DEPARTMENT - FLEET)
Summary: Staff recommends approval of a sole source purchase order with Envoltz, LLC for one (1) Ford F550 flatbed truck with Envoltz underground cable pulling equipment in the amount of $330,987. A sole source purchase is necessary because the industry has transitioned to trailers, and the Electric department works in alleys and narrow areas in new construction that limits the use of a trailer. Envoltz is the sole manufacturer and distributor, and has proprietary designs and subsystems. Due to the complexity of the build, the Fleet Manager requests authorization for the City Manager or his designee to approve change order requests in an amount not to exceed 1% of the contract price, or $3,309.87, or the remaining portion of the approved budget (if lesser). Funding for the truck and Envoltz equipment is included in the FY2026-27 Electric Fund budget. No General Fund resources will be used.

Staff also recommend approval of updates to the City allocation schedule to reflect two (2) full-time position reclassifications from Power Plant Engineer I/II to Principal Power Plant Engineer and Administrative Technician to Administrative Assistant. 13. Massage Business Operating Requirements - Municipal Code Amendment (CITY ATTORNEY

DEPARTMENT)
Summary: Staff recommends the City Council introduce for first reading an ordinance amending Section 9.10.220 of Chapter 9.10 of the Roseville Municipal Code regarding massage business operating requirements. The proposed revision to Section 9.10.220 builds upon changes adopted by City Council in 2024 and 2025. Specifically, this change would reduce the authorized operating hours for massage businesses from 6:00 a.m. to 10:00 p.m., to 6:00 a.m. to 8:00 p.m.

This timeframe is more aligned with the actual operating hours of the majority of the massage businesses within the City, and will also help abate issues associated with illicit massage business activity. There is no direct fiscal impact associated with the proposed ordinance, although the proposed changes may lead to higher numbers of administrative citations being issued for violations and/or more successful collection of the corresponding fines.
