West Yost has extensive institutional knowledge of the City's water systems gained from over 17 years of working with the water utility on a large variety of projects. Between 2007 and 2023, West Yost conducted various hydraulic modeling and infrastructure analysis including a system-wide model update project, emergency interties modeling, an evaluation of the Pressure Zone 4, Critical Dry Year Water Supply and Infrastructure Assessment, Hydraulic Capacity Evaluation of the West Side Tank and Pump Station, the Atlantic Street Railroad Pipe Crossings, new development modeling support, as well as overall general modeling support. Through these multiple projects, West Yost has developed an in-depth understanding of the City's complex water distribution system. Given that it would require a significant amount of time for another consultant to come up to speed to fully understand the complexities of the Roseville Water System, and given the knowledge West Yost has developed over the years, it will consequently allow them to complete this project in a very timely manner. Environmental Utility staff's recommendation is to sole source this effort to West Yost as the most efficient and best value to the City. Staff also recommends approval of a budget adjustment of $260,000 from the Water Construction Fund to fully fund the contract and provide for staff time.

8.1. Roseville Municipal Code Amendment - Massage Services Memo from Community Service Officer Erika Broussard, Police Captain Josh Simon, and Deputy City Attorney Travis Cochran recommending the City Council introduce for first reading an ORDINANCE OF THE COUNCIL OF THE CITY OF ROSEVILLE AMENDING CHAPTER 9.10 OF TITLE 9 OF THE
ROSEVILLE MUNICIPAL CODE REGARDING MASSAGE SERVICES; and adopt RESOLUTION NO. 24-271 ADOPTING MASSAGE EXEMPTION

CERTIFICATE APPLICATION AND RENEWAL FEES AND

INCORPORATING THE FEES INTO THE SCHEDULE OF USER AND
REGULATORY FEES. Staff requests Council approve the establishment of a new permitting fee. The resolution and fee only become effective upon final adoption of the Ordinance. Chapter 9.10 of the Roseville Municipal Code regulates massage services within the City. Since adoption of the current ordinance regulating massage services, many other jurisdictions have changed the way they regulate massage businesses, including increased education and training standards for massage therapists. These changes, among other things, have led to increased issues with illicit massage business activities within the City. The primary purposes for updating this chapter of the municipal code are to address ongoing challenges with illicit massage business activity and to better align the City's regulations with state law and the City's neighboring jurisdictions. There is no fiscal impact associated with the proposed ordinance, as massage business enforcement is already budgeted. The recommended exemption certificate application fee and renewal fee were developed to recover the applicable processing costs.
