Memo from Park Development Project Manager Heather Buck and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt RESOLUTION 22-284 APPROVING A CONTRACT PURCHASE
AGREEMENT, BY AND BETWEEN THE CITY OF ROSEVILLE AND
MIRACLE PLAYSYSTEMS INC. AND AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE (3002260).
Staff requests Council approval of a contract purchase agreement with Miracle Playsystems, Inc. for $446,111.96 to remove and replace the play structure at Royer Park. Additionally, staff requests authorization to call for bids for the associated sitework and shade structure for the project. The school-aged play structure at Royer Park has reached the end of its useful life, as it is 24 years old.
The project was approved in FY2020-21 using funds from the Parks, Recreation & Library Capital Projects Fund. A Proposition 68 Per Capita grant in the amount of $177,000 is being used to offset costs to replace the large school-aged play structure; however, a budget adjustment is anticipated to be needed to fund the site work and shade structure which were added to the project to address public outreach requests for a more accessible playground. The budget adjustment will be presented to the Council for approval once bids are received. Ongoing maintenance costs are anticipated to remain the same and are already included in the Parks, Recreation & Libraries Department operating budget in the General Fund.

6.7. Joint Use of School/Park Sites - Master Agreement
Memo from Park Planning & Development Superintendent Tara Gee and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt RESOLUTION NO. 22-282 APPROVING A MASTER AGREEMENT FOR
JOINT USE OF SCHOOL/PARK SITES, BY AND BETWEEN THE CITY OF
ROSEVILLE AND THE ROSEVILLE CITY SCHOOL DISTRICT, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE. In 2017, the City and the Roseville City School District entered into a Master Joint Use Agreement ("JUA") that covered all joint use park and school sites in the City. The JUA allows for City use of school facilities for recreation programs, and District use of City parks located adjacent to an elementary or middle school within the district boundaries. That JUA terminated after five (5) years on June 30, 2022, and allowed both the City and District to review and/or revise the JUA for another agreed-upon term. Staff from both agencies have been reviewing and updating the terms of the JUA over the last several months. The District’s Board approved the updated JUA at their June 21, 2022 Board meeting. The updated JUA is proposed for another five (5) year term.
There is a small increase in General Fund costs, estimated to be less than $25,000, associated with this JUA related to City-provided turf maintenance at new school sites. Aside from this cost increase, no additional costs are anticipated. In return for the services provided, the City receives the benefit of the use of school district facilities, such as gymnasiums and sports fields. The City and District will monitor the services provided and benefits received to ensure continued equity in this JUA.

Ordinances (for introduction and adoption - appropriation/urgency measures)
6.17. Staffing Changes
Memo from Human Resources Manager Linda Hampton and Human Resources Director Stacey Peterson recommending the City Council adopt ORDINANCE NO. 6536 AMENDING ORDINANCE NO. 6467, THE SALARY ORDINANCE
FOR EMPLOYEES REPRESENTED BY THE INTERNATIONAL UNION OF OPERATING ENGINEERS, STATIONARY ENGINEERS, LOCAL 39, AS AMENDED BY APPENDIX “C” TO BE EFFECTIVE JULY 30, 2022, AS AN URGENCY MEASURE; and adopt ORDINANCE NO. 6537 AMENDING
ORDINANCE NO. 6426, THE SALARY ORDINANCE FOR
SEASONAL/TEMPORARY EMPLOYEES, AS AMENDED BY APPENDIX “O” TO BE EFFECTIVE JULY 30, 2022, AS AN URGENCY MEASURE. Staff requests Council approve one vacant position in the Environmental Utilities (EU) Department and two vacant positions in the Parks, Recreation and Libraries Department be changed to different classifications to better meet the needs of the departments. The Parks, Recreation and Libraries Department is requesting 1 new temporary classification and 3 title changes for existing temporary classes. No new positions are included with this request. Staff also requests Council approve the updated citywide position allocation schedule reflecting the reclassifications. In addition, the City engaged a consulting firm to conduct a job classification study of selected classes in the Finance and EU departments. The recommendations of the study properly classify employees in an effort to address recruitment challenges and support employee retention. The study recommendations include job specification updates for all classifications studied and the reclassification of seven employees. In addition, the recommendations include the addition of one new, flexibly staffed classification that reflects the duties assigned. The recommendation for position reclassifications in the Finance Department will cost the General Fund approximately $79,000 ongoing, with $76,000 for the remainder of FY2022-23. The ongoing cost will be incorporated into the FY2023-24 budget.
The reclassification of the Park Maintenance Worker will be offset by a reduction in
budget for temporary staffing. The cost to reclassify the Assistant Child Care Site Coordinator to an Administrative Technician is approximately $24,000. Increased revenues anticipated in the Youth Development Fund will offset these additional costs. The recommendation to reclassify positions in the EU funds will result in an ongoing annual savings of approximately $34,000. There are adequate funds available in the FY2022-23 budget to fund the cost of these position changes for the remainder of the current fiscal year.

This budget adjustment for $87,598 funds the new project (RWA Grant - Advancing Water Efficiency in the Sacramento Region, #700039) in the Water Operations Fund.
