My name is Ejiro Okoro, I am the Policy Director for the Sacramento Housing Alliance. SHA would like to thank & support Mayor’s Steinberg for the proposal to replenish the Housing Trust Fund with $10Million dollars. This 10 million dollars will lead to the development of more affordable homes in our region. We also want to use this moment to urge the Mayor and Council to prioritize prior commitments to issue a100 million dollar bond.

Additional money will allow our developers to be better able to leverage state and federal resources to bring more capital into our region so Sacramento can break ground on more affordable developments, and increase our impact.

I strongly support the Mayor's recommendation to allocate $200,000 in order to complete the renovation of the Winn Park Building in Midtown that will serve as a new, dynamic public gathering space and enable the growth of the artistic and culture growth. -Sacramento Artist - Ruben Reveles Crystal Sanchez

We must demand accountability and transparency before initiating any more funding to the Department of community response. The services are not available there are hundreds of on the ground outreach workers willing to do this work for free but there are no resources for the unhoused. Dcr's lack of response around violence, motels and safe ground conditions, emergency intakes community engagement shows the Sacramento homeless Union that this is just another service collecting homeless funds without adequate solutions. We also do not want to see any more funding go to code enforcement who is the new law enforcement in the encampments. Sweeping people without viable solutions does nothing but move them around and place them in state-created dangers. The Department of community response and code enforcement are working hand in hand with the city and implementing criminalization while supporting people living in tents versus actually providing services and housing.

The Latino Center of Art and Culture strongly supports the Mayor's recommendation to allocate $200,000 toward the completion of the Winn Park renovation. Winn Park, in Midtown, will enable the growth of the artistic and cultural contributions of our city’s valued Latino community by providing a new, dynamic public gathering space that can be enjoyed for generations to come. While SABA agrees with resource allocation to our unsheltered population, to youth and the LCAC, we would be remiss if we did not point out the disconnect between the lack of any funding in this budget surplus towards transportation, considering there exists a transportation element inherent in all of these proposals. As you know, transportation systems connect all of the built environment and the people who reside in the city. With a workshop dedicated to active transportation in 2 hours time which will identify big ideas to make Sacramento a cleaner, safer, more livable city for all of its residents, it would make sense that some of this funding was allocated towards that goal. Big ideas often come with big price tags, and while active transportation changes have some of the highest ROI, it would show good faith that Council is committed to a sustainable future by setting aside some funding to help accelerate implementation of any of the ideas to be discussed at 5:00PM. Thank you.

As a Sacramento native and board member of the Latino Center of Art and Culture, I write you in support of the City of Sacramento's approving the proposed $200,000 to the Latino Center of Art and Culture for use in the Winn Park renovation. It is important that our City fosters culturally relevant art for our community. The Winn Park renovation will support Latino, Chicano, and Native American culture. Winn Park can and will be a destination location for additional community pride in midtown. it will showcase the diversity of our art scene, offering important experiences for all families and young students. it certainly will draw more people to visit midtown and local businesses. The California State Legislature has already supported this project with a one million dollar grant. I urge all in the City of Sacramento to support the proposed $200,000 necessary to finalize the interior portion of this project. My thanks to all for your work and consideration. The Sacramento Regional Coalition to End Homelessness [SRCEH] strongly supports the Mayor's budget proposal for spending $27 M on [1] replenishing the Affordable Housing Trust Fund [2] CBO Outreach and [3] improving the coordinated access system. These are critically important investments in a time that we anticipate the 2022 Homeless Point In Time Count will show a significant increase in our unhoused population.

The Department of Community Response has submitted increased budget requests for additional staffing, which includes hiring 17 new homeless outreach workers. I wholeheartedly support this as well as increasing resources to support other departments responding to homeless related issues. Further I support providing funding to non- profit organizations equipped to provide homeless support, outreach and mental health services that Sacramento County cannot provide. We must commit the necessary resources to start addressing solutions that work and will result in success for our homeless residents. Further, I support the San Antonio "Haven for Hope," model to be implemented in the City of Sacramento. Please continue to keep the public informed of the support the City needs to provide long overdue homeless services. Thank you for your time and please recommend approval for the additional funding for DCR and for funding to Non-profits to provide Outreach Services. Judy Robinson
