Recommendation - Before exploring the need to hire such a person, the city must first explore what city employees and departments already deal with ADA issues, how much time is already devoted to ADA issues, the current yearly cost for these activities, and how the success of these efforts is measured and reported and a review of these reports for the prior two years. If there is a need to hire a citywide ADA coordinator, this indicates a failure of current efforts and lack of accountability to justify current efforts. Nothing in this request concerning hiring a citywide ADA coordinator provides any specific guidance or limitations concerning pay and other expenses necessary for this position, support staff, space provided, authority over other departments or staff involved with ADA issues, and accountability for actions taken. Hiring must not be done unless evidence exists to justify the need and benefits to be achieved with that action.

Recommendation - Before exploring the need to establish such a committee the terms “racial equity” and “racial equity initiatives, efforts, metrics, and pest practices into a holistic citywide informed approach” must be clearly and specifically defined and agreed upon. This is extremely important as “equity” as a standard has been interpreted as “equal outcomes” compared to the previous standard of “equality” as “equal opportunity”. Such a distinction is profound and in many ways this understanding of “equity” is very racist. These definitions must not be in conflict with civil rights guarantees and laws that exist and are set forth in the US Constitution and federal laws based upon the US Constitution. No action shall be taken by the City Council or any Sacramento city department, agency, or committee that is in conflict with civil rights as set forth in the US Constitution and federal laws based upon the US Constitution.

My name is Falme' Lampkins and I am a Field Representative for the Nor Cal Carpenters Union representing roughly 37,000 members, many reside here in the Sacramento region. As someone who lives in the area, I know the need we have for housing. We have to be careful when fulfilling one need, we are not creating another. If there are no labor standards required on a project like this, workers are paid substandard wages and no benefits.
This creates a dilemma for tax payers to subsidize these workers through public assistance and housing assistance. Nearly half of California construction workers receive some type of public assistance safety net. We ask that you consider the community before making this decision. If the City is selling the property below market rate or providing lower interest loans, community benefits are a must. We ask that the City require State approved apprentice training and healthcare at a minimum when entering into this kind of deal. Please hold off on this sale.

Item states “The crisis of unsheltered homelessness is one that impacts an entire community” but makes no effort to identify causes of homelessness. It mentions the city has made significant investments to resolve this issue but the problem has gotten worse. It states housing costs & rents have increased but does not explain why. No examination is made concerning the impact of drug & alcohol use & mental/emotional issues as contributing to homelessness. Nothing on how homeless criminal activity & behavior contribute to this problem. Nothing on how government housing policies & the cost of building in California contribute to homelessness & the cost of housing/rents. Nothing on how government housing policies & the cost of building in California contribute to homelessness & the cost of housing/ rents. This resolution only continues past failures that will increase & encourage homelessness by rejecting the idea of individual responsibility to provide for or plan for basic needs.

I support many of the items listed in the proposal for Midyear budget priorities, but the city should be prioritizing basic services and repairs with the surplus budget. Adding trash cans along the midtown grid's streets, as well as fixing potholes and the plethora of dips in our roads should come first. Adding many more street lights to our dark city streets, especially in Midtown's surrounding neighborhoods is imperative to help create a safer community.
Thank you.

While I appreciate the hard work of the committee, using Masure U funds for homeless programs that do not have a sustainable revenue source puts us down the path of business as usual. 100% of measure revenues dedicated to housing and homeless should go to build permanent housing. Using funds to sustain a motel voucher program only prolongs the inevitable. Please use Measure U funds to permanent housing solutions.

Recommendation – This report is incomplete. The summary information and recommendations is so brief as to be almost worthless. The amount of Measure U funds is not shown and thereby provides no reference of the money available or subject to their recommendations. The categories identified: One-Time vs Ongoing Funding, Affordable Housing, Homelessness, Senior Services, Y outh, and Branding Measure U Funding, Mapping Place- based Investments do not specifically identify the amounts received by non-Measure U funding sources for these categories and the total funds received from Measure U. These categories also do not include Measure U funds recommended and amounts received for city departments related to police enforcement, jails, fire protection, sanitation, sewer, water, drainage, tourism, parks and recreation, street cleaning, and city building maintenance.
The exclusion of these categories indicate the absence of any Measure U funds being used for these categories.

As such, I am writing to encourage you to fully support the recommendations for Fiscal Y ear 2021/22 Midyear Budget Priorities as proposed by the Measure U Community Advisory Committee. Direct financial investments to support Sacramento residents in maintaining housing through mortgage and rental assistance; adding to the current allocations for Homeless Housing Initiatives and Respite Centers, Project Homekey, & transitional housing centers; senior services; youth services; mapping place-based investments; & branding Measure U funding investments. Furthermore, please oppose the use of one-time funds to supplant expenditures intended to be funded by Measure U. Thank you for your consideration.

Today is Human Trafficking Awareness Day. Please consider the many options predators have for for women and children for sex in our city. I drive around Sacramento and see new "day spas" and "massage parlors" opening up along Freeport and Broadway area. Y et, these do not look like the type of spa a woman would consider for a back massage or foot treatment. Also the homeless camps are filled with women trading sex for drugs or money. We can't turn away from these unpleasant truths. Please continue to support law enforcement and services who address this evil by exposing and holding accountable the predators and sex traffickers in Sacramento. Thank you.

1. 1/4/2022 Vang Asked that the City Manager explore the possibility of hiring a citywide ADA coordinator.
The City Manager has many responsibilities and priorities and the obvious concerns mentioned above justify not asking the City Manager to take more time and expense to “explore the possibility” for this new hire before existing departments document what currently is done and agree that they cannot succeed in ADA issues without a new hire ADA coordinator for the city.
2. Establishing the Racial Equity Committee File ID: 2022-00011

The city must stand strong to protect
civil rights and handle all such complaints in a responsible and timely manner.
Investigations and other needed actions must be taken by existing city departments and agencies and there should be no need to create another layer of government review unless the failure of existing city departments and/or employees are documented and actions taken to resolve these failures are also a failure. City departments and the city council must first look the existing procedures and departments to enforce and protect against violations of civil rights laws based upon race and not establish another committee to add another layer of government to existing efforts to address racism. If there is a problem in existing procedures and departments to enforce and protect against violations of civil rights laws based upon race, they must be identified and handled now. There must not be a presumption that a Racial Equity Committee is needed, especially as a permanent standing committee of the City Council. Evidence that this is needed must first be presented, including the urgency for this action, including documentation that such a committee is needed to address the failures or inability of existing city departments to address issues impacted by racism handled by their departments.

17. Continuation of a Local Declaration of a Shelter Crisis File ID: 2021-01458 This item states “The crisis of unsheltered homelessness is one that impacts an entire community” but makes no effort to identify the causes of unsheltered homelessness. It mentions the city has made significant investments to resolve this issue but the problem has gotten worse. It also states housing costs and rents have increased but do not explain why. No examination is made concerning the impact of drug and alcohol use and mental/emotional issues as contributing to homelessness. Nothing on how homeless criminal activity and behavior contribute to this problem. Nothing on how government housing policies and the cost of building in California contribute to homelessness and the high cost of housing and rents. Nothing on the amount of government funds and incentives in various time periods to address this issue or the number of people in various time periods who have permanently moved away from homelessness. Nothing on what money the homeless receive from a variety of sources (including SSI, SSA, VA, other needs based programs, etc.) to help pay for their shelter.
The only solution proposed is for the city to provide housing for the homeless via a variety of government funds, subsidies, and financial incentives. All these efforts have proved unsuccessful but very costly to taxpayers and businesses. There is also no real accountability for these failures other than to follow more of the same actions expecting a different result. As such, this resolution only continues past failures that will increase and encourage homelessness by rejecting the idea of individual responsibility to provide for or plan for basic needs.
Thank you for considering needed actions to better resolve homeless issues.
