Description/Analysis
Issue Detail: The California Department of Resources Recycling and Recovery (CalRecycle) has established the Senate Bill (SB) 1383 Local Assistance Grant Program to provide one-time funding to local jurisdictions to assist with the implementation of regulation requirements associated with SB 1383. To receive these funds, CalRecycle requires the governing body of the applicant to adopt a resolution authorizing the local jurisdiction to apply for the grant program and identify the job title or his/her designee authorized as the signature authority to execute all documents necessary to implement and secure payment.
Policy Considerations: The recommendations in this report are consistent with the City’s General Plan waste diversion goal to encourage recycling and composting to divert organic material from being sent to landfills, and the City’s Climate Action Plan’s strategy to reduce the amount of organic waste sent to landfills, decrease the City’s methane emissions generated by waste, and increase edible food recovery to address food insecurity.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve administrative activity and are not considered to be a project in accordance with Section 15378(b)(2) of the CEQA Guidelines.
Sustainability: Recycling organic material such as yard waste, food waste, and food- soiled paper is required by SB 1383 and will reduce the amount of methane emissions generated at landfills. Organic waste can be processed into resources, including compost and mulch, which provide nutrients and temperature regulation to plants, improve water retention, and prevent erosion.
Commission/Committee Action: None
Rationale for Recommendation: CalRecycle requires the governing body of the applicant to adopt a resolution authorizing submission of the application. If awarded, the Department of Public Works, Recycling and Solid Waste Division will use these funds to implement the new residential food waste recycling program required by SB 1383. Funds may go towards purchasing a new organic waste collection vehicle, organic waste curbside containers, kitchen countertop food waste collection containers and compostable bags, producing educational material about the program, and other eligible costs. The City collects residential waste and

recycling and oversees the commercial sector with regards to solid waste and recycling laws, and is responsible for complying with SB 1383 programmatic, enforcement, recordkeeping, and reporting requirements.
Financial Considerations: Staff recommends applying for funding from the CalRecycle SB 1383 Local Assistance Grant Program (OWR1: FY2021-22) in an amount not to exceed $677,363. No matching funds are required.
There are no General Funds planned or allocated to this project.
