Description/Analysis

Issue Detail: In 2017, Housing Authority Resolution No. 2017-0018 was approved which authorized the Sacramento Housing and Redevelopment Agency (SHRA) on behalf of the Housing Authority to enter into a Disposition and Development Agreement (DDA) with Del Paso Homes, Inc. (DPH) to enable them to develop various Housing Authority owned vacant properties in Sacramento by building and selling single family homes on the parcels. The DDA was executed in 2018 and included a total of eight parcels in Oak Park. Another two vacant parcels in Oak Park were added to the agreement with DPH.

DPH approached SHRA in August 2021, indicating they would be unable to develop any of the Oak Park properties due to escalating material costs and lack of subcontractors due to COVID.

A formal letter of withdrawal from the DDA was received by SHRA from the developer in December 2021. Below is a listing of the ten Oak Park parcels to be developed. Maps of the parcels are included as Attachments 2 and 3.

Given SHRA’s expertise in construction of single family homes, staff was prepared to undertake the development of the Oak Park vacant lots. However, the Councilmember has requested staff to bring this item back for further discussion. To facilitate the discussion staff has prepared two options for consideration.

Option 1: SHRA as developer

SHRA will develop the homes in three phases. In Phase One, construction of three homes would begin in the Spring of 2022 with completion anticipated by the end of 2022. The Agency has City-approved plans for a house that would fit on seven of the lots. Floor Plans and the Front Exterior Elevations of this house are included in Attachment 4. The remaining three lots would require a new design.

Sale proceeds from the Phase One homes will be used to fund construction of the next phase (Phase Two), which would include four homes. Phase 2 would be completed by the end of 2023. The final phase (Phase Three) would include the last three homes, which would be completed by the end of 2024. All ten of the homes must be sold to low-income homebuyers.

Option 2: SHRA transfers properties to a Developer

SHRA will issue a Request for Proposals (RFP) to solicit a new developer for the project. The selected developer will enter into a DDA with SHRA and the properties would be transferred to the developer once construction financing and building permits are available. The developer will build and sell the homes to low-income homebuyers. The desire would be for the lots to be developed concurrently in which case completion is anticipated for early 2024.
