Elements for the Roseville Soccer Complex to be purchased by the City using this “piggyback” process include the artificial turf, the shade structure, the play structure and maintenance equipment. All of these items, except for the maintenance equipment, will be furnished to the Contractor and installed by the Contractor. Funding for the identified “piggyback” elements was approved in the FY2023-24 capital improvement program budget in the Roseville Soccer Complex project,
utilizing a combination of resources from

exchange programs that are not approved by the California Department of Public Health and will
regulate those syringe exchange programs that do obtain state approval.
These regulations will
ensure that such programs operate in conformity with state law and will minimize the significant threats to public health and safety caused by improper disposal of used sharps and syringes and the congregation of persons who regularly inject drugs near schools, parks, playgrounds, and other sensitive locations. There is no fiscal impact associated with the proposed ordinances.

10.2. Roseville Municipal Code Amendment - Graffiti
Memo from Deputy City Attorney Travis Cochran and Development Services Director Mike Isom recommending the City Council introduce for first reading
ORDINANCE OF THE COUNCIL OF THE CITY OF ROSEVILLE
AMENDING CHAPTER 10.53 OF TITLE 10 OF THE ROSEVILLE
MUNICIPAL CODE REGARDING GRAFFITI. Chapter 10.53 of the Roseville Municipal Code is aimed at addressing graffiti within city limits. The current version of Chapter 10.53, which was originally adopted in 1990 and has been minimally revised since, focuses on aspects like regulation of spray paint and pursuing cost recovery against those who cause graffiti. The proposed changes to Chapter
10.53 will give the Graffiti Coordinator, and the City as a whole, several more tools for abating graffiti on both public and private property in a more prompt and efficient manner. These changes also allow for swifter and more stringent penalties against those who elect to cause graffiti and disregard the property rights of the City and its community members. There is no fiscal impact associated with the proposed ordinance.

very-
low income and 256 low-income) in the Sierra Vista Specific Plan area, for a total of 551 additional HDR units. The project is a request for a General Plan Amendment (GPA), Master Plan Amendment, and Rezone for HP Campus Oaks (HPCO) Master Plan Parcel CO-52 to change the land use from Tech Park/Business Professional – Light Industrial to High Density Residential (HDR) and to change the zoning from Industrial/Business Park/Special Area (MP/SA) to Multi-Family Housing (R3) to allow the future development of 285 multi-family units. The affordable obligation of 143 low-income units will be transferred from the HPCO Master Plan to Sierra Vista Specific Plan (SVSP) Parcels WB-30 and WB-32. A Major Project Permit (MPP) Stage 1 Modification is requested to change the HPCO Master Plan to reflect the proposed changes, with the accompanying HPCO Master Plan Amendment to reflect the change in land use and zoning on Parcel CO-52. A Rezone, GPA, and Specific Plan Amendment (SPA) for SVSP Parcel WB-52 is requested to change the zoning from Park and Recreation (PR) to R3 and the land use designation from PR to HDR. Density bonuses pursuant to the Density Bonus Law (see Gov. Code, § 65915 et seq.) and changes to the affordable housing obligations for Parcels WB-30, WB-32, and FD-34 are also requested. Lastly, a Third Amendment to the SVSP Westbrook Development Agreement (DA), a Sixth Amendment to the SVSP Westpark Federico DA, and a Tenth Amendment to the Hewlett-Packard Master Plan DA are requested to document transfers of affordable housing obligations between the subject parcels, the revised affordable unit obligations on specified parcels, and to reflect the proposed land use changes and density bonuses. Approval of the proposed changes would result in 266 net-new affordable units above existing conditions, aiding the City in compliance with its Regional Housing Needs Allocation target. The project is not anticipated to result in any negative impacts to the City’s General Fund.
The entitlements would facilitate eventual construction of multi-family residential projects. The eventual construction of the multi-family residential projects would generate revenue to the City through the payment of development impact fees and community facilities districts for ongoing municipal services.
