The meeting will be held in person. As a courtesy, and technology permitting, members of the public may participate remotely and provide public comment via Zoom. Please be advised that those participating in the meeting remotely via Zoom do so at their own risk. Council meetings will not be canceled due to technical difficulties. If no members of the Town Council are attending the meeting via teleconference, and a technical error or outage occurs on the teleconference feed, the Town Council will continue the meeting in person in the Ross Town Hall, 31 Sir Francis Drake Boulevard, Ross, CA.

Town Council consideration to approve and authorize the Town Manager to execute a Certificate of Acceptance pursuant to Government Code Section 27281, accepting an irrevocable Offer of Dedication (IOD) from William and Jenny Reilly (Reilly) for a 772 square feet portion of APN 073-052-38 for public right of way purposes on Sir Francis Drake Boulevard, and authorize the recordation of said IOD with the Marin County Recorder. 10. Town Council consideration to accept the investment report for the three-month period ended September 30, 2025. (Johnson)
11. Town Council consideration of the introduction and first reading of Ordinance No. 735, waive further reading of the Ordinance and refer to it by title only, an Ordinance of the Town of Ross amending Chapter 6.18 Smoking Regulations, Sections 6.18.020, 6.18.030, 6.18.065 and 618.070 of the Ross Municipal Code (RMC) to ban the sale of all tobacco products in the Town of Ross. 12. Town Council to receive a presentation from the Floodplain Administrator regarding the National Flood Insurance Program assessment of flood risk, and the resources and measures to reduce flood risk, for properties within the 100-year Special Flood Hazard Areas (SFHA) in the Town of Ross. 13. Town Council consideration to hold a public hearing, second reading and adopt Ordinance No. 732 to amend Chapter 14.04 of the Ross Municipal Code and adopt the 2025 Edition of the California Fire Code and 2024 International Fire Code with certain local amendments and additions. This Ordinance was introduced at a regular Council meeting on October 9, 2025. (Feliciano)
14. Town Council consideration to hold a public hearing, second reading and adopt Ordinance No. 733 to add Chapter 14.16 of the Ross Municipal Code and adopt the 2025 Edition of the California Wildland-Urban Interface Code and 2024 International Wildland-Urban Interface Code with certain local amendments and additions. This Ordinance was introduced at a regular Council meeting on October 9, 2025. (Feliciano)
15. Town Council consideration to hold a public hearing, second reading and adopt Ordinance No. 734 to update the 2025 California Building Code, 2025 California Residential Code, the 2025 California Electrical Code, the 2025 California Mechanical Code, the 2025 California Plumbing Code, the 2025 California Green Building Standards Code, the 2025 California Energy Code, the 2025 California Referenced Standards Code, the 2025 California Historical Building Code, the 2025 California Existing Building Code, and the 2025 California WildlandUrban Interface Code, with local amendments.
