Description/Analysis

Issue Detail: Tahoe Park is a 17.82-acre pocket park located at 3501 59th Street, Plan Area 5, Council District 6.

On November 5, 2021, the contract with Next Stage Group for the Parks, Parkways, & Open Spaces Project (L19192100) for amount of $247,300 was executed. The work consists of renovating the existing women’s restrooms at Tahoe Park Pool Building and include, demolition, electrical, lighting, plumbing, shower and restroom fixtures, tile, doors, masonry, painting, baby changing stations, and including improvement to the accessible parking and accessible route to the pool building.

Change Order No. 1 in the amount of $39,800 is needed to add the men’s restroom renovations to the project.

An additional amount of $39,800 will increase the contract amount to $287,100 which requires Council approval because the total amount of this change order exceeds the City Manager’s change order authority of 10% of the original contract price, and City Council approval is needed for construction agreements over $250,000. The pool building restroom renovations are expected to be complete in late May 2022.

Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required for construction agreements over $250,000.

Economic Impacts: Not Applicable.

Environmental Considerations: This park project has been reviewed for compliance with the requirements of the California Environmental Quality Act (CEQA) and it has been determined to be exempt under Categorical Exemption-State Class 1 and Section 15301, because the project consists of the operation, repair and minor alternations of existing public facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing use (City Park).

Sustainability: The Tahoe Park Restroom Renovations Project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010. The project will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of energy efficient water heater, using water efficient toilets, urinals, sinks, shower fixtures, and installation of low energy using LED lighting and water/energy efficient water heater.

Commission/Committee Action: Not Applicable.

Rationale for Recommendation: Approval of Change Order No. 1 is necessary to complete the restroom renovations project.

Financial Considerations: Sufficient funding is available in the Parks, Parkways, & Open Spaces Project (L19192100) to execute Change Order No. 1 in the amount of $39,800 with Next Stage Group.

Local Business Enterprise (LBE): Next Stage Group exceeded the 5% LBE participation requirement.
