Description/Analysis
Issue Detail: Mae Fong Park is an 8.62-acre neighborhood park located at 3004 Redding Avenue in Council District 6.
On June 1, 2021, the City council approved a contract with Abide Builders Inc for the Mae Fong Park Ph. 3-Soccer Field Project (L19192103) for amount of $255,440 was executed. The work consisted of constructing bantam soccer fields within the existing detention basin, and included grading, installation of French drains, automatic irrigation system, hydroseeded turf, tree planting, bark mulch, landscape maintenance, and two park benches.
Change Order No. 2 in the amount of $8,772 is needed to complete the soccer field project, and consists of addition additional irrigation wiring, a new irrigation control module, tree replacement and adding bark mulch around the existing park trees, planted in a previous phase.
An additional amount of $8,772 will increase the contract amount to $285,212 which requires Council approval because the total amount of this change order exceeds the City Manager’s change order authority of 10% of the original contract price. The soccer field project was completed at the end of December 2021.
Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required for change orders in total that exceed 10% of the original contract amount.
Economic Impacts: Not Applicable.
Environmental Considerations: The proposed project is exempt from environmental review under CEQA Guidelines Class 1 & 3 and Sections 15301 and 15303. The project consists of the operation, repair and minor alteration of existing public facilities, mechanical equipment, and topographical features (City Park). This project also consists of the construction or conversion of small structures (benches on concrete pads).
Sustainability: The Fong Park Ph 3- Soccer Field Project has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010. The park development will include sustainable design and maintenance guidelines, including the City’s Model Water Efficient Landscape Ordinance (MWELO), low impact development (LID) strategies to infiltrate stormwater and reduce run-off, and River Friendly landscaping program practices by using water efficient irrigation upgrades controlled by the centralized irrigation system, and water/energy efficient equipment.
