Please state the reason(s) you would like to serve on this legislative body.
My primary objective in seeking re-appointment to the Conservancy Board is to continue my service to the community where I grew up and lived for over 60 years. Three generations of my family lived in the Natomas Basin and I have very strong ties to the area. In addition, I seek re- appointment because I believe I can help the Conservancy navigate the sizable challenges it currently faces, including the reduced availability of mitigation land in the basin caused by development pressures outside the HCP area and the increased complexity of land and habitat management resulting from the substantial new land acquisitions. Both of these issues have the potential to limit the City’s ability to support growth in the basin and reduce its ability to fully realize the benefits of its investment in the HCP.
I believe that the combination of my local knowledge, professional experience, and genuine interest in helping the Board accomplish its mission will continue to help protect the City’s investment in the Natomas Basin HCP, facilitate the City’s future development within the Natomas Basin, and help ensure that the City’s incidental take permits remain in full force.
Furthermore, I believe my biological background has contributed, and will continue to contribute, to the scientific credibility of the Conservancy’s ecosystem management program and maintaining the confidence of the regulatory agencies that issued the permits. Finally, as a long-standing board member for the Conservancy (including 10 years as Conservancy President), I have developed an appreciation for the complexity of implementing the Natomas Basin HCP and the time requirements and dedication necessary to contribute effectively. Given the ongoing changes in the composition of the board, I also believe that the length of my tenure will provide valuable continuity moving forward and perspective for those new to the board that may be less familiar with the issues.
Please list all of your professional experience directly related to the seat you are applying for.
Prior to my retirement, I was employed by CH2M HILL, an international engineering/ environmental consulting firm, where I served as a Biologist/Principal Project Manager. My focus was on working with clients (including federal and state government, local jurisdictions, water districts, and private entities) to develop and implement strategies for successfully complying with the federal and state Endangered Species Acts, and other environmental regulations.
During my employment, I prepared and managed the preparation of several Habitat Conservation Plans (HCP) and assisted the California Department of Water Resources in coordinating the integration of flood and ecosystem restoration elements into the State’s Central Valley Flood Protection Plan.
At CH2M Hill, I served in a national leadership role for the firm’s development of ecosystem management and planning technologies, and as the leader of the water resources and environmental management service team in California, Nevada, and Arizona.
Please list any training or education directly related to the seat you are applying for.
I hold Bachelor and Masters degrees in Biological Conservation from California State University, California
Please list any additional experience, community activities, volunteering experience, or other qualifications that would be helpful in evaluating your application.
I currently serve as a member of the Board of Directors for the Natomas Basin Conservancy. In addition, I served for nearly 20 years as member of the Board of Trustees for Reclamation District No. 1000 and for several years as a member of the SAFCA Board of Directors. My involvement with the two flood agencies has given me a thorough understanding of flood risk in the basin and the programs underway to increase the level of flood protection, as well as familiarity with the operation and maintenance of the drainage network within the basin, both of which have relevance to the management of Conservancy lands.
