Description/Analysis

Issue Detail: The Pedestrian Crossing at R Street and 29th/30th Streets Project is an operational improvement that will increase the safety of pedestrians traveling to and from the 29th Street Light Rail Station. It is the City’s most requested improvement from community members with mobility impairments who desire to use the light rail station. The intersections of R Street and 29
th Street and R Street and 30th Street are unsignalized and the length of the crossings can be challenging for individuals with limited mobility. Also, the proximity of these crossings to the Capital City Freeway results in a significant amount of road noise that makes it difficult for visually impaired individuals to hear oncoming traffic and judge when it is safe to cross.

The project will construct signals at both intersections to allow for a dedicated pedestrian crossing phase and bulb‐outs to shorten crossing distances. These signals will be interconnected with the light rail system to coordinate automobile and light rail operations and minimize impacts to the traveling public. Additionally, the existing cantilevered railroad crossing signals will be replaced to allow for proper line of sight to the new signals.

As the proposed improvements will benefit both the City of Sacramento and Sacramento Regional Transit (RT), the agencies partnered to pursue federal funds for the preliminary engineering and construction phases of the project. The two agencies have agreed to share the local contribution with the award of a federal grant from the Sacramento Area Council of Governments (SACOG). Approval of a cooperative agreement with Sacramento Regional Transit is needed to proceed with the cost reimbursement for the project.

The establishment of a Capital Improvement Project (CIP) and related budgetary adjustments are necessary to begin work on the project.

Policy Considerations: The action requested herein is consistent with the City General Plan goals and key policies of operating and maintaining streets and roadways that accommodate and promote safe and convenient travel for all users. The project will help manage safe operating conditions (General Plan M 1.1.2), improve the attractiveness of walking, bicycling, and riding transit (General Plan M 1.2.1), and improve pedestrian safety at intersections and crossings (General Plan M 2.1.7).

The action requested is also consistent with City Council’s adopted guidelines for transportation funding, meeting the following criteria: safety; maintaining a state of good repair; promoting reductions in vehicle-miles-traveled and greenhouse gas reductions; mobility solutions for youth; and equity.

Economic Impacts: None

Environmental Considerations:

California Environmental Quality Act (CEQA): The execution of an agreement, establishment of a CIP, and appropriation and transfer of funds are not subject to the provisions of the CEQA. Under CEQA general rule 15061(B)(3), CEQA applies only to projects which have the potential for causing a significant effect on the environment.

These actions will have no effect on the environment, thus are not subject to CEQA.

Appropriate CEQA and National Environmental Policy Act (NEPA) review will take place as part of project development.

Sustainability: The project is consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating pedestrian barriers with the construction of safe pedestrian crossings.

Commission/Committee Action: None

Rationale for Recommendation: City Council action is required to establish the Capital Improvement Project, execute the Cooperative Agreement, and perform the budgetary adjustments necessary to complete preliminary engineering for the Pedestrian Crossing at R Street and 29th/30th Streets Project.

Financial Considerations: The estimated cost to complete preliminary engineering for the Pedestrian Crossing at R Street and 29th/30th Streets Project (T15225100) is approximately $950,000. With approval of $314,000 (CIP Reimbursable Fund, Fund 3702) from Sacramento Regional Transit, $708,000 (Federal Capital Grants, Fund 3703) in federal grant funding, and the transfer of $121,000 (Major Street Construction, Fund 2007) from the State and Federal Grant Match Program (T15007200), there will be sufficient funding to complete the preliminary engineering phase. Please note that only $121,000 of the funding from RT will be needed for the preliminary engineering phase, but the entire amount will be added to the budget now to reflect the agreement. An additional $193,000 in City local funds and $2,750,000 in federal funds is programmed for construction costs.

There is sufficient funding within the State and Federal Grant Match Program (T15007200) to support the transfer to the Pedestrian Crossing at R Street and 29th/30th Streets Project (T15225100) in the amount of $121,000 (Major Street Construction, Fund 2007).

There is no General Fund planned or allocated for this project.

Local Business Enterprise (LBE): Not applicable.
