Description/Analysis

Issue Detail: One of the education programs administered by the Office of Arts and Culture (OAC) is Any Given Child, a program developed by the John F. Kennedy Center for Performing Arts in Washington D.C. The Any Given Child (AGC) program is designed to bring access and equity to arts education during the school days for kindergarten through 8th grade students.

Since its inception in 2009 until the 2016/17 school year, the AGC Program within the County of Sacramento was administered by the nonprofit organization Friends of the Arts Commission.

The City’s OAC division took over the administration of this program beginning in Fiscal Year (FY) 2017/18 so that it is now a collaborative initiative between OAC, the arts community, and school districts throughout Sacramento County.

Because the OAC primarily serves the City of Sacramento and the goal of the program is to serve the entire County, it was determined that to best satisfy program requirements, AGC should be managed by a county agency. The Sacramento County Office of Education (SCOE), an original partner in the formation of AGC Sacramento, has agreed to coordinate and manage the primary activities and services of the AGC program for the 2021/22 school year and subsequent years. SCOE is a public education agency with strong existing working relationships with school districts throughout the region, uniquely positioning it to continue and advance the AGC program. While SCOE will conduct core activities of the AGC program, the OAC will continue as a partner in the program and assist SCOE in its teaching artist cultivation, artist selection, and professional development training.

Policy Considerations: The recommendation in this report is in accordance with the provisions of City Code Section 3.04.020 involving income or expenditure of $250,000 or more, require approval of the City Council, for signature by the City Manager or designee.

Economic Impacts: Engaging with art is essential to the human experience. A substantial increase in arts educational experiences has remarkable impacts on students’ academic, social, and emotional outcomes. Research has shown impressive benefits of arts education on entire school culture – especially student motivation, attitudes, and attendance. Involvement in arts education encourages students to stay in school, thrive in school, flourish in work, and succeed in life.

Commission/Committee Action: On September 13, 2021, the Sacramento Arts, Culture and Creative Economy Commission recommended awarding SCOE a three-year grant in the amount of $450,000 to develop and implement the Any Given Child Sacramento initiative.

Rationale for Recommendation: SCOE is in a uniquely suitable position for the administration of the AGC Sacramento Program. It has the personnel to both manage the development and the day-to-day coordination of the program and to provide high quality professional development training to teachers. As a county agency, SCOE can expand the program into more county schools, and can provide valuable insight into the arts education needs in all county school districts. Moving the program also will allow OAC staff to realign their work to meet current and future division priorities.

Financial Considerations: Sufficient funds are available in the COVID-19 Creative Economy Project (G02610100) to support the recommended transfer of $471,857 (General Fund, Fund 1001) to the Creative Edge Program (I02181100).

The General Funds were originally appropriated to the COVID-19 Creative Economy Project (G02610100) as part of the FY2020/21 Midyear Report to support the Sacramento Healthy HeART and Mind Collaborative through May 2021. SCOE had sufficient funds to support the HeART and Mind Collaborative, in its entirety, and put in place foundational support to continue providing administration and services connected to the AGC Program. Staff is requesting to redirect this funding to the Creative Edge Program (I02181100) to reflect the change to the programs.

Local Business Enterprise (LBE): Not applicable
