WHEREAS, at said hearing all persons desiring to be heard on all matters pertaining to the formation of the CFD, and the levy of said special taxes within the CFD were heard, substantial evidence was presented and considered by this City Council and a full and fair hearing was held;

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROSEVILLE, as follows:

Section 5. The special taxes shall be collected in the same manner as ordinary ad valorem taxes are collected and shall have the same lien priority, and be subject to the same penalties and the same procedure and sale in cases of delinquency as provided for ad valorem taxes; provided, however, that this City Council may provide for other appropriate methods of collection by resolutions of this City Council. In addition, the provisions of Section 53356.1 of the Act shall apply to delinquent special tax payments. Title: Council Discretionary Funds - Budget Adjustment
Contact: Heather Blanco 916-746-1171 [email protected]
SUMMARY
Staff recommends approval of a budget adjustment in the amount of $5,821 to carry forward unappropriated FY2024-25 Discretionary Funds for use in FY2025-26.
RECOMMENDATION
Recommend that the City Council adopt an ordinance approving a budget adjustment in the amount of $5,821 to carry forward unappropriated FY2024-25 Discretionary Funds for use in FY2025-26.
BACKGROUND
The Citizens' Benefit Fund was established in 1993 with the net proceeds from the sale of the Roseville Hospital. The City Council may, after receiving the recommendation of the Roseville Grants Advisory Commission, annually appropriate up to 90 percent of the annual earnings of the Citizens' Benefit Fund for the purpose of improving the quality of life for the citizens of the City of Roseville. The City Council, without the recommendation of the Roseville Grants Advisory Commission, may annually appropriate a minor amount, up to $15,000 of the annual earnings, for the purpose of improving the quality of life in Roseville.
The City's fiscal year ended on June 30, 2025, at which time the remaining balance was $5,821.
Per Section 4.06.040 of the Roseville Municipal Code, the unappropriated amount will be carried forward to subsequent fiscal years. Doing so would allow the Council greater flexibility on discretionary requests received in FY2025-26. Carrying forward the unspent $5,821 will increase the Council Discretionary FY2025-26 from $15,000 to $20,821. The method to process the carry-over is the standard budget adjustment request form.
FISCAL IMPACT
There is no fiscal impact to the City's General Fund. Annually, the Assistant City Manager/Chief Financial Officer allocates $15,000 of the annual earnings of the Citizens' Benefit Fund per section 4.06.040 in the Municipal Code and includes it in the annual budget along with the Citizens' Benefit Fund resources available for appropriation each year. These earnings are restricted for the purpose of improving the quality of life for Roseville residents and appropriated by the City Council.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, or is otherwise not considered a project as defined by CEQA Statute §21065 and CEQA State Guidelines §15060(c)(3) and §15378. This budget adjustment meets the above criteria and is not subject to CEQA. No additional environmental review is required.

Title: Roseville Venture Lab - New Non-Capital Multi-Year Project Approval, Program Agreement, Professional Services Agreement, Sponsorship Agreements, and Budget Adjustment
Contact: Wayne Wiley 916-774-5283 [email protected]
SUMMARY
Staff recommends approval of a new Non-Capital Multi-Year Project for the Roseville Venture Lab (RVL), a Program Agreement with the Growth Factory to administer accelerator and incubator programs, a professional services agreement with the Roseville Area Chamber of Commerce to manage the day-to-day operations of the RVL facility, and authorization to execute Sponsorship Agreements with community partners in support of the RVL initiative. Staff also recommends approval of a budget adjustment in the amount of $394,500 for the new Roseville Venture Lab Project, to cover the expense of program implementation, space management and grant funding allocations associated with operation of RVL.
Funding for the proposed initiative will come from the Strategic Improvement Fund ($300,000), the Electric Fund ($20,000), the Environmental Utilities operating funds ($25,000 already budgeted, but being moved to the new project), and other partnering sponsors ($74,500), and will not impact the General Fund.
RECOMMENDATION
Staff recommends that the City Council:
1. Approve a new Non-Capital Multi-Year Project for the Roseville Venture Lab;
2. Adopt a resolution authorizing the City Manager to execute an amended and restated Program Agreement between the City of Roseville and the Growth Factor for the implementation of certain entrepreneurial programs supporting business incubation and accelerator programming;
3. Adopt a resolution authorizing the City Manager to execute a Professional Services Agreement between the City of Roseville and the Roseville Area Chamber of Commerce to manage the Roseville Venture Lab facility;
4. Adopt a resolution approving a Sponsorship Agreement form and authorizing the City Manager to execute Sponsorship Agreements between the City of Roseville and participating sponsors in support of the Roseville Venture Lab; and
5. Adopt an ordinance approving a budget adjustment in the amount of $394,500 to cover costs associated with the continuation of the Roseville Venture Lab.
BACKGROUND
On May 18, 2022, Council approved a program agreement, lease agreement and budget adjustment for the establishment of the Roseville Venture Lab (RVL), in partnership with the Growth Factory (GF). With a
one-time allocation of American Rescue Plan Act (ARPA) funding, this initiative established an entrepreneurship center (with a start-up accelerator) to operate within a vacant City-owned space located at 316 Vernon Street.
Over the last three years, staff have collaborated with the GF and other community partners to implement a range of programs aimed at stimulating small business development, strengthening the start-up ecosystem, advancing the creative economy, expanding workforce development opportunities and engaging local youth, consistent with the Entrepreneurship Strategy approved by Council (See Attachment 1). These programs have received regional recognition and have successfully activated a city-owned space that now attracts an average of 4,000 visitors annually, generating measurable economic benefits backed by both data and stakeholder feedback (further discussion is provided in the Fiscal Impact section of this report).
As we near the end of the initial three-year funding cycle, staff seek to continue RVL efforts with supplemental programming offered by a variety of partners, including Sierra College, Health Education Council, The California Energy, Power & Innovation Collaborative (previously known as the California Mobility Center) and the Roseville Area Chamber. Additional community partners have shown strong interest in supporting this initiative and will assist with in-kind sponsorships and financial assistance.
To date, staff have secured approximately $130,000 in sponsorship commitments and is requesting a budget adjustment of $394,500, which includes $300,000 from the Strategic Improvement Fund and $94,500 in partner funding commitments and/or sponsorships, to support continued RVL operations for a minimum of two years.
EVALUATION
In alignment with RVL objectives outlined in the first three years of the Entrepreneurship Strategy, the City established several community programs that supported Council goals and aligned with the City’s Economic Development Strategy. Insights from these initial efforts have informed planned operations for Years 4 and 5. Accordingly, RVL will continue to offer Roseville Rising programs, small business/entrepreneurial mentoring services, creative economy support, and networking events. Additional programming will be provided based on community needs and mutual priorities shared with partners, as outlined below.
Programs
Computer-Aided Design (CAD) Classes: A City-sponsored program offering hands-on training in digital design and drafting using industry-standard tools such as AutoCAD, Fusion 360, and SketchUp. Geared towards students, jobseekers, and individuals exploring new career paths, the program will build foundational skills for careers in architecture, engineering, construction, and manufacturing.
Virtual Reality (VR) Career Exploration Programs: In partnership with the Roseville Joint Union High School District and the Roseville Area Chamber, the program will launch two innovative Virtual Reality experiences to enhance career exploration and support existing Career Technical Education (CTE) pathways. The initiative aims to broaden student awareness of high-demand industries, provide equitable access to advanced career exploration tools, and enrich CTE instruction through immersive, experiential VR content.
Financial Empowerment Programming (FEP): This program initiative will provide free financial literacy workshops, coaching, and youth-focused education to equip residents, students, and entrepreneurs with practical financial skills. Covering topics such as budgeting, credit, saving, investing, and small business finance, FEP is tailored to Roseville’s diverse population and includes multilingual resources and targeted support for underserved communities. The program aims to promote long-term financial stability, support entrepreneurial success, and strengthen the city's overall economic resilience.
CalEPIC Workforce Development Programs: In partnership with Cal EPIC, the RVL will host EPIC on the Road, a Mobile Workforce Development Program providing hands-on, career-ready training in energy and transportation technology. The program will equip residents with industry-recognized certifications and will open direct pathways into the region’s rapidly growing green economy.
Innovation Challenge: This effort will provide local innovators an opportunity to engage corporate and civic leaders in identifying organizational challenges. In addition, the initiative will include branding/attraction efforts focused on engaging innovative companies that are looking for industry-specific mentors and opportunities to secure pilot programs to test and validate solutions.
Program Agreements
The GF will continue to oversee signature programs in alignment with their organizational strengths (i.e.
Roseville Rising, Entrepreneur in Residence (EIR), and business networking events) and proposes an amended program agreement which expressly outlines the program duration, early termination contingencies, personnel management, marketing guidelines, intellectual property rights, data collection, and confidentiality guidelines (see Attachment 2). As noted in the previous approval, the program agreement was independent of the lease agreement between the City of Roseville and GF, and at this time, due to limited funding and staffing restrictions, GF requested to terminate their lease agreement effective July 1, 2025. Per the terms of the original lease, an early termination fee totaling 6 months (minus the offsets for furniture and equipment) will be paid in the amount of $12,120.
Additionally, based on structural changes to the GF’s non-profit organization, they are unable to continue managing the day-to-day operation of the facility and temporarily hired the Roseville Area Chamber to manage the space (based on the Chamber’s alignment with RVL initiatives and organizational capacity).
The City now proposes to enter into a Professional Services Agreement with the Chamber to manage the space for the next two years and provide applicable programming, at a cost not to exceed $80,000 per year (See Attachment 3).
Sponsorship Agreements
Based on current and proposed RVL program offerings, staff anticipate funding totaling approximately $270,000 per year will be needed to cover costs associated with the operation of RVL. Moving forward, continued support of RVL would be supplemented through a variety of grants, partner contributions and inkind services. Accordingly, staff have worked with community partners to ensure the sustainability of the programs and have secured financial commitments totaling approximately $130,000 from the following partners:
Sponsors Amount
Kaiser Permanente $25,000
Roseville Environmental Utilities $25,000
Sierra College $20,000
Roseville Electric $20,000
Panattoni Development $10,000
Downtown Roseville Partnership $10,000
JMC Homes $5,000
Wood Rogers $5,000
Golden 1 Credit Union $5,000
River Valley Bank $2,500
Bosch $2,500
Several organizations, including the following, have also committed to in-kind partnerships to further RVL initiatives and may assist with applying for future grant opportunities:
• Roseville Area Chamber
• Growth Factory
• Health Education Council
• Roseville Joint Union High School District
• Latino Leadership Council
• CalEPIC
To streamline the onboarding of partners who require a formal agreement, staff propose the City Manager have authority to execute Sponsorship Agreements between the City of Roseville and participating sponsors who wish to support the RVL in the future (see Attachment 4).
Program Costs
Project costs over the next two years are estimated to not exceed $560,000. As noted in Attachment 5, this amount includes budgeting for programming, grants, site management and ancillary/miscellaneous costs. Accordingly, staff recommend that the Council authorize the establishment of a Non-Capital MultiYear Project, Roseville Venture Lab, and adopt an ordinance to approve a budget adjustment appropriating $394,500 to the project (which includes $94,500 in sponsorship revenue) (see Attachment 6). Staff will continue to onboard partners and anticipate that following Year 5 funding will be primarily secured through a variety of grants, partner contributions and in-kind services.
FISCAL IMPACT
Funding for the proposed initiative will come from the Strategic Improvement Fund ($300,000), the Electric Fund ($20,000), the Environmental Utilities operating funds ($25,000 already budgeted, but being moved to the new project), and other partnering sponsors ($74,500), and will not impact the General Fund. Since the launch of RVL, new small businesses have been established with direct support from services provided through the RVL, contributing to job creation, increased local spending, and expanded tax revenue. In addition, several existing businesses, such as Cakes by Jeff, Kidzapalooza, Planted Foods, Westside Eats and Placer Robotics, have experienced growth that has resulted in increased revenue and greater staffing demands after participating in RVL programs. These initiatives not only foster individual success but also strengthen Roseville’s economic resilience by building a more skilled workforce, encouraging innovation, and supporting sustainable business development. Additionally, there is a job multiplier effect associated
with the creation of new high-wage jobs that averages approximately a four to one ratio. As a result, several dozen jobs may be created in the technology, professional and service industries through various initiatives, as well as several additional ancillary/service jobs that are created to support the new classifications.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) only applies to projects which have the potential to cause a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. (CEQ Guidelines 15061(b)(3)).

Justification for Budget Adjustment:
The Economic Development Department recommends that Council authorize the establishment of a new Non-Capital Improvement Project – Roseville Venture Lab RVL (500641), and adopt an ordinance to approve a budget adjustment appropriating $394,500 to the project. Project Funding will be allocated as follows:
$300,000 from the Strategic Improvement Fund (1030)
$20,000 from the Electric Fund (6001)
$74,500 from the General Fund (1001) -- new GF funding will be completely offset by sponsor revenue $158,317 reallocation of General Fund (1001) budget from project 500304 to 500641 $25,000 reallocate Environmental Utilities Rehab funds (6130, 6230, 6330) budget from project 500304 to 500641 Funds are being re-allocated from the Entrepreneurship Project (500304), which will be closed once final invoices are paid. The new project, Roseville Venture Lab RVL (500641), reflects a new phase for this effort. The RVL will be managed by an external vendor with oversight from the City’s Economic Development staff and will provide programming for the local community aimed at strengthening local start-up businesses, supporting workforce development initiatives, providing youth career readiness opportunities, and boosting the local economy. This project receives sponsorship funds that are required to be used to support or improve the RVL in alignment with the City’s Economic Development Strategy. This budget adjustment includes a revenue budget of $74,500 and a matching expense budget in the General Fund such that all new General Fund contributions are fully offset by revenue. As additional revenue is realized, additional budget adjustments will be requested.
