development Services Stabilization Reserve Fund Policy is a new policy to establish a reserve fund to provide the department resources to maintain services during a short-term drop in revenue and to provide time to react to changes necessary during a long-term economic decline.

Approval of the policies has no fiscal
impact. However, implementation of the policies is expected to improve the fiscal position and financial health of the City. The Fiscal Year 2022-23 Proposed Budget is being developed based on these recommended financial policies. Adoption of the ordinance approving a budget adjustment to begin funding the Development Services Stabilization Reserve will transfer $2.03 million of the FY2020-21 General Fund year- end surplus generated by the Development Services Department to the new reserve fund. The $2.03 million was derived from revenue collected by Development Services in excess of the budget estimate that will be used to provide development services in the future during an economic downturn.
