Description/Analysis
Issue Detail: The City has pursued federal funding and dedicated Measure U funds to develop the long-planned Sacramento River Parkway to provide regional access for a trail along the Sacramento River. Currently, the City is proceeding with actions to develop the trail between Garcia Bend Park and Zacharias Park.
In Spring of 2021, the City advertised for professional services to select a consulting firm for preliminary engineering for the project. Staff recommends executing a professional services agreement for preliminary engineering and environmental clearance with Wood Rodgers, Inc. in an amount not to exceed $645,312. The procurement process selected Wood Rodgers, Inc. for both the initial preliminary engineering/environmental clearance phase, and for the subsequent plans, specifications, and estimates (PS&E) and right of way (ROW) phases.
Following the satisfactory completion of the preliminary engineering and environmental clearances, staff will return to the City Council for approval to move forward with the next phase of work.
Policy Considerations: The actions requested herein are consistent with the City’s goals of improving and expanding public safety, creating walkable communities, and enhancing overall livability. Specific goals the project addresses are as follows:
M 1.2.1 – Multimodal Choices: The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
M 5.1.14 – Encourage Bicycle Use: The City shall encourage bicycle use in all neighborhoods, especially where short trips are common.
ERC 2.4.2 – Waterway Recreation and Access: The City shall work with regional partners, State agencies, private landowners, and developers to manage, preserve and enhance the Sacramento and American River Parkways and urban waterways and riparian corridors to increase public access for active and passive recreation.
ERC 2.4.3 – Connections to Other Trails: The City shall maintain existing and pursue new connections to local, regional, and State trails.
Economic Impacts: None.

Environmental Considerations:
California Environmental Quality Act (CEQA): The requested action would approve budgeting and a professional services agreement for the Sacramento River Parkway project. The action is an administrative activity that would not result in a direct or indirect significant effect on the environment and is exempt from CEQA review. CEQA Guidelines section 15378(b)(5); 15060(c)(3).
National Environmental Policy Act (NEPA): The project has been awarded federal funding, and accordingly, appropriate NEPA clearance will take place as part of project development.
Sustainability: The project is consistent with sustainability goals of promoting walking by developing a universally accessible, safe, convenient, integrated, and wellconnected pedestrian system.
Commission/Committee Action: None.
Rationale for Recommendation: In order to advance development of the Sacramento River Parkway trail, the first steps are preliminary engineering and environmental clearance.
Professional assistance is needed to carry out these tasks.
On April 7, 2021, the Department of Public Works advertised a Request for Proposals for services. The scope of services included the preliminary engineering, environmental documentation as part of an initial agreement, and upon satisfactory performance, the final design and right of way services as a supplemental agreement. Three firms responded:
• Wood Rodgers, Inc.
• ICF Jones & Stokes, Inc.
• Tetra Tech
A panel of City staff from the Department of Public Works reviewed and evaluated the consultant teams’ written proposals based upon experience, qualifications, project understanding, and work plan among other factors. Two teams were asked to interview:
Wood Rodgers, Inc. and ICF Jones & Stokes, Inc. Based on the interview and proposal, Wood Rodgers, Inc. was recommended as the top ranked firm.
City Council action is required to appropriate funding and to execute a Professional Services Agreement with Wood Rodgers, Inc.

Financial Considerations: The estimated cost to complete environmental clearance and final design for the full project limits, and right-of-way and construction for Segment 1 is approximately $6.7 million. With the approval of $1,550,000 (Federal Capital Grants, Fund 3703), there will be sufficient funding to award the professional services agreement for environmental clearance and final design to Wood Rodgers, Inc. for a not-to-exceed amount of $645,312. Additional federal funding will be needed to fully fund construction.
Local Business Enterprise (LBE): This is a federally funded project, therefore the City’s LBE requirements are held in abeyance. Disadvantaged Business Enterprise (DBE) federal policy applies. Wood Rodgers, Inc. pledged to exceed the 16% DBE goal for this project.
Background: In 1975, the Sacramento City Council took the first formal action to recognize recreational use along the Sacramento Riverfront by adopting a Feasibility Study and Sacramento River Parkway Master Plan (1975 Plan). The 1975 Plan introduced the concept of developing public access recreation along the Sacramento River, coupled with natural resource protection and enhancement.
In 1997, an update to the Sacramento River Parkway Plan was adopted by passage of Resolutions 1997-590 through -594, which included actions to update the Bicycle Master Plan (BMP) to include the proposed off-street multi-use trail along the Sacramento River. These were approved in subsequent BMP plan updates.
In 2012, the Delta Protection Commission requested the parkway be incorporated into the Great California Delta Trail to establish a continuous recreation corridor, including bicycle and hiking trails, around the Delta. The City Council adopted Resolution 2012-168 and incorporated the parkway as part of the Great California Delta Trail.
In July 2017, the Sacramento River Parkway Phase 1 (K15185000) CIP was established to review the prior documentation and initiate preliminary engineering activities. The total project limits are on the levee of the Sacramento River, between Garcia Bend Park and Zacharias Park. For the purpose of programming grant funds, the project was divided into two segments:
(1) between Garcia Bend Park and Arabella Way, and (2) between Arabella Way and Zacharias Park.
In early 2021, the City applied for federal funding from the regional allocation programmed by the Sacramento Area Council of Governments (SACOG). SACOG partially funded the request and provided funding to complete preliminary engineering, environmental clearance, and plans, specifications, and estimates (PS&E). Future federal funding will need to be pursued to complete right of way and construction phases.
RESOLUTION NO.
Adopted by the Sacramento City Council
BUDGETARY ADJUSTMENTS AND PROFESSIONAL SERVICES AGREEMENT FOR THE SACRAMENTO RIVER PARKWAY PROJECT (K15185000)
BACKGROUND
A. The proposed Sacramento River Parkway Project (K15185000) includes the construction of a levee-top multi-use trail adjacent to the Sacramento River, to close a gap in the trail network between Garcia Bend Park and Zacharias Park.
B. The project was awarded federal grant funding to perform preliminary engineering and environmental clearance, and to prepare Plans, Specifications, and Estimate (PS&E). These funds have been authorized for use by the California Department of Transportation (Caltrans) and the Federal Highway Administration (FHWA).
C. Per Caltrans procedures for state and federally funded procurements, a solicitation for professional consulting services to complete the preliminary engineering and the included tasks was advertised. Through a competitive qualifications-based selection process, staff determined Wood Rodgers, Inc. was the most qualified consulting firm and recommends entering into a Professional Services Agreement with Wood Rodgers, Inc.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1. The City Manager or the City Manager’s designee is authorized to increase the revenue and expenditure budgets of the Sacramento River Parkway Project (K15185000) by $1,550,000 (Federal Capital Grants, Fund 3703).
Section 2. The City Manager or the City Manager’s designee is authorized to execute a Professional Services Agreement with Wood Rodgers, Inc for an amount not to exceed $645,312.
