Description/Analysis
Issue Detail: On March 20, 2021, the City Hall Garage was damaged by a vehicle fire that occurred at the second level of the parking structure at the West side in a parking stall against the exterior wall. The garage structure is comprised of cast in place concrete construction with post tensioned reinforced slabs and girders. The underside of the slab above the vehicle showed significant signs of fire and smoke damage. The entire bay on the west end extending the full north/south width of the garage showed signs of smoke damage. The underside of the slab area directly above the vehicle had changed color to a dull chalky gray. There was also some spalling of concrete and a loosened area of concrete at one location. Because of the obvious fire damage, City staff contacted Lionakis to provide a structural review of the damaged area.
Lionakis concluded that due to the level of visual damage observed and that conclusive structural damage cannot be determined at the time, it was recommended to close the facility to vehicle parking. Lionakis provided a temporary shoring plan, and City staff worked with Otto Construction to get the shoring installed. The garage was also closed. The City entered into a professional services agreement, City Agreement No. 2021-0436, with Lionakis in the amount not to exceed $97,655. The scope of work included the original site observations, recommendation on whether to close the garage, and the temporary shoring plan. The scope also included hiring a parking garage consultant, coordinating additional site observations, conducting concrete coring and sampling in the damaged areas, sending the samples to a testing laboratory for testing, analyzing the results of the testing and providing a written report detailing the results of the analysis and recommendations for next steps, including a schematic diagram for a partial reopening of the garage.
Lionakis then provided a proposal to develop the partial reopening plans, including assisting with submitting for a building permit, and contractor coordination. The City approved Supplemental Agreement No. 1 with Lionakis in an amount not to exceed $46,500 for this scope of work. On December 17, 2021, the City’s contractor, Otto Construction, completed the required temporary shoring and repairs and the garage was reopened at about 90% capacity.
Lionakis has now provided their proposal for the design of the permanent repair to the garage so that it may be opened back up at 100%. Staff is requesting approval of Supplemental Agreement No. 2 with Lionakis in an amount not to exceed $117,000, bringing the total contract amount to $261,155 to complete the design for the permanent repair.

Sustainability: Not applicable
Commission/Committee Action: None
Rationale for Recommendation: Because of the vehicle fire that took place on March 20, 2021, and the subsequent fire damage to the City Hall Garage, staff determined that utilizing the on-call professional services list developed by the Facilities and Real Property Management Division of Public Works was the most expeditious way to retain a structural engineering team to evaluate the damage caused by the fire and to provide the required detailed structural analysis, testing, and design for the repair of the garage.
Financial Considerations: There is sufficient funding within the Parking Garage Structural Repairs Project (V15210000) to execute Supplemental Agreement No. 2 to City Agreement No. 2021-0436 with Lionakis for an amount not to exceed $117,000 (Parking Fund, Fund 6004).
Facilities and Real Property Management and Parking Services will work with the Risk Management department on insurance reimbursement for all insured cost related to fire damage at City Hall Garage. It is anticipated that the City should be able to recover all expenses related to the incident.
