6.7. Placer Valley Soccer Complex – Spending Authority Increase Approval Memo from Park Planning and Development Manager Tara Gee and Parks, Recreation & Libraries Director Jill Geller recommending the City Council adopt RESOLUTION NO. 25-059 APPROVING AN INCREASE IN SPENDING AUTHORITY. Staff requests Council approve an increase to contract spending authority by an additional $600,000 under the current design-assist contract with Bothman Construction, Inc. for the Placer Valley Soccer Complex Project. To maximize cost efficiencies and avoid duplication of efforts, additional changes, which include completion of the Traffic Signalization Project and sidewalk construction along Westbrook Boulevard, have been requested to be included in the design-assist contract with Bothman Construction, Inc. Based on this, it is projected that additional improvements combined with approved and pending change orders will exceed the approved authorization amount. As such, staff is seeking Council approval to increase the contract spending authority by $600,000.

Offsets for the traffic signal related items remain allocated through the Traffic Signalization capital improvement project, and funding for the additional sidewalk connection is provided by the Electric Department, who owns the property immediately north of the Complex. The remaining added improvements will be absorbed within the Complex Project budget. No additional funding is being requested.

Page 7 of 11 ends

ORDINANCE TO BE IMMEDIATELY EFFECTIVE AS AN APPROPRIATION MEASURE.

Staff requests Council approve budget adjustments for the City's community facilities districts (CFDs) to true up the district budgets to the FY2024- 25 tax levies that were submitted to Placer County for the property tax roll and to budget for CFD bond issuances and draws since the beginning of the fiscal year.

The City's budget is developed and proposed for adoption before the final tax levy budget for each CFD is determined. The recommended budget adjustment trues up the budgets after the final expenditure estimates, including pay-as-you-go developer reimbursements, are taken into consideration. Also, this budget adjustment will realign the budget for debt service-related fees to improve the accounting and financial reporting. There are sufficient fund balances in all the identified CFDs to accommodate the budget adjustments. There is no impact to the General Fund.
