Subtask 2.3 - Utility Coordination and Preliminary Engineering Workshop Prior to the preliminary engineering workshop, WWE will conduct utility coordination along the gravity pipe replacement alignment in Sierra College Blvd. using the “A Letter” process. ENGINEER will utilize available as-builts of Sierra College Blvd. provided by the City in combination with the utility coordination information gathered through the “A Letter” process to develop initial utility conflict mapping and determine the feasibility of pipe bursting each segment of the gravity replacement alignment. This will be done utilizing the results of the geotechnical analysis.
WWE will conduct a preliminary engineering workshop with select City Staff to review specific options and details for the project to include at a minimum the following discussion topics:
Open cut vs. pipe bursting including results of geotechnical investigation and utility conflicts. Inclusion of the Sierra College Pipe Bursting segments as part of this project bid package Updated Opinion of Probable Construction Cost
CITY OF ROSEVILLE CHURCH STREET SEWER IMPROVEMENTS PROJECT P A G E | 9 WATER WORKS ENGINEERS SCOPE OF ENGINEERING SERVICES– FISCAL YEAR 2022-2023 JUNE 2023 WWE will provide a slide-set presenting details on the key discussion topics and provide meeting notes to document the decisions made. The purpose of the meeting will be to confirm the key components of the project to move into final design based on available funding for the project.
NOTE – WORK NOT INCLUDED IN THIS SCOPE - This scope of work does not include budget to conduct potholing. Should ENGINEER identify locations where potholing is recommended to confirm utilities at risk to damage based on selected construction methodology, ENGINEER will develop the bidding documents with phased construction requirements for Contractor to investigate potential utility conflicts (via potholing) and confirm proposed improvements are constructible and include work sequencing and contract language to confirm design assumptions and construct field modifications to proposed improvements to mitigate for actual existing utilities orientation and elevations.

Project Title: Church Street Sewer Improvements Project Project Location(s): Withing rights-of-way (ROW) of Church Street (between Atkinson Street and Birch Street), Hickory Street (east of Brentwood Drive), and Atkinson Street between Hickory Street and West Duranta Street).
Project Description: The Environmental Utilities Department (EU) seeks to award a contract for engineering services for sewer system improvements to address existing deficiencies such as sewer spills during large storm events. The City’s sewer system hydraulic model determined that a series of improvements would prevent future occurrences. These improvements include: trenchless upsizing of gravity sewer mains via pipe bursting along Church Street, Hickory Street, and Atkinson Street; open cut installation of new gravity sewer main along Hickory Street; and abandonment of a gravity sewer main along Hickory Street. All work would occur within existing ROW. The project would not result in an expansion of use.
Public Agency Approving Project: Roseville City Council Agency/Individual Carrying Out Project: City of Roseville Environmental Utilities Department Reason why this Project is Exempt: The project qualifies for a Class 1 and Class 2 Categorical Exemption as described in Section 15301 and Section 15302 of the California Environmental Quality Act (CEQA) guidelines which states:
“Class 1 (Existing Facilities) consists of the … repair and maintenance…of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use; and
“Class 2 consists of the…replacement or reconstruction of existing…facilities…including...replacement or reconstruction of existing utility systems involving negligible or no expansion of capacity.”
The project consists of upsizing some gravity mains, installation of a new sewer main, and abandonment of another to address issues with the sewer spills during large storm events. The project would not result in expansion of use. Consequently, the Class 1 and Class 2 Categorical Exemptions apply.

Item #: 7.22.
RECOMMENDATION TO COUNCIL
Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute the City of Sacramento Subaward Agreement, and adopt an ordinance approving a budget adjustment of $25,000.
BACKGROUND
The current Roseville Police Department Gas Masks are generally around 20 years old. Most were purchased after the September 11, 2001 terrorist attacks. Almost all masks show signs of aging, wear and tear (yellowing of permanent lens, wear of straps and buckles, degradation of rubber masks and breaking of individual components). Additionally, the masks were not designed for use in tactical environments.
The Roseville Police Department's Regional SWAT Team routinely deploys on critical incidents utilizing gas munitions and contaminated environments. The Regional SWAT Team is the primary mobile field force to be deployed to crowd/riot and civil unrest where chemical agents/improvised chemical weapons are present.
The Roseville Police Department submitted a request to the Sacramento Urban Area Security Initiative (UASI) to obtain grant funding for the purchase of new gas masks for the Department's Regional Special Weapons and Tactics (SWAT) Team. The Sacramento UASI approved the request and has granted the subaward agreement in the amount of $25,000 for the purchase for new gas masks.
FISCAL IMPACT
The recommended budget adjustment will add a total of $25,000 to the Police Department's budget in the City's Grants Fund. The City will be reimbursed for the purchases by Federal Homeland Security funds administered by the City of Sacramento. There will be no net fiscal impact on the City.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. Approval of a subaward grant agreement and budget adjustment meet the above criteria and are not subject to CEQA. No additional environmental review is required.

RECOMMENDATION TO COUNCIL
It is recommended that the City Council approve the final map on file with the City Clerk and accept, on behalf of the public, the sanitary sewer easement offered thereon for dedication.
BACKGROUND
The Development Services - Engineering section has reviewed the subject final map and found that it is in compliance with the Subdivision Map Act and the City's Subdivision Ordinance and all conditions of the tentative map have been met.
This map will be creating 6 lots for future retail development.
FISCAL IMPACT
There is no fiscal impact to the City's General Fund associated with this approval.
ENVIRONMENTAL REVIEW
Approval of the Blue Oaks Retail Center Phase 2 Final Map project is an action that is subject to CEQA. Project level CEQA compliance for the Blue Oaks Retail Center Phase 2 Final Map project was accomplished with preparation of the Blue Oaks Retail Center Phase 2 Initial Study Mitigated Negative Declaration (IS/MND) and Mitigation Monitoring and Reporting Program (Adopted: March 23, 2023). Because the Blue Oaks Retail Center Phase 2 Final Map project is consistent with the project evaluated in the Blue Oaks Retail Center Phase 2 IS/MND, no new effects would be expected to occur and all applicable mitigation measures from the IS/MND will be implemented. As such, no additional CEQA action is required at this time.

This assistance is utilized at rental units that meet program specific housing standards, are owned by a willing property owner, and are within Roseville or Rocklin city limits. This rental assistance ensures that the household can afford to live in safe and decent housing. During the second quarter of 2023 there were 634 vouchers utilized in Roseville, 123 vouchers being utilized in Rocklin, and 1 in another jurisdiction (approved transfers out of the area) for a total of 758 families receiving rental assistance through the RHA.
RHA continues to work diligently to recruit new property owners and increase the affordable housing stock available to voucher holders. The introduction of the Landlord Incentive Program in April 2023 proved to be very successful. With the initial grant of $50,000 received through AMI Housing, the RHA was successful in recruiting several new landlords and enticed other landlords to lease to new HCV program participants. On May 3, 2023, the RHA hosted a Landlord Seminar at the Maidu Community Center for current and prospective property owners who wanted to learn more about participating in the Housing Choice Voucher program. Thirty property owners attended the seminar along with representatives from the Veterans Administration of Northern California (VA) and AMI Housing. The RHA staff covered topics which included the benefits of the voucher program, a review of upcoming policy changes, and a group Q&A session. The seminar was very successful and the RHA is planning to host more landlord events in the future.
In May, RHA staff participated in the 2023 Placer Veteran’s Stand Down held at The Grounds in Roseville. Working closely again with the VA and HUD VASH staff, the RHA was able to assist in recruitment of new veteran families that qualified for the VASH voucher. Staff was also able to connect with homeless veterans and provide information about the HUD VASH program. RHA has a total of 85 HUD VASH vouchers to house homeless veteran families. 19 VASH vouchers are Project-Based Vouchers (PBV) that have averaged 100% occupancy at Main Street Apartments. RHA staff will continue to apply for additional VASH vouchers with the support of the VA.
RHA is authorized to provide 823 households with HCV rental assistance. RHA also has several special voucher programs including 50 Emergency Housing Vouchers (EHV) providing rental assistance to individuals and families who are experiencing homelessness or at risk of experiencing homelessness; 75 vouchers allocated specifically for families on the waiting list with a head-of-household or partner that are non-elderly and disabled (NED vouchers); and 43 Mainstream vouchers assist households who have a non-elderly head of household or partner with a disability and are transitioning out of institutional or other segregated settings, are currently homeless, or at risk of becoming homeless. The table attached to this report provides a monthly summary of RHA’s voucher programs for the second quarter of 2023.
Each housing authority is required to be at least 95% leased-up for its voucher allocation or utilizing at least 95% of its annual budget authority to remain in compliance with HUD’s requirements. The lease-up rate for a calendar year cannot exceed 100% of its allocation of vouchers (per voucher type), and/or 100% expenditure of its annual budget allocation for the program. Agencies leasing up or expending 98% or more of its allocated vouchers and/or budget can reach high-performing status. RHA continues to meet HUD program requirements for highperforming status through 100% expenditure of its annual budget allocation.
FISCAL IMPACT
This Housing Authority Quarterly Status Report does not create any additional cost to the City’s General Fund.

Title: Automated Materials Handling System - Contract Purchase Agreement Contact: Natasha Martin 916-774-5234 [email protected] Meeting Date: 9/6/2023
Item #: 8.1.
RECOMMENDATION TO COUNCIL
Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a contract purchase agreement with Invengo American Corp dba FE Technologies to install, implement and support a newAutomated Materials Handling (AMH) system, and authorize change orders for this project up to $64,382.
BACKGROUND
In 2014 City Council approved the contract for 3M Library Systems to install an AMH system in all three libraries. Since that installation, the library has loaned nearly 10 million library items, and these items have been processed through the 3M automated system. That system has now reached end of life, with many outages that impact customers who are borrowing and returning library materials. Many technological advances have transpired in AMH systems in the past decade, and a new system will help continue to increase staff efficiencies, provide better features for our customers, and help us absorb increased library visitations and circulation as Roseville continues to grow.
The highlights of the newAMH library system include:
· Speedy and reliable automatic materials sorting system with a large range of bin and tote options
· Tote identity and location system for exact item location at any time · Staff workstations featuring integration so all circulation functions are seamless · Security gates that are fully ADA compliant and easily installed · Collection management for holds pickup and returns
· Inventory management at up to 18,000 items per hour
· Cloud-based dashboard for operational status of each device, detailed reports, and people counter statistics, etc.
· Mobile application that lets customers check out items from any location within the library on their mobile phone
Request for Proposals (RFP) specifications were prepared and issued by staff in 2022. The RFP included evaluation criteria for overall system functionality, implementation, training, ongoing maintenance and support, references and costs. Award of the contract criteria included an on-site presentation from three proposers. Staff visited libraries in person to speak with staff and evaluate the chosen vendor. Proposals were fully vetted by Library, IT and PRL administrative staff. Invengo American Corp dba FE Technologies is the recommended awardee, as they fully meet the program requirements, and at favorable pricing to the City. During the evaluation period, staff developed the equipment configuration which best fits the City’s needs, which resulted in the requested award amount.
FISCAL IMPACT
The total not-to-exceed amount for this contract is $1,060,000, which includes $710,633.68 for initial equipment and installation costs, sales tax, and removal of existing equipment; $64,382 for additional equipment expenditures, as needed for change orders; and $71,246 per year for four (4) years of maintenance and support. Funding for this project was approved from FY2020-21 General Fund year-end budget surplus, with the annual maintenance and support expenditure to be included in each year's operational budget in the General Fund.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQA Guidelines §15061(b)(3)).

Contract Terms and Conditions
1. To the fullest extent allowed by law, Consultant agrees to indemnify, including the cost to defend City, and its officers, agents, employees and volunteers from any and all claims, demands, costs or liability that arise out of, or pertain to, or relate to the negligence, recklessness, or willful misconduct of Consultant and its agents in the performance of services under this contract, but this indemnity does not apply to liability for damages for death or bodily injury to persons, injury to property, or other loss, arising from the sole negligence, willful misconduct or defects in design by City or the agents, servants, or independent contractors who are directly responsible to City, or arising from the active negligence of City.
Consultant's responsibility for such defense and indemnity obligations shall survive the termination or completion of this Agreement for the full period of time allowed by law. The defense and indemnity obligations of this Agreement are undertaken in addition to, and shall not in any way be limited by, the insurance obligations contained in this Agreement.
2. Consultant is an independent contractor, and shall not be considered an officer, agent or employee of the City.
3. Without the written consent of the City, this Agreement is not assignable by Consultant either in whole or in part.
4. Time is of the essence of this Agreement.
5. At any time during the term of this Agreement, the City has the right to terminate this Agreement, provided Consultant is given thirty (30) days written notice. City's termination shall be without further liability to City; however, Consultant shall be entitled to all costs reasonably incurred prior to the date of termination. Consultant acknowledges that City may terminate this Agreement should funds not be appropriated by its governing body to continue services under this Agreement.
6. This Agreement may only be amended or modified in writing. It is integrated and contains the complete understanding of the parties.
7. All equipment, supplies and services sold to the City of Roseville shall conform to the general safety orders of the State of California.
8. Unless notified to the contrary, in writing, the City assumes that the Consultant has accepted the work in accordance with the plans and specifications (if any) and agrees to do the work in compliance with this Agreement. Any work product created for City pursuant to this Agreement is deemed owned by City.
9. All prevailing wages and fair employment practices must be adhered to. For prevailing wage contracts over $25,000, copies of certified payroll must be submitted with invoices. Prevailing wage rates may be obtained from the State Department of Industrial Relations and/or the following website address:
http://www.dir.ca.gov/dlsr/DPreWageDetermination.htm
10. Consultant agrees to the below insurance requirements:
a. Unless otherwise specified, the Consultant shall maintain the policies of insurance outlined in Attachment A, incorporated herein by this reference, in full force and effect during the term of this Agreement. The City of Roseville retains sole discretion in determining the types and proper levels of insurance coverage. b. Form. Consultant shall submit a certificate evidencing such coverage for the period covered by this Agreement in a form satisfactory to Risk Management and the City Attorney, prior to undertaking any work hereunder. Any insurance written on a claims made basis is subject to the approval of Risk Management and the City Attorney. c. Additional Insureds. Consultant shall also provide a separate endorsement or section of the policy showing City, its officers, agents, employees, and volunteers as additional insureds for each type of coverage, except for Workers' Compensation and Professional Liability. Such insurance shall specifically cover the contractual liability of Consultant. 4 DocuSign Envelope ID: 04B3E150-0495-40D7-A982-E0C66D1FE4DD Contract Purchase Agreement 3003148
The additional insured coverage under the Consultant's policy shall be primary and noncontributory, as evidenced by a separate endorsement or section of the policy, and shall not seek contribution from City's insurance or self-insurance. In addition, the additional insured coverage shall be at least as broad as the Insurance Services Office (ISO) CG 20 01 Endorsement. Any available insurance proceeds in excess of the specified minimum insurance coverage requirements and limits shall be available to the additional insureds. Furthermore, the requirements for coverage and limits shall be:
(1) the minimum coverage and limits specified in this Agreement; or (2) the full coverage and maximum limits of any insurance proceeds available to the named insureds, whichever is greater
d. Cancellation/Modification. Consultant shall provide thirty (30) days written notice to City prior to cancellation or modification of any insurance required by this Agreement. e. Umbrella/Excess Insurance. The limits of insurance required in this Agreement may be satisfied by a combination of primary and excess insurance. Any excess insurance shall contain or be endorsed to contain a provision that such coverage shall also apply on a primary and noncontributory basis for the benefit of City (if agreed to in a written contract) before City's own insurance shall be called upon to protect it as a named insured.
f. Subconsultants. Consultant agrees to include in its contracts with all subconsultants the same requirements and provisions of this Agreement, including the indemnity and insurance requirements, to the extent they apply to the scope of the subconsultants work.
Furthermore, Consultant shall require its subconsultants to agree to be bound to Consultant and City in the same manner and to the same extent as Consultant is bound to City under this Agreement. Additionally, Consultant shall obligate its subconsultants to comply with these same provisions with respect to any tertiary subconsultant, regardless of tier. A copy of City's indemnity and insurance provisions will be furnished to the subconsultant or tertiary subconsultant upon request.
g. Self-Insured Retentions. All self-insured retentions (SIR) must be disclosed to Risk Management for approval and shall not reduce the limits of liability. Policies containing any SIR provision shall provide or be endorsed to provide that the SIR may be satisfied by either the named insured or City. City reserves the right to obtain a full certified copy of any insurance policy and endorsements. The failure to exercise this right shall not constitute a waiver of such right.
h. Waiver of Subrogation. Consultant hereby agrees to waive subrogation which any insurer of Consultant may acquire from Consultant by virtue of the payment of any loss under a Workers Compensation, Commercial General Liability or Automobile Liability policy.
All Workers Compensation, Commercial General Liability and Automobile Liability policies shall be endorsed with a waiver of subrogation in favor of City, its officers, agents, employees and volunteers for all worked performed by Consultant, its employees, agents and sub consultants.
i. Liability/Remedies. Insurance coverage in the minimum amounts set forth herein shall not be construed to relieve Consultant of liability in excess of such coverage, nor shall it preclude City from taking such other actions as are available to it under any other provisions of this Agreement or law.
11. Consultant shall comply with all federal, state, local laws, ordinances and policies as may be applicable to the performance of services under this Agreement. Failure to comply with local ordinances may result in monetary fines and cancellation of this Agreement.
12. In the event that the terms of any attachment or exhibit conflict with any terms of this Agreement, the terms of this Agreement shall control.
13. This Agreement may be executed in one or more counterparts, each of which shall be deemed an original, but all of which together shall constitute one and the same instrument. In the event that any signature is delivered by facsimile transmission or by e-mail delivery of a ". pdf" format data file, such signature shall create a valid and binding obligation of the party executing (or on whose behalf such signature is executed) with the same force and effect as if such facsimile or ".pdf" signature page were an original thereof. 5 DocuSign Envelope ID: 04B3E150-0495-40D7-A982-E0C66D1FE4DD Contract Purchase Agreement 3003148

Any action arising out of this Agreement shall be brought in Placer County, California, regardless of where else venue may lie. Insurance Submission Process
The City of Roseville Human Resources/Risk Management Department uses a service called EBIX to manage our insurance certificate tracking.
How It Works
● The vendor's contact information is entered into EBIX. EBIX will contact the vendor to request proof of insurance.
● The Vendor can forward the request to their Insurance Agent(s) if necessary. ● Vendor/Insurance Agent submits insurance to EBIX by email to [email protected] or by fax to (770) 325-5727. After faxing or emailing the certificate, please DO NOT send the certificate by mail to EBIX.
Please do not mail, email or fax any certificates to the City of Roseville. ● Once submitted, EBIX reviews the insurance documentation. If there are deficiencies, EBIX will send a follow up letter or email requesting additional information.

Roseville Parkway Extension Project - Award of Contract, Professional Services Agreement, Purchase Order, and Budget Adjustment
Contact: Jesse Khatkar 916-774-5434 [email protected] Meeting Date: 9/6/2023
Item #: 9.1.
RECOMMENDATION TO COUNCIL
Staff recommends that the City Council:
1. Award the Roseville Parkway Extension Project to the low bidder, DeSilva Gates Construction, LLC for $21,286,286.50, and adopt a resolution authorizing the City Manager to execute the agreement and provide change order authority of 10% of the contract amount ($2,128,628); and
2. Adopt a resolution to approve a professional services agreement with KCM Engineers, Inc., a California corporation dba Knight CM Group, for construction management services in the not-toexceed amount of $2,309,693 and authorize the City Manager to execute the agreement; and
3. Approve a sole source purchase order to PDC Sacramento LPIV, LLC (Panattoni Development Company) for the purchase of embankment soil in the amount of $180,000; and
4. Adopt the attached ordinance for a budget adjustment in the amount of $27,320,000 from the Traffic Mitigation Fund to fully fund project construction.
BACKGROUND
Roseville Parkway is a multi-lane arterial roadway providing a connection from Northwest Roseville to East Roseville and Granite Bay. The roadway is continuous except for a 0.75-mile segment between Foothills Boulevard and Washington Boulevard. The project scope includes the construction of:
Four vehicle travel lanes (two in each direction);
Curb, gutter and sidewalk;
On-street bike lanes;
Separated multi-use path;
Street lights;
Street landscaping; and
An overpass spanning the Union Pacific Railroad (UPRR) tracks and Industrial Avenue At the July 6, 2022 meeting, Council approved the plans and specifications for the project and authorized staff to call for bids. The bid opening was held on July 25, 2023 and a total of five bids were received.
The engineer's estimate and bids are as follows:
Engineer's Estimate $27,116,183.00
DeSilva Gates Construction, LLC $21,286,286.50
Goodfellow Bros. California, LLC $23,628,585.10
Teichert Construction/MCM Construction JV $23,799,946.58 Bay Cities Paving & Grading, Inc $24,537,179.00
Ghilotti Construction Company, Inc $25,607,983.33
Staff has reviewed the low bid from DeSilva Gates Construction and has found it to be complete and in order.
Staff recently released a Request for Proposals (RFP) for Construction Management Services for the Roseville Parkway Extension Project. Eight firms submitted proposals in response to the RFP. After evaluation of the eight proposals, a selection committee composed of four staff members selected KCM Engineers, Inc. dba Knight CM Group to provide the requested services. The selection of this firm was based on their understanding of the Roseville Parkway Extension Project, extensive experience with providing the requested services for similar projects, and their plan to deliver a successful project.
In the early stages of project development, project staff determined that roughly 140,000 cubic yards of soil is required to construct the overpass spanning the Union Pacific Railroad tracks and Industrial Avenue. City staff identified private development sites local to the Roseville Parkway Extension project that could supply the needed soil. One such development site is the Panattoni Development Company (Panattoni) site at 7801 Foothills Blvd. The site has in excess of 80,000 cubic yards of soil stockpiled less than .5 miles from the Roseville Parkway Extension project. Panattoni has agreed to sell the soil to the City at a price of $2.25/Cubic Yard. Both the City and Panattoni benefit from this arrangement. The City will save approximately $220,000 in direct project costs and Panattoni reduces its future costs to develop the site. This partnership also has an indirect benefit by removing nearly 800 truck trips from neighboring roads which reduces the impact on the City's roadway network. Staff previously worked with the developer of the Green Acres Nursery Site at Galilee Road to obtain approximately 40,000 cubic yards of material for the project. Approval of the sole source purchase order will authorize the purchase of the material.
Public Outreach:
Since 2019, the Roseville Parkway Extension Project has been driven by robust public participation including a virtual community open house, stakeholder representative group meetings, online surveys, and email and social media updates.
Public Works staff will continue to work closely with the City's Public Affairs and Communications team to keep the community informed of the project’s progress and traffic impacts during the construction phase of the project. Staff will ensure residents and businesses are notified about the project benefits and construction impacts through a variety of methods that may include, but are not limited to: direct mail, signage, social media, web, and email notifications.
FISCAL IMPACT
The recommended budget adjustment in the amount of $27,320,000 from the Traffic Mitigation Fund (TMF) is required to fund construction, construction contingency/change order authority, staff time, and construction management costs. No General Fund resources will be used for the project.
ENVIRONMENTAL REVIEW
Project level CEQA compliance for the Roseville Parkway Extension project was accomplished with preparation of the Roseville Parkway Extension Project Final Initial Study and Mitigated Negative Declaration (Adopted: September 16, 2020). Because the Roseville Parkway Extension project is consistent with the project evaluated in the Roseville Parkway Extension Project Final Initial Study and Mitigated Negative Declaration, no new effects would be expected to occur and all applicable mitigation measures from the Roseville Parkway Extension Project Final Initial Study and Mitigated Negative Declaration will be implemented. As such, no additional CEQA action is required at this time.
