AGREEMENT, BY AND BETWEEN THE CITY OF ROSEVILLE AND

Staff requests Council approve a contract purchase agreement with FieldTurf USA, Inc. in the amount of $7,099,812.31 for the artificial turf system at the Roseville Soccer Complex. In March 2023, the Council approved a design-assist contract to Bothman Construction, Inc, to build the Roseville Soccer Complex. To ensure that the costs associated with the construction of the Complex aligned with budget projections, several key elements were identified to be purchased by the City. The City would be able to purchase these items using “piggyback” contracts to ensure the lowest and best prices. “Piggyback” contracts have already been competitively bid by public agencies thus allowing other public agencies to purchase the same items at the accepted lowest and best rates. Other advantages in using the “piggyback” procurement approach is best value through competition, fair and equitable contracting opportunities for vendors, public confidence in the use of public funds, improved ethical conduct in procurement and increased efficiencies in the purchasing process. Elements for the Roseville Soccer Complex to be purchased by the City using this “piggyback” process include the artificial turf, the shade structures, the play structure and maintenance equipment. All of these items, except for the maintenance equipment, will be furnished to the contractor and installed by the contractor. Funding for the identified “piggyback” elements was approved in the FY2023-24 Capital Improvement Program budget utilizing a combination of resources from the General Fund, Strategic Improvement Fund, and Federal Stimulus Reserve – ARPA
Fund

MANAGER TO EXECUTE IT ON BEHALF OF THE CITY OF ROSEVILLE; and adopt ORDINANCE NO. 6693 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2023-24 BUDGET AND DECLARING THIS
