The fiscal impact will be the solid waste tonnage multiplied by future tipping fees, which could be potentially lower if WPWMA receives a better bond rating due to the City’s increased commitment. 7.16. Resolution Proclaiming the Termination of Local Emergency Memo from Assistant City Attorney Joseph Speaker and City Attorney Michelle

Page 9 of 22 ends

Sheidenberger recommending the City Council adopt RESOLUTION NO. 22- 235
PROCLAIMING A TERMINATION OF LOCAL EMERGENCY.

Staff
requests Council Proclaim the Termination of the Local Emergency related to the COVID-19 pandemic. California law states that a governing body should terminate all states of emergency at the “earliest possible date” (California Government Code Section 8360(d)). Governor Newsom has lifted all but 5% of the State’s executive orders related to COVID-19. While COVID-19 is still present in California, the emergency powers established by the proclamation of a local emergency are no longer needed at this time. Therefore, staff has prepared a Resolution, which would terminate the March 17, 2020 “Proclamation of the Existence of a Local Emergency and Authorization for the Director of Emergency Services/City Manager to Undertake Emergency Measures on Behalf of the City of Roseville”, effective immediately. There is no fiscal impact associated with terminating the local emergency.

BANK TRUST COMPANY, NATIONAL ASSOCIATION, AND AUTHORIZING

THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF

. Staff requests Council approve a professional services agreement for bond trustee services with U.S. Bank Trust Company, National Association for a three-year period ending in June 30, 2025 with three optional one-year renewals.

The cost of the bond trustee services is not to exceed $85,000 per year, for a total of $255,000 over the three-year period, a small portion of which will be paid for by the General Fund. The rest of the annual cost is paid by other funds with outstanding debt including the City's utilities and community facilities districts. The cost of the first year of the bond trustee services has been included in the FY2022- 23 budget. The cost of the second and third years of the bond trustee services will be included in the FY2023-24 and FY2024-25 budgets, pending City Council approval.

7.18. User and Regulatory Fees - Correction and Clarification Memo from Management Analyst Jeannine Thrash and Assistant City Manager/Chief Financial Officer Dennis Kauffman recommending the City Council adopt RESOLUTION NO. 22-247 ADOPTING AN AMENDED SCHEDULE OF USER AND REGULATORY FEES. Staff requests Council allow the City to adjust various building permit fees to correct a mathematical error and to clarify hourly

Page 10 of 22 ends

billing rates to be used for development related cost recovery billings. On April 20, 2022 the City Council adopted an updated schedule of fees for use in Fiscal Year 2022-23. The adopted schedule of fees intended to apply a 5% inflationary adjustment to most development-related fees. However, the building permit fee table included in the fee schedule inadvertently included an inflationary adjustment of less than 5%. The amended fee schedule reflects the correct amounts.

Additionally, since many of the City’s fees are collected via a deposit-based cost recovery billing system, staff intends to clarify that the factor used for hourly billings are adjusted by the same inflationary adjustment of 5%. The fiscal impact for FY2022-23 fee updates was included as part of the April 20, 2022 agenda item.

Since this is simply a correction and clarifying item, there is no additional fiscal impact associated with this change.
