Council consideration and adoption of two
resolutions relating to the annexation of parcel(s) into a Community Facilities District (CFD). The recommended annexation into CFD No. 3 will incorporate the developer- owned territory and be named Community Facilities District No. 3 (Municipal Services), Annexation 29 (Shea Roseville Apartments), under the Mello-Roos Community Facilities Act of 1982, as amended. The landowner submitted the required property owner ballots to the City Clerk, agreeing to be annexed into CFD No. 3. The landowner agrees to pay the approved special tax sufficient to pay the costs of the CFD, levied annually among the parcels within the CFD, at the maximum special tax rates identified in the Amended Notice of Special Tax for CFD No. 3.

The CFD will generate special
taxes levied on the landowner's annual property tax bill. The annexation into CFD No. 3 helps offset the property's impact on City General Fund resources available to pay for municipal services and therefore will not negatively impact the General Fund.
