APPROVING AN INCREASE TO THE PURCHASE ORDER FOR
PRINTING AND MAILING OF PARKS, RECREATION & LIBRARIES
ACTIVITY GUIDES.
Staff requests Council authorize an increase to the purchase order amount with Pride Industries for the printing and mailing of the Parks, Recreation & Libraries activity guides. Staff additionally requests approval for four (4) optional one (1) year renewals of the purchase order without further council approval, provided that a new sole source form is approved each year, until such a time that the vendor can no longer provide the service, or until Parks, Recreation & Libraries staff determines that continuing with the same vendor is not in the City's best interest.

The total estimated cost of the services
for FY2022-23 will not exceed $151,000. In FY2023-24, the estimated costs of services will increase by approximately 20% for a not-to-exceed amount of $181,200. 8.1. Opposition to State Ballot Initiative 21-0042A1 - Measure Restricting Voters’ Input and Local Taxing Authority
Memo from
Government Relations Administrator Mark Wolinski and Deputy City Manager Megan Scheid recommending the City Council adopt RESOLUTION NO. 23-166 OPPOSING STATE BALLOT INITIATIVE 21-0042A1.
Recently,
the California Business Roundtable’s anti-local control measure qualified for the November 2024 ballot. The measure includes provisions that would make it more difficult for local voters to pass measures needed to fund local services and projects and would limit voter input by prohibiting local advisory measures where voters can express a preference on how they want their local tax dollars spent.
Voters also may not amend a city charter to impose, extend, or increase a tax or fee.
The costs of these activities are contained within the City’s current budget.

The refunding will provide new money for additional
authorized improvements and will not increase the term of the outstanding bonds.

8.3. Financial Policies for Fiscal Year 2023-24
Memo from Assistant City Manager/Chief Financial Officer Dennis Kauffman recommending the City Council adopt RESOLUTION NO. 23-176 ADOPTING THE CITY OF ROSEVILLE FINANCIAL POLICIES, EFFECTIVE JULY 1, 2023.
Staff requests Council approve a comprehensive set of financial policies that include the City's updated Investment Policy, Debt Management Policy, Swap Policy, Budget Development Policy, General Fund Reserves Policy, updated Development Services Stabilization Reserve Policy, Federal Stimulus Reserve Fund Policy, Internal Service Funds - Operating and Replacement Reserves Policy, Capital Improvement Program Rehabilitation Funding Policy, Pension Funding Policy, Other Post- Employment Benefits Funding Policy, Workers' Compensation and General Liability Funding Policy, Interfund Loans Policy, Requests for Proposals Policy, and new policies addressing Internal Control and Procurement Code of Ethics. Staff also recommends incorporating the Roseville Electric Utility and Environmental Utilities financial policies into this City Council-adopted financial policies document. The recommended update to the Investment Policy incorporates a provision of Senate Bill 1489, the Local Government Omnibus Act, which clarifies how a public agency
investment’s term or remaining maturity is to be measured. The recommended update to t
he Development Services Stabilization Reserve Fund Policy improves clarity about the calculation of the reserve and adds a requirement for City Council approval of any appropriations from the reserve. The recommended Internal Control Policy documents
the internal control framework adopted by the City and formalizes certain policies and procedures to further the goal of fiscal responsibility through effective and comprehensive internal controls.
The recommended Procurement Code of Ethics
Policy will establish a well-defined code of ethics for City employees, including public procurement professionals, who interact with the public and represent the City in any way in relation to all procurement activities and to ensure integrity in the procurement and contracting process.
Approval of the financial policies has no fiscal impact.
However, implementation of the policies is expected to improve the fiscal position and financial health of the City. The Fiscal Year 2023-24 Proposed Budget is being developed based on these recommended financial policies.
