Description/Analysis

Issue Detail: Goal Five of the Creative Edge Cultural Plan calls for the City of Sacramento to support and expand neighborhood-based programming and placemaking through community- and artist-initiated projects. The aim is to encourage projects that engage the community and/or youth, reflect or celebrate local heritage and culture, tell historic stories, enliven the cityscape, and increase the availability of cultural resources in neighborhoods with fewer cultural assets. Such activities are now more important than ever as communities look to recover from the devastating effects of COVID-19 on the City’s neighborhood retail districts, community-health, and individual well-being.

Traditional grant application processes pose barriers for grassroots level projects. Often, the application process only occurs annually, which makes it difficult to respond to new opportunities as they arise. It is not unusual for the Office of Arts & Culture (OAC) to receive small grant requests for which it has no available vehicle to respond with a quick turnaround.

Moreover, smaller requests – which can have a significant impact at a neighborhood level – are often inefficient and costly for both the applicant and the City to administer.

To respond to the opportunities and challenges presented above, the OAC conceived the Sacramento Arts & Culture Match Program – a grant program that will provide match funds for crowd-funded, community-led creative placemaking projects in neighborhoods throughout the city. The City will provide matching funds up to $5,000 (or possibly $15,000) for eligible projects. $100,000 will be allocated for distribution in each of four quarters beginning in 2022.

Policy Considerations: The recommendation in this report is in accordance with the provisions of City Code Section 3.04.020 involving income or expenditure of $250,000 or more relating to cultural grant programs, require approval of the City Council, for signature by the City Manager or designee.

The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on January 6, 2022, in compliance with the City Code.

Economic Impacts: The match fund will leverage at least an additional $400,000 in community support for eligible projects. Moreover, spending upon such projects will stimulate spending with creative community representatives who have been heavily impacted by the pandemic as well as other businesses, such as food vendors, suppliers, etc. Finally, the training and mentorship provided through the program will help project leaders hone their fundraising skills, which can improve their capacity to carry out future projects.

Sustainability: Not applicable

Commission/Committee Action: On December 13, 2021, the Sacramento Arts, Culture and Creative Economy Commission recommended In Our Backyards, Inc. as the administrator for the program.

Rationale for Recommendation: In October 2021, the Office of Arts & Culture released an Request For Proposals (RFP) for a partner to administer the grant program. The City of Sacramento received three proposals and conducted interviews with potential administrators in mid-November. In Our Backyards, Inc. has experience running similar match funding programs throughout the country through its crowdfunding platform. Most notably for arts-related projects, In Our Backyards, Inc. has worked with ArtPlace America and Cuyahoga Arts & Culture on similar programs to support creative placemaking. Based upon In Our Backyards, Inc.’s experience executing similar programs, commitment to racial equity, favorable references and available resources, the decision was made to recommend In Our Backyards, Inc. as the administrator for the Arts and Culture Match Program Fund. Under the $500,000 annual grant services contract, $80,000 will support administration, training, and outreach as outlined in the agreement. $20,000 will cover fiscal sponsorship fees for individuals, for-profits and collectives lacking a 501I(3) status in low-income and marginalized communities. $400,000 is reserved for matching funds for eligible projects.

Financial Considerations: Sufficient funds are available in the Creative Edge Program (I02181100) to execute the agreement with In Our Backyards, Inc. for the first year in an amount not to exceed $500,000 (Measure U Fund, Fund 2401). Subsequent renewals are subject to availability of funding in the adopted budgets of the applicable fiscal year and at the City’s discretion.

Local Business Enterprise (LBE): Not applicable
