Description/Analysis
Issue Detail: The Department of Public Works, Fleet Management Division, has a customer requirement to purchase a replacement aerial truck for the Department of Public Works, Urban Forestry Division. The aerial truck will be used to assist with cutting and maintaining trees within the City.
Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act: No environmental review is necessary because the recommendations in this report involve the purchase of vehicles and are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.
Sustainability: The recommended purchases are consistent with the updated Fleet Sustainability Policy adopted by City Council on December 12, 2017 (Resolution No. 2017-0478).
Commission/Committee Action: None
Rationale for Recommendation: The recommended purchase of the aerial truck is a part of the normal replacement schedule completed by the Fleet Management Division each year.
The truck is essential in ensuring that trees within the City are trimmed and do not cause harm to the citizens or their property.
After reviewing the available purchase options, the Fleet Management Division has determined that the Sourcewell cooperative purchase agreement with Altec Industries, Inc. represents the most advantageous purchasing strategy. The contract was competitively bid nationally, and Sourcewell receives greater discounts from the manufacturer due to a higher purchase volume than the City would receive if issuing its own bid.
In an ongoing effort to maximize cost savings and staff resources, many government agencies share contracting efforts through cooperative purchasing. This procurement method increases pricing competitiveness and lowers operating costs through volume buying. When comparing the administrative costs of procurement, staff considers product research, source selection, specifications, advertising, staff reports, awarding, protest, and administration of the contract.

City of Sacramento
The City has used both regional and national cooperative purchase agreements to complement its own contracting initiatives. Cooperative purchasing enables City departments to evaluate a broader range of contracting opportunities and to share resources with other jurisdictions.
Cooperative purchasing also leverages internal and external resources to maximize cost savings opportunities for the City.
Financial Considerations: The recommended purchase, in a total amount not to exceed $312,562 will be made from the Department of Public Works Fiscal Year (FY) 2021/22 operating budget (Fleet Fund, Fund 6501) and will be charged to the Public Works Landscaping and Lighting (L&L) Fleet Project (I06152000) (L&L Fund 2232). Sufficient funding exists in the Department’s FY2021/22 operating budget and the Public Works L&L Fleet Project (I06152000) to support the recommended purchase.
Local Business Enterprise (LBE): Altec Industries, Inc. is not an LBE. The minimum LBE participation requirement is waived for the City’s use of cooperative purchase agreements that have been competitively bid, evaluated, and awarded by other governmental agencies that may or may not have similar LBE programs.

Battery modules designed and tested to UN 38.3 including: a) Altitude Simulation b) Thermal Test c) Vibration d) Shock e) External Short Circuit C. Electric PTO: On demand electric power take-off allows for quiet operation of hydraulic equipment. Hydraulic power 17.8 kW continuous, 30.5 kW peak. Quiet, high efficiency, permanent magnet synchronous AC motor, 88 V, IP67 rated, 40 HP continuous, 52 HP peak. Electric motor is activated automatically when hydraulic power is demanded. Hydraulic power provided by variable displacement piston pump, rated for up to 4000 PSI.
D. Accessory Support: Step-down DC to DC voltage converter for providing power to 12 V accessories. 3000 W, 214 A maximum output. Safety features include output isolation and thermal shutdown.
E. Battery Management Controller: Connects to battery modules via an RS-485 interface. The BMC collects data from each battery module, aggregates the data, and makes charge / discharge / health decisions based on values such as minimum voltage, maximum temperature, etc.
F. JEMS Indicator: An LED backlit in-cab JEMS indicator provides the operator information on JEMS battery state of charge (SOC) and system status.
G. Charging Inlet: SAE J1772 charging inlet located street side between the front of the body and the back of the cab allows for Level 1 or 2 charging.
H. Charger: 1500 W battery charger with active cooling, 19 A maximum DC output current, 88 V output voltage. IP66 rated enclosure. California Energy Commission (CEC) compliant. UL 1564 compliant.
I. Chassis Battery Support: While in JEMS mode, the system monitors chassis battery voltage and supplements chassis battery loads. The engine may start if the chassis battery voltage drops below a pre-determined level.
J. JEMS Disconnect: A yellow disconnect button will be installed on the vehicle to disable operation of the system for maintenance, testing, or first responders.
While engaged, the disconnect prevents the system from charging or discharging.
K. JEMS Connect Data Portal: Three-year subscription to JEMS Connect data portal for tracking data at both a fleet and asset specific level. Fleet managers can track near-real time information such as fuel, engine hour, and emissions savings.
JEMS Connect can also be used to track utilization and plug-in data. JEMS Connect data is accessed via Altec Connect website.
