Description/Analysis
I
ssue Detail: The Racial Equity Ad Hoc committee was originally announced by Mayor Steinberg during council comments at the August 24, 2021 council meeting. It was intended to provide a space for council to coordinate councilmember comments and requests regarding racial equity training, tools, and capacity-building for the city to develop a racial equity lens for its decision making.

O
n November 30, 2021, Mayor Steinberg formally requested that the Racial Equity Ad Hoc Committee to be made a permanent standing committee of the City Council.

E
stablishing a City of Sacramento Standing Committee requires formal action by City Council.

The attached Resolution establishes a Racial Equity Committee and sets its fundamental scope and purpose to allow the Racial Equity Committee to receive and consider matters related to racial equity issues.

The purpose of the Racial Equity Committee is to: 1) help the council align its advancement of racial equity in city decision making with the impacts resulting from city policy, budget, and service-delivery decisions; 2) provide a space to help coordinate various city racial equity initiatives, efforts, metrics, and best practices into a holistic citywide informed approach (rather than a siloed case-by-case approach); and 3) increase engagement, transparency, and accountability for the city’s ongoing racial equity work.

P
olicy Considerations: The City Council currently has four standing committees: 1) Budget and Audit Committee; 2) Personnel and Public Employees Committee; 3) Law and Legislation Committee; and 4) Water Committee. The Racial Equity Committee will have four councilmembers appointed by the Mayor and confirmed by the Council. The Racial Equity Committee will conduct its business in the same manner as the other standing committees and is subject to the Brown Act.

Additionally, the Council Rules of Procedure will set forth the guidelines for the Racial Equity Committee, as well as set its purpose, purview, and procedures, as shown on the attached. For consistency, it is recommended that when the council revisits its Rules of Procedure this year, a new chapter is included covering the Racial Equity Committee.

E
conomic Impacts: Not applicable.

E
nvironmental Considerations: This action does not constitute a “project” as defined by the California Environmental Quality Act Guidelines.

S
ustainability: Not applicable.
