3. Massage Services – Municipal Code Amendment (CITY ATTORNEY DEPARTMENT) Summary: Staff recommends the City Council introduce for first reading an ordinance amending Chapter 9.10 of the Roseville Municipal Code regarding massage services. The proposed revisions to Chapter 9.10 build upon changes adopted by City Council last year. As staff has implemented and enforced these changes during the past year, staff has identified areas of the ordinance that would benefit from minor revisions. This ordinance does not make material changes to what is currently allowed or not allowed, but instead, it clarifies the City’s existing interpretation of certain provisions of the ordinance. These changes will allow for better and more efficient enforcement as the City continues to address and abate unpermitted and illicit services and other massage-related nuisances. There is no direct fiscal impact associated with the proposed ordinance, although the proposed changes may lead to higher numbers of administrative citations being issued for violations and/or more successful collection of the corresponding fines.
