Hello,
Thanks for reviewing and adopting this, good to see we have plans for a lot of these scenarios! One thing I didn't see that I hear a good deal about (even though I work in the sustainability sector) is cyber-security. Living in the 21st century it seems prudent to have a mitigation plan in place in case the digital aspect of City services of unavailable. Maybe this already exists in our IT department and this isn't the place for it? Just a thought as I document and hoping we have something in place! (as an aside I think a lot of these also include "terrorism" as a threat category but I don't see it here - also seems silly given we're a capitol and all!) Thanks,
Matt

The need for this funding is well documented (thank you Council Members Harris and Vang). But the timing is wrong. As the dept. head has admitted, this proposal has been kicking around for years. It is being put forward despite the trillion dollars plus just signed into law by President Biden expressly for funding the proposed projects.

It also is being put forward at a time when the council has just approved other fee increases. In addition, inflation is roaring and housing costs are going thru the roof. The comments during public forums were uniformly negative, including a church leader who said the thousands in new costs would be extremely detrimental. It was opposed by the Chair of the Utility Rate Commission as well. We are in a pandemic. Businesses are closing. Low- and middle-income homeowners are struggling to keep up. I urge you to do what was suggested in the webinar:
phase in this increase over several years or delay it until the new federal $ has been explored. Thanks Agenda Item: eComments for Public Comments-Matters Not on the Agenda Overall Sentiment

OPEN NOW!!! All other local shelters are picking up the slack and have been effective at keeping their doors open. There is no excuse. Our tax dollars should be spent on SAVING LIVES- not shutting doors! This is unacceptable. The community and animals deserve better. DO BETTER!!! Pat Volo

Are you kidding me we are still having this ridiculous conversation about Front Street. I used to volunteer there until Zimmerman put a stop to volunteers in the shelter. We made that shelter GREAT with volunteers! Get rid of this clown and lets find a manager who CARES about animals and does their job. NO CONFIDENCE VOTE.

There will be a not confidence vote for all of you if you don't do your jobs and protect our animals!! Joseph Donnelly

With Mr. Zimmerman’s excuse that COVID is the reason for Front Street Shelter closed door policy. Why is Bradshaw Shelter open? Stockton Shelter is open. We need our Shelter back. Please help this community by returning Front Street Animal Shelter back to an OPEN shelter. We as Tax payers deserve it. The voice-less animals need it. This COVID excuse has gone on long enough.

Adoptions are down, euthanasia is up at Front Street. Phillip Zimmerman has ruined what once was the pride of Sacramento! Get the shelter OPEN, no more ridiculous appointments. Why doesn't someone on the council just try to make an appointment to see how bad it is?

We oppose the continued closure of the shelter. I have seen many posts that say the shelter will not take this dog I found can someone please take it. People are holding dogs they have no clue about. Is this dog going to snap at a child. They don't have crates for them to. At intake at the shelter they are given shots to keep them safe.

That's not happening when someone brings it into they're home. A found cat that is sick you refused a drop off at vet. The person came to my house for help I am not a vet and don't have a vet on staff to help it. She is crying in my driveway I call 311 I was told go put it back. After arguing on the phone for a hour they finally agreed to take the cat it died on the way to the vet. This is not what a shelter does.

Council previously advised Front Street Shelter to provide pre-covid levels of service. Howard Chang acknowledged the need. To date NO CHANGES to service have been made. In fact, they had in-person adoptions for a time, which they have now rolled back. In a meeting with Phillip Zimmerman & Tom Pace, Mr.

Zimmerman stated although they were fairly successful with the in-person adoptions, the problem was when they were open to the public too many people were bringing in found strays for intake. IT IS A PUBLIC SHELTER, that is EXACTL Y what a shelter is for! There needs to be a place to house stray animals, or pretty soon we will have problems like they are having in other countries without shelters. We will have the packs of street dogs, the disease spread, the insurmountable amount of puppies & kittens being born on the street. It's a multi-million dollar a year agency& you awarded an additional almost million dollars for a new program. Y et they can't do their BASIC AND ESSENTIAL job!

In the wake of critical editorials and op-eds in our local newspaper, I just wanted to thank every councilmember for their service. This council -- even those I disagree with -- has been one of the most energetic and hardworking I've witnessed in my more than two decades living in Sacramento. Diversity in opinion is a good thing, not something that should be criticized. The Council has taken a leadership role on many issues; it's the lack of power to the Council and Mayor that has thwarted progress, not a drought of innovation and ideas. I also want to thank Mayor Steinberg for his leadership on homelessness issues. Contrary to the op-ed by someone from outside our county, there is no stronger leader in our region, and perhaps our state, than our Mayor. Again, I may not agree with every proposal, but the commitment to solving this crisis is unmatched by any local leader. Thank you all for your commitment to our city.
