EMPLOYEES, AS AMENDED BY APPENDIX “W” TO BE
EFFECTIVE DECEMBER 28, 2024, AS AN URGENCY MEASURE. The current labor agreements and terms, conditions, and understandings with International Union of Operating Engineers, Stationary Engineers, Local 39 (Local 39), Roseville Police Association (RPA), and Management and Confidential Employees, and City Council Appointed Positions, include an approved two and a half percent (2.5%) general wage increase for all classifications in these groups effective January 11, 2025. Staff is recommending Council approve the new Local 39, RPA, Confidential and Management, and City Council Appointed Positions, A and B salary schedules. In accordance with current labor agreements, staff recommends Council approve the updated Roseville Police Officer’s Association (RPOA) and Roseville Firefighters, Local 1592 (RFF) A and B salary schedules reflecting labor market adjustments to bring classifications to the 55% percentile effective January 11, 2025. Staff also requests Council approve the City Council Appointed Positions salary schedule. Staff also requests Council approve the Temporary salary schedule and additional changes to temporary classifications to meet the City's business needs, and an increase from $16.00 to $16.50 per hour for forty-three (43) temporary classifications to meet the statewide minimum wage increase certified and effective January 1, 2025. Staff also recommends authorizing the City Manager to execute two side letter agreements concerning and clarifying certain terms and conditions of employment. The Local 39, RPA, Management and Confidential, and City Council Appointed Position general wage increases will cost $1,321,000 for the remaining 12 pay periods of the fiscal year, which was included in the FY2024-25 budget, with the General Fund portion totaling $677,000. The total cost to the General Fund for the labor market increase for RPOA and RFF for the remainder of FY2024-25 is $1,133,200. There are adequate resources available in the General Fund contingency to cover this increase for the remainder of FY2024-25. Temporary pay rate increases due to the minimum wage change will be absorbed by available resources in the FY2024-25 budget. The fiscal impact is approximately $5,600 to the Youth Development Fund and approximately $38,000 to the General Fund. The cost of the RPOA side letter adding shift differential pay is estimated to be $27,000 annually to the General Fund, with $13,500 estimated for the current fiscal year. The costs of the other provisions included in the side letters are captured in the costing above or are current pay practices already included in the budget. Overall, the annual estimated ongoing cost of the general wage increases, labor market adjustments, temporary salary schedule updates, and RPOA shift pay update is approximately $5.4 million citywide, with approximately $4 million attributed to the General Fund.

Memo from Power Supply and Portfolio Administrator Petra Wallace and Electric Utility Director Dan Beans recommending the City Council adopt RESOLUTION NO. 24-422 APPROVING THE UPDATED ROSEVILLE RENEWABLES
PORTOLIO STANDARD PROCUREMENT PLAN AND ROSEVILLE
RENEWABLES PORTFOLIO STANDARD ENFORCEMENT PROGRAM.
Staff requests Council approve updates to the Renewable Portfolio Standard (RPS) Procurement Plan and the RPS Enforcement Program, collectively the RPS Program, to address market price volatility and ensure compliance with California’s RPS mandates. This update to the RPS Program would set expenditure limits for renewable energy credit (REC) procurements for the three- year period of 2025 through 2027 to those costs that are in the current electric rates in the City Municipal Code approved in June 2024, and it would cap annual budgeted REC cost increases at no more than 3% annually thereafter.
There is no
immediate fiscal impact associated with adopting these updates.
The proposed
cost limitation provision will help mitigate future financial risks by capping rate increases due to renewable mandates.
