32. Second Reading - Massage Business Operating Requirements - Municipal Code Amendment (CITY ATTORNEY DEPARTMENT)
Summary: Staff recommends the City Council approve an ordinance for second reading amending Section 9.10.220 of Chapter 9.10 of the Roseville Municipal Code regarding massage business operating requirements. The proposed revision to Section 9.10.220 builds upon changes adopted by City Council in 2024 and 2025. Specifically, this change would reduce the authorized operating hours for massage businesses from 6:00 a.m. to 10:00 p.m., to 6:00 a.m. to 9:00 p.m. This timeframe is more aligned with the actual operating hours of the majority of the massage businesses within the City, and will also help abate issues associated with illicit massage business activity. There is no direct fiscal impact associated with the proposed ordinance, although the proposed changes may lead to higher numbers of administrative citations being issued for violations and/or more successful collection of the corresponding fines.
