Please be advised that those participating in the meeting remotely via Zoom do so at their own risk. Council meetings will not be canceled due to technical difficulties. If no members of the Town Council are attending the meeting via teleconference, and a technical error or outage occurs on the teleconference feed, the Town Council will continue the meeting in person in the Ross Town Hall, 31 Sir Francis Drake Boulevard, Ross, CA.

c. Town Council consideration to award the construction contract for the Bolinas Avenue Storm Drain Improvements Phase 2 Project and authorize the Town Manager to enter into a construction contract with W.R. FORDE ASSOCIATES, INC. in the amount of $887,518; and authorize a 5.6% ministerial contingency of up to $50,000 for potential contract change orders to address unforeseen conditions. (Simonitch)
d. Town Council consideration to review and accept the fiscal year 2024-25 fourth quarter, twelve-month Financial Summary Report. (Johnson)
e. Town Council consideration to adopt Resolution No. 2541 for a one-year time extension for the previously adopted Resolution No. 2329, approving the Design Review, Hillside Lot Permit, and a Variance to construct new landscape structures, a new pool/spa, pool equipment and storage enclosure, wood deck, an outdoor BBQ, concrete retaining walls, and new fencing at the existing single-family residence located at 2 Crest Road. 10. Town Council consideration to introduce Ordinance No. 732 to amend Chapter 14.04 of the Ross Municipal Code and adopt the 2025 Edition of the California Fire Code and 2024 International Fire Code with certain local amendments and additions, and schedule a public Council Meeting Agenda

11. Town Council consideration to introduce Ordinance No.733 to add Chapter 14.16 of the Ross Municipal Code and adopt the 2025 Edition of the California Wildland-Urban Interface Code and 2024 International Wildland-Urban Interface Code with certain local amendments and additions, and schedule a public hearing, second reading, and adoption of the ordinance at the November 13, 2025, Town Council meeting. 12. Town Council consideration to introduce Ordinance No. 734 on October 9, 2025, and set the public hearing for November 13, 2025 to adopt the 2025 California Building Code, 2025 California Residential Code, the 2025 California Electrical Code, the 2025 California Mechanical Code, the 2025 California Plumbing Code, the 2025 California Green Building Standards Code, the 2025 California Energy Code, the 2025 California Referenced Standards Code, the 2025 California Historical Building Code, the 2025 California Existing Building Code, and the 2025 California Wildland-Urban Interface Code, with local amendments. 13. Town Council to receive a presentation and update on the 2023 GHG Inventory (Attachment 1) and consider directing staff to collaborate with the Marin Climate & Energy Partnership to perform a technical update and refresh of the 2010 Climate Action Plan (Attachment 2). (Feliciano)
