Summary: In accordance with current labor agreements, staff recommends Council approve the updated International Union of Operating Engineers, Stationary Engineers, Local 39 (Local 39), Roseville Police Association (RPA), Confidential and Management A and B salary schedules reflecting labor market adjustments to bring classifications to the 55% percentile effective
January 10, 2026. In addition, updates are recommended to the Management and Confidential Terms, Conditions and Understandings. The salary schedule updates cost $2,493,457 for the remaining 12 pay periods of the fiscal year, with the General Fund portion totaling $1,312,742, and the updated management terms will cost $7,126 to the General Fund. The Fiscal Year (FY) 2025-26 adopted budget includes adequate resources in the General Fund Contingency to fund this cost. The California Department of Finance has certified a minimum wage increase from $16.50 per hour to $16.90 per hour on January 1, 2026. A total of thirteen (13) temporary classifications are recommended to receive a salary increase. The fiscal impact to the Youth Development Fund is $1,250 and to the General Fund is approximately $23,800. There are adequate resources available in the FY2025-26 budget to absorb this cost. Staff is also requesting the addition of two (2) new temporary classifications and retitling of one (1) temporary classification to meet the City’s business needs.
