Description/Analysis
Issue Detail: In an effort to better serve persons experiencing homelessness in Sacramento, the Department of Community Response is recommending the execution of the following contracts:
City of Sacramento’s Outreach and Engagement Center Operations Currently, Hope Cooperative operates a 24/7 Crisis Respite Center (CRC) to any individual experiencing a mental health crisis that is not a danger to self or others. Participation at the CRC is voluntary, and individuals are able to explore their crisis with a solution-oriented mindset.
Due to Hope Cooperative’s experience in this field and superior service provided through their current Homeless Outreach Program partnership with the City, DCR is seeking approval to execute a one-year agreement for a total of $3,326,657 for services at the Outreach and Engagement Center.
Hope Cooperative will provide a robust team of staff as well as client supports and services to operate the Outreach and Engagement Center as a 24/7 overnight respite and daytime engagement/triage services for up to 50 guests daily.
Homeless and Mental Health Outreach Program Services
TLCS Inc., dba Hope Cooperative was awarded a contract for $675,627 through December 31, 2021 to provide outreach services, in collaboration with the Department of Community Response’s alternative 911 response program. Key responsibilities of Hope Cooperative included hiring, training an onboarding a robust staff of managers, clinicians and outreach specialists to provide vigorous case management to those experiencing homelessness. In partnership with DCR, Hope Cooperative’s Outreach Specialists are partnered with DCR Neighborhood Resource Coordinators to respond to 311 throughout the City.
Hope Cooperative accepts referrals from City staff, local law enforcement, business and property owners, and Sacramento Steps Forward/ other local Continuum of Care partners.
Staff engage individuals and families experiencing homelessness to provide resource information, linkage/re-linkage to providers and support with navigating next steps working toward housing. Hope Cooperative’s Outreach Specialists also provide supporting case management in the City’s Motel Voucher Program.

Contacts have been made in areas throughout the City, such as South Sacramento, North Sacramento, the River District, Greater Downtown and via phone.
To continue the work Hope Cooperative has been doing and expand services, DCR is seeking approval to execute into a two-year agreement for a total $3,418,371. An expansion of this contract includes notably the addition of 10 staff members, bringing the total number of outreach specialists to 11; and the addition of a licensed clinical director of Medi-Cal programs, the addition of a licensed clinician, and an advocacy liaison, among others.
Policy Considerations: Pursuant to Sacramento City Code section 3.56.090, any agreement for non-professional services that is for $250,000 or more requires Council approval.
City Code section 4.04.020(C) requires all agreements greater than $1,000,000 must be posted on the city’s website and be made available to public at least 10 days prior to council action unless waived by two-thirds vote of Council.
Economic Impacts: None.
Environmental Considerations: This report concerns administrative activities and government fiscal activities that do not constitute a “project” and is not subject to the provisions of California Environmental Quality Act (CEQA) (CEQA Section 15378(b)(2)).
Sustainability: Not applicable.
Commission/Committee Action: None
Rationale for Recommendation: Currently, the City Manager has executed City Agreement No. PRC001229-1 for outreach services via TLCS Inc., dba Hope Cooperative through December 31, 2021. The outreach team administers assessments ensuring entry into the region’s coordinated entry system, provides case management and encourages entry into shelter and ultimately permanent housing. Hope Cooperative has been a proven partner of the City, and it is in the City’s best interest to continue the partnership and expand services.
Additionally, time is of the essence. Given Hope Cooperative’s expansive experience with administering respite services at their own respite center, it is in the best interest of the City to execute an agreement with Hope Cooperative to administer services at the Outreach and Engagement Center.
Financial Considerations: Sufficient funding is available (General and Measure U Funds, Funds 1001/2401) in the Respite Centers Program MYOP (I23002000) to execute the Outreach and Engagement Center operations contract with HOPE Cooperative for an amount not to exceed $3,326,657.
