Ordinances (for introduction and adoption - appropriation/urgency measures)
6.23. Solaire Park – Budget Adjustment and Interfund Loan Memo from Parks, Recreation & Libraries Park Development Project Manager Joel De Jong and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt ORDINANCE NO. 6781 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2023-24 BUDGET AND
DECLARING THIS ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE. Staff requests Council approve a budget adjustment for the Solaire Park (formerly WB-50) project in the amount of $250,000, increasing the total project budget to $2,717,489. The recommended budget adjustment proposes an interfund loan of $250,000 from the Stoneridge Neighborhood Park Fund. This increased amount takes into consideration
increases in the Construction Cost Index that have impacted project costs over the last few years since the project budget was initially established, to respond to
requests to enhance the undeveloped area with natural planting and irrigation for periodic watering, and
higher than anticipated soft costs incurred on this project.
Funds will be paid back in annual installments over a 5-year period from park fees collected from new homes in Westbrook and the pending sale of parcel WB-52.
There will be no General Fund impact.

6.24. Staffing Changes
Memo from Human Resource Manager Macy Dippert and Human Resource Director Stacey Peterson recommending the City Council adopt ORDINANCE NO. 6785 AMENDING ORDINANCE NO. 6772, THE SALARY ORDINANCE FOR MANAGEMENT EMPLOYEES, AS AMENDED BY APPENDIX “B” TO BE EFFECTIVE FEBRUARY 10, 2024, AS AN URGENCY MEASURE; and adopt ORDINANCE NO. 6786.
As part of an ongoing assessment of the appropriate
staffing levels to provide a high level of service to the community, staff recommends that the City Council approve the A & B Management salary schedules to reflect the addition of Police Social Services Practitioner I/II, Intelligent Transportation Systems Maintenance Supervisor, Building Plans Examiner Supervisor and City Librarian, and deletion of Police Social Services Practitioner. Also recommended is City Council approval for A & B Local 39 salary schedules reflecting the salary adjustment of the Waste Services Field Enforcement Inspector. Staff recommends retitling three (3) classifications into five (5) classifications. Staff also recommends the City Council approve the reclassification of three (3) positions.
For the remainder of FY2023-24, the
financial impact of the recommendations are as follows: (1) Waste Services Operations Fund - $16,232, (2) Electric Fund - $8,802 and (3) General Fund - $10,240. All net budget increases can be absorbed in existing appropriations, so no budget adjustments are requested at this time.

7.1. Crimson Ridge Park Upgrades Project - Approval of Plans and Specifications, Authorization for Staff to Call for Bids, and Budget Adjustment Memo from Park Development Project Manager Kelly Appier and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt ORDINANCE NO. 6780 AUTHORIZING CERTAIN AMENDMENTS TO THE FISCAL YEAR 2023-24 BUDGET AND DECLARING THIS ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE. Staff requests Council approve the plans and specifications for Crimson Ridge Park and authorize staff to call for bids. The Crimson Ridge Park Upgrades Project is located at Crimson Ridge Way and Campus Parkway in the Campus Oaks Area.
Crimson Ridge Park is a new park and opened to the public in April of 2023. The park was constructed as a turnkey or developer-built park. Budget constraints resulted in the reduction of planned park improvements. Once the park opened, residents approached the City seeking additional improvements that were more in line with the approved master plan. On October 17, 2023, staff met with the neighbors to share the proposed added improvements and next steps. These amenities include a second picnic area with tables, a shade structure over the current picnic area, more pathways including a park bench, new turf areas, new planting areas and expansion of the irrigation system to support the added turf areas. The workshop attendees were supportive of the proposal and the City’s efforts.
Approval of a budget adjustment of $450,000 is requested to fund the upgrades. Funding has been identified through the FY2022-23 General Fund year- end budget surplus. There will be a small increase in annual maintenance costs.
Funding for maintenance will be through the HP Campus Oaks Community Facilities District No. 2 (Public Services). There will be no General Fund impact for the increase in maintenance.
