I support option 2 and request the Council place up to ten of the vacant Oak Park parcels into the Sacramento Community Land Trust with the requirement that the CLT partner with a non-profit developer to build the structures. This would ensure community affordability, help rebuild trust and relationships with the community, counter gentrification, and better support the needs of the community and empower the community to enact its own vision for people who live, work, and play in the community.

Hello, my name is Julian Rojas, I'm a district 4 resident and I am asking the council to support option 2 and transfer the vacant lots to the community land trust. I am happy to see affordable housing addressed nominally as a priority for the council and local developers, but too little progress is being made. I would rather trust the community land trust to work towards the goal of producing and maintaining perpetually affordable housing rather than housing that is 'affordably' priced at '80% - 120%' of the median income Dillon Miner

I am a resident of District 4 and a member of the Sacramento Community Land Trust (SacCLT). I support Option 2 and ask that up to 10 parcels be put into the SacCLT to ensure the community stays intact and permanently affordable for long-term residents who have been historically discriminated against. The 10 lots under consideration for disposition are perfectly suited for the Sacramento CLT to steward & develop through an inclusive, community-driven plan for scattered-site CLT homeownership, aligning with Program H18 of our recently adopted Housing Element.

Our family has lived down the street from most of these properties since 1982 (before the old Washington Market was torn down) and have been wondering when these vacant eyesores would be converted to low-income houses. Don't care as much if the City or the land trust does it, as long as they add affordable housing to our gentrifying neighborhood.

I am a resident of the Tahoe Park neighborhood in District 6. I ask the council to support option 2; please transfer the vacant lots to the Sacramento Community Land Trust to ensure that the parcels in question are a) affordable for generations to come, and b) remain in community ownership.

As a homeowner in District 2 and a member of the Sacramento Community Land Trust (SacCLT), I support Option 2 and want to see the city use this opportunity to transfer some of these parcels into SacCLT to be developed in partnership with a mission-driven developer of affordable housing. These parcels represent a unique opportunity to use public land to tangibly build Sacramento's capacity for " new forms of community-driven, collective ownership models and wealth building strategies for lower-income residents" -- in line with Program H18 of our recently adopted Housing Element.

Support option 2 and transfer up to 10 properties to the Sacramento CLT. As a resident of Oak Park, I see the urgent need for community-led development of affordable housing. I trust the Sacramento CLT to prioritize the needs of our neighbors.

I'm in support of land being transferred to SacCLT. As a long time OP resident it was sad to see how the affordability decreased so rapidly, and community members were displaced due to gentrification. As I was looking to buy a house, I was priced out of my own neighborhood. I hope that this will be a step towards increasing affordability and availability in historic Oak Park, especially for those who have been displaced.

I would have selected Option 2 but for its vagueness about a developer. I do support community land trusts and we have one in Sacramento! Please transfer the property to the Sacramento Community Land Trust and support affordable housing for people who do not have a lot of money.

Hello,
My name is David Simmons and I live in Land Park. I support option 2, and believe the city should transfer all lots in question to the Community Land Trust so that they remain affordable. SHRA & Del Paso Homes will do nothing but drive gentrification in the area, creating a few standalone properties to ultimately house ~20 to 30 people at close to market rate. I believe the community would best be served with co-op apartments, allowing many families to become homeowners and build intergenerational wealth affordably. Sacramento’s housing crisis is at a boiling point. We can’t continue to waste city land on upscale single family homes with overestimations of their affordability and “possible” benefit only for the developer to pull the rug on pricing at the end.
I thoroughly believe that only the Community Land Trust will develop the lots for the benefit of the community at large. Please don’t ruin yet another opportunity to build something other than more of our current issue.

My name is Leo Goldberg and I am Co-Director of the California Community Land Trust Network. I'm writing in support of Option 2 and the transfer up to 10 North Oak Park Vacant Lots to the Sacramento Community Land Trust. We are facing a critical shortage of housing affordable to low- and moderate-income families and an even more severe shortage of homeownership opportunities. The result is a widening racial wealth gap and the displacement of families from Sacramento and beyond.
Putting these vacant lots in the hands of Sacramento CLT would provide a service to the neighborhood and an initial set of families who would make the new housing their home. But the strength of the CLT model is that the nonprofit organization will be positioned to ensure that the homes serve generations of residents to come, creating a community asset that doesn't go away. That's why we believe that disposition to Sacramento CLT is the most responsible use of these rare public assets.

I support option 2, transfer lots to the community land trust, so as to keep the land in the hands of the community and NOT the city, Lord please no. No more doing what's best for your pockets. Please think of your people and what's best for us. Please lead. Please think about the environment and the land itself and treat it with more respect. Try cleaning up and taking care of what is already in your "possession".
Land does not belong to people, people belong to the land.
Best option, give all land back to indigenous folks.

Please do place the parcels with the Land Trust, to help ensure housing which is affordable and consistent with the neighborhood. I am a resident of Southside Park, and I appreciate all the past and current efforts of city and community leaders that went and continue to go into making our neighborhood work so well, for everyone's benefit. I would like to see the same for the families of Oak Park.

I marked "neutral" because the "position" line doesn't allow me to select option 1 or 2. Moreover, option 2 would allow for the right solution that our city needs, but even that doesn't spell it out.
Please transfer the 10 lots under consideration in Oak Park to the Sacramento Community Land Trust! CLTs are a proven way to create and keep housing permanently affordable for low-wealth/income people. In a few cities, e.g. Burlington Vt., they have achieved critical mass in chipping away at the for-profit housing system that is responsible for the massive crisis we face due to privatization and speculation. To achieve this, they need the support of local government for starters -- state and federal too, ASAP . It would be a terrific use of our resources to turn vacant lots over the the Sacramento CLT to develop and oversee housing solutions for working families, in Oak Park and everywhere else in the city. Please take this bold step.

My name is Steve King - I am the Director of the Oakland Community Land Trust – a 12-year old CLT based in Oakland, CA. We strongly support option 2 to transfer up to 10 of the Oak Park vacant lots to the Sacramento Community Land Trust. This item before you represents an incredible opportunity to support a thoughtful and reparative long-term vision for land stewardship and permanently affordable homeownership. The 10 lots under consideration for disposition are perfectly suited for the Sacramento CLT to steward & develop through an inclusive, community-centered plan for scattered-site CLT homeownership. It is imperative that public land disposition opportunities such as the one before you prioritize those residents who have historically been — and continue to be — harmed by both public and private actions, and that those opportunities generate sustainable community benefits and perpetual affordability. The Sacramento CLT was created by Sacramento residents for precisely this reason.

Sacramento's housing problems demand creative, ethical solutions, and we can't pass up the chance to leave these parcels in the capable hands of the Sacramento Community Land Trust. These types of partnerships have been successful in cities and counties across California and it’s time we had similar vision in Sacramento. Thank you.

SUPPORT Option 2 and Transfer up to 10 North Oak Park Vacant Lots to the Sacramento Community Land Trust.
Partnering with the Community Land Trust will help ensure that the community is engaged in the decision making process, the land remains affordable for generations to come, and will jump start the building of community wealth. We ask the council to place up to ten of the vacant Oak Park parcels into the Sacramento Community Land Trust with the requirement that the CLT partner with a non-profit developer to build the structures. With the Sacramento CLT retaining ownership of the land, including conditions of sale, that allows the CLT to ensure affordable sale of the property in perpetuity. This action will continue to build trust between residents and the city as the city continues to work to combat the affordable housing crisis.
See attached letter.

Mayor Darrell SteinbergCity CouncilCity of Sacramento915 I StreetSacramento, CA 95814By email:[email protected] Re:(Housing Authority) Oak Park Vacant Single FamilyLot Development StatusSUPPORT Option 2 andTransfer up to 10 North Oak ParkVacant Lots to theSacramento Community Land Trust Dear Mayor Steinberg and Honorable Councilmembers,
Thank you for your careful consideration of the(HousingAuthority) Oak Park VacantSingle Family Lot Development Status.
WhoThe Sacramento Community Land Trust (CLT) was created as a vehicle for communityland ownership shortly after the council agreed to sell public land to private developersin 2016. Today the Sacramento CLT is a non-profit community benefit corporation with agovernance structure that centers community voices. With dedicated members in eachcouncil district, including many in Oak Park, and our partnerships with The CaliforniaEndowment and Community Vision Capital & Consulting, we have built our capacity tosteward the community ownership of housing in Sacramento. The Sacramento CLT isbest positioned to ensure that these lots, and subsequent homes, remain affordable tothe local community in perpetuity.
WhyPartnering with the Community Land Trust will help ensure that the community isengaged in the decision making process, the land remains affordable for generations tocome, and will jump start the building of community wealth. The community land trust
model ensures that homes developed on these lots in Oak Park would be available forsale at affordable rates, not just the first time they are sold — but forever — while alsoempowering residents to build equity and, ultimately, wealth. Placing this land in thecommunity land trust ensures long term affordable housing purchases on all builthomes, building community capital in the process.
ActionWe ask the council to place up to ten of the vacant Oak Park parcels into theSacramento Community Land Trust with the requirement that the CLT partner with anon-profit developer to build the structures. With the Sacramento CLT retainingownership of the land, including conditions of sale, that allows the CLT to ensureaffordable sale of the property in perpetuity. This action will continue to build trustbetween residents and the city as the city continues to work to combat the affordablehousing crisis.
It is important to note that these parcels are in areas that have been historicallydisenfranchised, and returning these properties to community ownership can be the firststep to rectifying the economic divide within our community. Furthermore, the parcelswere acquired by the city via methodology and policy that negatively impactcommunities of color and working class people. By placing these parcels in thecommunity land trust the council will ensure community voice and direction in how theseparcels are used as they are returned to the community.
Sincerely,
Joelle Toney, [email protected] Cabral, [email protected] Naguib, Co- [email protected] Cc: City of Sacramento Council Members
