Re: (Housing Authority) Oak Park Vacant Single Family Lot Development Status SUPPORT Option 2 and Transfer up to 10 North Oak Park Vacant Lots to the Sacramento Community Land Trust
Dear Mayor Steinberg and Honorable Councilmembers,
Thank you for your careful consideration of the (Housing Authority) Oak Park Vacant Single Family Lot Development Status.
Who
The Sacramento Community Land Trust (CLT) was created as a vehicle for community land ownership shortly after the council agreed to sell public land to private developers in 2016.
Today the Sacramento CLT is a non-profit community benefit corporation with a governance structure that centers community voices. With dedicated members in each council district, including many in Oak Park, and our partnerships with The California Endowment and Community Vision Capital & Consulting, we have built our capacity to steward the community ownership of housing in Sacramento. The Sacramento CLT is best positioned to ensure that these lots, and subsequent homes, remain affordable to the local community in perpetuity.
Why
Partnering with the Community Land Trust will help ensure that the community is engaged in the decision making process, the land remains affordable for generations to come, and will jump start the building of community wealth. The community land trust model ensures that
homes developed on these lots in Oak Park would be available for sale at affordable rates, not just the first time they are sold — but forever — while also empowering residents to build equity and, ultimately, wealth. Placing this land in the community land trust ensures long term affordable housing purchases on all built homes, building community capital in the process.
Action
We ask the council to place up to ten of the vacant Oak Park parcels into the Sacramento Community Land Trust with the requirement that the CLT partner with a non-profit developer to build the structures. With the Sacramento CLT retaining ownership of the land, including conditions of sale, that allows the CLT to ensure affordable sale of the property in perpetuity.
This action will continue to build trust between residents and the city as the city continues to work to combat the affordable housing crisis.
It is important to note that these parcels are in areas that have been historically disenfranchised, and returning these properties to community ownership can be the first step to rectifying the economic divide within our community. Furthermore, the parcels were acquired by the city via methodology and policy that negatively impact communities of color and working class people. By placing these parcels in the community land trust the council will ensure community voice and direction in how these parcels are used as they are returned to the community.
Sincerely,
Joelle Toney, Co-Director [email protected]
