Are we going to continue to allow our shelters to have condemnable uninhabitable conditions we as a community must hold them accountable. Y ou continue to collect funding off of the backs of homelessness while leaving people in conditions roach and bed bug infested rooms. This will not allow me to attach the videos. When are you going to quit making money off of peoples struggles and actually listen to those on the ground. Congregates shelters, safe grounds and the motels are not safe every one of them has been inundated with covid. The motel situations are disgusting and when we've reported violations we have been blatantly ignored by the Department of community response. We are legal representation and a union of the unhoused and we demand better conditions, accountability transparency and to be heard when we send emails around the violence of the conditions. Y our lack of community engagement is impacting the conditions of homelessness which in turn is impacting the entire community.

As a recent transplant and resident of Sacramento CD6, and as a career transportation planner, I strongly support more prioritization and funding for: bicycling, walking, transit, complete streets/protected bike lanes on arterials, wider sidewalks, better maintained street surfaces, well maintained & located protected bus stops, equitable funding for underserved neighborhoods, and adequate staffing to get the job done! Less priority on widening streets and more on reducing vehicle miles traveled and speeds! Thank you for your consideration! Brittany Chan

My husband Dr. Victor Chan and myself Brittany Chan are unable to attend your zoom meeting. We are longtime Montgomery Way residents. My husband bought our home in 1987.
We have always felt that individual households who choose their own individual home to be designated historical should pursue that designation. We support our neighbors who desire this designation.
However, we want to make it clear to our City Council that we support individual designations but we do NOT support the entire street a historic district. We have had several meetings about this topic and the consensus after the last meeting was to let individual homes pursue individual designations. The historic district is NOT a consensus. In fact, it is a small group of vocal neighbors trying to pursue this.
We understand the meeting today is to talk about the individual homes. Y es, we support them. But please make the record clear that we do not and will not support the proposed historic district Thank you.

What counts are your actions. Workshops and resolutions, nice words, and even EVs, are not going to save us from the climate crisis. We are out of time. We need to transform our city immediately into one that centers people over cars. This will cut emissions dramatically, as well as making our community healthier, happier, and more equitable. So far, the small, slow, and incremental steps you have taken are actually delaying tactics. For example, you half-heartedly set up some slow streets, then quickly discontinued them. The 7 big ideas are disappointingly limited. Be bolder, more creative, and show us that you’re serious. A couple of easy immediate steps: restart and expand slow streets, and cut speed limits across the city to 25 mph, making active transportation safer as well as showing you are prioritizing people over cars. Think big, think urgent, de-center cars and instead center the people you represent. Bold IS the bare minimum. We expect, need, and deserve much better.

If the city is ever to get serious about addressing climate change, it must address VMT, and there is no more cost- effective way to do this than to make biking, walking and "last mile" transit easier and safer. With so little transportation funds currently allocated, it is imperative that the city have planning in place to capture grant monies that prioritize non-motor vehicle modalities to minimize traffic congestion, improve GHG emissions, and make this city a more healthy and safe place in which to get around.

I am a member of the Board of Directors of the Environmental Council of Sacramento, and support ECOS' letter to the Mayor and City Council regarding today's Transportation and Climate Workshop. I agree that Sacramento must drastically reduce its dependence on automobiles to reduce carbon emissions and address climate change Moreover, reducing autos will also make the city more livable. I live in downtown Sacramento near Fremont Park, an area with a large volume of bicycles and pedestrians, including myself. But auto traffic intrudes on the safdty of bicyclista and pededestrians: too many agressives drivers who speed and run red lights. I've been involved in one minor collision on my bike, and almost run down in crosswalks on foot.
To improve bicycle and and pedestrians safety, the City must drastically reduce auto volumes and speeds, starting in Downtown and Midtown Sacramento.

I strongly support increasing and focusing transportation funding on active transportation that closes gaps in the bikeways and provides complete streets for people. Residents are much more interested in using active transportation when it is integrated as greenways - and we have many opportunities for these with the Del Rio Trail, Ninos Parkway, and Morrison Creek - we need to integrate park planning with these facilities and focus on completing them. We need to connect to these big expensive facilities with the cheap and simple Slow Active Streets for a complete network. Thank you for taking the most aggressive action on this that is possible.

I represent myself in the following comment: I support the principles and the intent behind this workshop and the desired outcome. I want to emphasize that prioritized funding and projects should address active transportation and transit ahead of EV solutions. While EV's address the reduction in emissions that the City seeks, active transportation addresses not only emissions, but the prolific problem Sacramento faces concerning auto related traffic collisions, congestion, inequitable access to transportation, and the over-dedication of public space to the operation and storage of private vehicles.
I want to recommend the prioritization of AT infrastructure and amenities be focused in our Environmental Justice communities, not simply a 4-mile radius from the central city to provide safe networks of bicycle lanes, sidewalks, intersection treatments and other basic amenities that allow for the safe and convenient travel of residents in these communities.
Thank you.

Thank you for organizing this workshop.
Thanks to the Staff who have proposed excellent ideas towards a comprehensive active transportation and transit approach for the city.
I have lived in this area for 30 years, and during that time our air quality has declined. Sacramento is now the City with the 6th most polluted air in the US. I would like to see you do everything you can to help us earn a better ranking. Particularly as in 2021 the American Lung Association annual report clearly described the devastating links between polluted air and child health.
It will be expensive to move to active transportation and increased public transportation, but, it is pay now or pay later. Pay now to reduce greenhouse gas emissions through infill development and reduced vehicle miles travelled, or pay more in health costs and climate disasters.
City Council, please, fund the projects proposed by staff and allocate sufficient staff and resources to develop, fund, and implement these programs.

Thanks for this workshop. It's urgent to move beyond planning and to take action to build a real active transportation infrastructure. We are still far too auto-centric. I live in Curtis Park and try to bike to almost all errands. We need dedicated Bike Boulevards like Berkeley has. Pick the slow streets and let bikes dominate them. More parents, kids and elders will use bikes for their primary transportation if they are SAFER. Invite cyclists don't make it a dangerous choice, make it a safe choice. I also have a hybrid vehicle and try to drive on the battery. We need more charging stations in the neighborhoods. Make them as convenient as parking a gas engine automobile. every development should require rockstar bike parking that's safe. Every PUD should have ample bikeways and walkways. We should take maximum advantage of new development to require active transportation be prioritized. Accommodating biking is very cheap compared to auto infrastructure. vincent valdez

To reduce emissions from the transportation sector, please support clean and safe streets in all neighborhoods. A highly visible, and safety sensitive issue is the routes our schoolchildren take to school. I am especially sensitive to the routes to Sutter Middle School from Midtown to East Sac around the underpasses. Additionally, creating safe sidewalks for all residents encourages walking around our beautiful neighborhood. Having clean and safe streets reduces the amount of cars at schools at drop off and pick up, increasing safety for our youngest citizens.
This was brought to all of our attention when a mother was killed in the crosswalk at Phoebe Hearst Elementary School. The amount of traffic at this school has increased because families don't feel that their children can safely walk or bike to school. Please keep in mind that walking, biking and rolling to and from school can have a major impact on the reduction of greenhouse emissions while creating healthy habits for life.

As a resident of District 4, I support the City's plans to connect the bicycle network and build a bus lane on Stockton Blvd, and in general appreciate the effort to prioritize and find funding for active transportation. Built environments that promote active modes are critical to achieving the City's climate goals and providing a healthier, more pleasant environment for residents. As City staff evaluate local funding sources in order to match regional, state, and federal grants, please consider that the $9.4 million increase to Sac PD's budget in FY 2021- 22 could have funded approximately 180+ medium intersection improvements (using the cost estimates for intersections in the County's Active Transportation Plan). I encourage the City to get creative about funding in order to prioritize these important active transportation investments, and to commit to funding these Big Idea projects and others like them to really push Sacramento forward on climate action.

I am a resident of East Sacramento (newly in District 4). I am a mother of two young children and strongly support the prioritization of active transportation through increased funding and policy implementation. I bike regularly with my children, for recreation, errands, and school. I often hear from other parents that they would love to do so as well, but just don't feel safe. Infrastructure improvements for cycling would alleviate those concerns and help build a less car-dependent community, with individual and community health benefits. The current and impending impacts of climate change also require a shift toward public and active transportation. I want my children to grow up in a city where they can safely breathe the air and to have a future not defined by wildfires and excessive heat. Council should fund staff's current project proposals and commit to continued funding and development of active transportation projects to reach our climate goals and protect our future. Thank you for having this workshop. The temperature is in the 70s this second week of February and there is no rain in the forecast. Climate change is upon us and of course we must decarbonize. Transportation (primarily personal automobiles) is the biggest local carbon emitter. We are in a climate emergency it's time to act.
I appreciate the discussion in the staff report about the cost of car ownership. Perhaps the necessity of car ownership in Sacramento and the financial burden a car puts on folks causes a commitment to its use. Improving bicycle and bus infrastructure in the neighborhoods to increase safety and accessibility will help. Please explore ways to allow more households in Sacramento the chance to give up personal car ownership.
Thanks to City of Sacramento staff for this report.

Thank you for your efforts to make bicycling a viable alternative to the motor vehicle in Sacramento. I applaud your support for the completion of the Sacramento River Parkway through the Greenhaven/Pocket neighborhood.
However, I understand that staff is making no inroads currently on two other, badly needed sections of the Parkway: the Little Pocket and Old Sacramento. The Bicycle Master Plan envisions Class I bike trails through both, but the failure to prioritize or devote resources to these links in the Parkway will frustrate efforts to convince commuters that bicycling is safe and convenient. I urge the Council to instruct staff to fast-track these links in the Parkway to ensure that this multi-purpose trail fulfills its promise to give commuters an incentive to leave their cars at home.

I’m commenting today on behalf of Sacramento Area Congregations Together, representing some 56 congregations, as well as schools and neighborhood groups. Rooted in shared faith values, SacACT believes that equity must drive public policy, and in the potential for transformation of people and institutions. That transformation must include our transportation system, which is particularly unsafe in the neighborhoods expected to suffer the worst impacts of climate change, like extreme heat events. Active transportation and just getting to the transit stop are often just dangerous in parts of our city to the north and the south and southeast.
Choosing to do the right thing for the future of our children and grandchildren should not mean taking significant personal risk in the present. Let's apply the vision we're discussing this evening, and the transportation resources to support it, for safe, clean, active, and equitable mobility in neighborhoods too often left behind.

I'm a D7 homeowner and resident. My wife and I ride our bikes, walk, and use transit regularly. We also are a car- owning household. To be frank, we are in support of anything and everything that prioritizes non-car modes of transportation in the city of Sacramento. We both want to see Sacramento become a national example for a bike- friendly city. Just look at Paris—Mayor Hidalgo has taken bold action to make it safer and easier to get around without a car, and has succeeded spectacularly. There is a playbook out there. This will mean reducing street parking, getting rid of automobile traffic lanes, and slowing cars WAY down. Those things are all part of a good plan to reduce GHGs, eliminate traffic fatalities, and make Sacramento a more vibrant, thriving city. Please think big. Let's do this!

As an inhabitant of this city, I very much support a people-centric method of transportation for our city, one that is equitable to all different levels of income and race; and also one, that minimizes gas-powered vehicle in favor of walking and biking. This plan needs to have funding attached and and not be just a nice plan on paper. It needs to actually be implemented. We are in the middle of a world wide climate crisis and we, as a city, need to do our part!

As a resident of Sacramento who does not use a car, I welcome any improvements to biking and transit.
This "bold" action seems incremental rather than bold.
* It mentions research saying 5 miles is a commutable distance, then aims for a bikeway network covering 4 miles.
* Its "Bikeway Super Highways" are a list of routes that will not be used after dark – i.e. no work commuters will use these November - March.
* There is no link from M Street to Sac State. The current way to cycle from M St to Sac State is to cycle against traffic on Elvas (hundreds do this every day).
* There is no route between Natomas and downtown. I'm discounting the bridge behind Blue Diamond where there have been at least two murders in recent years.
I recommend a north-south and an east-west fully-protected, well-lit, two-way bike path. A simple backbone for cycling in the city. Use London as an example of what real cycle superhighways can do. Many arterial routes in London now carry more bikes than cars.

I cannot think of a higher priority for the City than to expand the network of fully protected bike lanes. The city is flat. Nearly everything is within 5 miles of everything else. A reliable network of fully protected bike lanes is the last obstacle to getting people to stop driving cars for most trips, which should be the city's top priority in order to reduce our greenhouse gas emissions and improve our air quality. The need for GHG reduction is obvious.
The air quality should be a higher priority. Sacramento's had 7 straight months without a majority of days with AQI below 50, and only 12 such months in the last six years. That kind of regular prolonged exposure to moderate and worse AQI is harmful to everyone, but particularly children, pregnant women, elderly, and others who are also most vulnerable to COVID. We need to get people out of their cars.
Specifically, adding fully protected bike lanes on H St. from Carlson to Sac Valley Station would be an obvious improvement.

I commend the Council for declaring a climate emergency in Dec 2019 and for the actions it has taken since then.
But, to meet its carbon neutral goal, the Council must address transportation uses, as the transportation sector is the biggest emitter of greenhouse gases. I worked in Sacramento for over 30 years, commuting from nearby communities, and I shop, dine, and visit within city limits frequently. Sacramento needs a public transportation system that provides transportation within the city to residents and to those like myself who come on a regular basis. Area parking lots for out-of-town people and a more complete bus system would reduce the use of automobiles and support the city's economy and tourism. I urge the Council to expand its public transportation system, and to continue supporting bicycle and electric scooter uses. Thank you. Jane Lamborn, [email protected]

The city declared a climate emergency in 2019 but has a long way to go still to reach critical goals. Sacramento must shift away from the existing transportation policy focused on personal vehicles. The climate emergency and equity for all residents requires a multimodal approach moving people, not vehicles. This is best accomplished with complete streets, efficient multimodal corridors interconnected including vehicle free zones to provide safety, improved air quality, reduce congestion, and improve accessibility.
Prioritizing active transportation and public transit projects to compete for federal funds and state grants is a critical step. Combining landuse and transportation decisions in support of active transportation and public transit is also critical and not being adequately considered now. Fixing this requires council direction and adequate resources be provided to staff with clear expectations, metrics and regular evaluation to determine how well set goals are being met.

I wholeheartedly support the City's proposals to ramp up active transportation and public transit! Active forms of mobility (walking, cycling, including to/from transit facilities) is a win-win strategy for climate and public health.
Transport-related physical activity improves our health and well-being, helping to prevent or reduce the burden of chronic conditions like heart disease, diabetes, obesity, depression, certain Cancers, dementia, and more. Active transportation should be prioritized per the City's Mayors Climate Commission's "loading order" for mobility options: active transportation first followed by public transit, and then ZEVs. Active modes of transportation helps to fight sedentary lifestyles (which vehicle-based solutions are not able to match, no matter how zero their emissions are). Active and public modes are also not only healthier but more equitable. Let's get Sac active, and make the healthy, affordable, safe, and low carbon mobility choice the easy choice! Regan King

Thank you for your thoughtful attention in this workshop. Transportation improvements also attract outlying residents to recharge by visiting outlying and downtown neighborhoods on a bike. I've enjoyed the American River Parkway bike trail between Sacramento and Folsom for over 20 years. However, the abrupt and dangerous transitions between bike and motor vehicle traffic often keep us from venturing further into Sacramento neighborhoods or result in us spending less time there. Removing barriers to taking a bike instead of your car has multiple climate, health, and economic benefits. Please make our streets safe for cyclists and motorists by supporting your staff's recommendations and allocating more funding and staff.

I support the City taking actions to more closely align with realizing its commitment to nearer-term GHG emissions reductions as established in its 2019 Climate Emergency Declaration.
People-serving transportation should be funded as a means to improve safety and access while reducing VMT and GHG emissions.
As a lifetime resident of Sacramento, the only time I've felt a genuine sense of connection and comfort in transportation has been as a student - utilizing buses as public transportation, and the American River Parkway to bike to Sacramento State University without having to worry about vehicle exhaust and the other potentially fatal risks of riding alongside them.
Getting to, from, and around the places we live, play, learn and work should be an easy and safe process for all Sacramentans, and that means shifting away from transportation and urban planning centered around cars.

As a resident of District 5 and bike commuter, I wholeheartedly support the staff proposals to improve and connect our bikeways, as well as develop a bus/bike lane on Stockton Blvd. The council made a commitment to climate action, with emphasis on doing whatever it takes to reduce emissions before 2030. Funding bike lanes that improve public health & safety, reduce opportunities to travel without a car, and help meet out emission reductions goals? Sounds like a very smart investment. The measures in this proposal are only $200 million. I say ONL Y , because the current Caltrans freeway expansion on Highway 50 is over $400 million dollars. Y es! Y es! Y es! Just do it!
The benefits of active transportation and mass transit to climate, air quality, personal health, quality of life and the economy are so well documented that funding these projects is a no-brainer. Some parts of our city have excellent bits of cycling infrastructure, but they're so disconnected as to be almost useless. Some parts of our city, especially in some of our more disadvantaged communities, have almost no cycling infrastructure. At my last job, there was no way safe way for me to cycle to my office on Fruitridge Blvd. I ended up creating a circuitous seven- mile route with 25 stop signs and traffic lights. And even then, portions of my route were still unsafe. No wonder more people don't walk or cycle!
If you build it, they will come! Please commit to funding these projects.

As a resident in Council member Jennings’ district I thank the Mayor, Council and staff for this workshop. The Council declared a climate emergency December 2019. It has taken some first steps, e.g., building electrification ordinance. BUT we are nowhere close to meeting the city’s goal for carbon neutrality. Please take bold actions to adopt policy guidance to reduce vehicle miles traveled with a focus on equity: De-carbonize our city and improve public health; Fund people-centered places; and Reduce reliance on private automobiles. Transportation is the single biggest emitter of greenhouse gas emissions (over 50 %) in Sacramento. Electric vehicles alone are not the answer. This has many benefits: reduces GHG emissions and traffic congestion, improves air quality, safety and equity. I have reviewed the workshop report and support the staff proposals, including funding and staffing. It is time for action to ensure the city’s sustainability for generations to come. I strongly support closing the gaps the bike way network especially on the Jack Rabbit Trail. In addition, pedestrian/bike crossing are desperately needed on the Jack Rabbit Trail intersections of Arena Blvd and Club Center Drive! Those two intersections have no pedestrian crossing make the trail very difficult to ride on bicycle safely. Another area that desperately needs a pedestrian/bike crossing is the Fishermans Parkway at San Juan Road near I5. San Juan Road has a lot of traffic that very fast moving. Crossing San Juan Road from north to south to access the Fishermans Parkway trail is very hazardous.

For many years, Sacramento has ranked among the cities with the worst air quality in America and with the fewest number of protected bike lanes (in 2017, we ranked dead last among the 40 biggest cities, and since then we've only added a few miles of protected lanes). Other cities are light years ahead of us in terms of protecting their environment. We need to do far more to prioritize clean air and active transportation. And while the city has expressed a sense of urgency verbally many times and taken small steps, it hasn't yet been backed up this critical local and global emergency with the kind of funding and urgent action that is needed. I hope this time will be different. It needs to be.

Thank you for holding this workshop. As a resident of the suburbs, I love to cycle into the city to restaurants and to visit friends. I have a difficult time finding safe bike routes so would appreciate more well marked bike routes to facilitate safe cycling in the city.
I'm also concerned about air pollution and on days with bad air quality, I don't cycle. Since over 50% of Sacramento's GHS emissions comes from transportation, building more bike routes, making walking routes pleasant and safe and increasing public transportation would decrease the bad air quality days and allow me to cycle more days. I'm counting on you to make a positive difference in the quality of life for those who live in Sacramento and the surrounding suburbs. Thank you so much.

The City of Sacramento does not currently authorize electric car charging stations located in the parkway between the sidewalk and the street. Many homes in the older neighborhoods including ours in Curtis Park do not have off street parking or an alley behind their homes. Thus we cannot charge an electric care without putting power cords across the public sidewalk which we will not do for public safety reasons. Many multi family homes do not have off street parking thus if the city intends to encourage electrification of transportation in private cars, this policy must change.
Please address this issue with specificity and authorize encroachment permits so we can do our part to decarbonize transportation. s/ Harold Thomas

I am a professional environmental scientist who has been following the heating of the climate pot for over 40 years. It is so far past time to take meaningful action that now our actions must be extremely aggressive to maintain a recognizable planet. I support City staff proposals as a first step of many that are needed. Please continue to work as fast as possible to reduce greenhouse gas emissions in and associated with the City.

As a multi-decade Sacramento bike commuter I appreciate that the City has worked hard to improve City biking.
As a visiting bicyclist in London, where biking culture is ingrained, I know more can be done here. As a grandfather concerned about climate change I understand it’s imperative to replace outmoded auto-centric transportation and land-use paradigms. The general plan/CAP process is the time to do that.
The Mayors’ Climate Commission points the way to reachthe City’s climate goal and create a human-scale, livable Sacramento, with good air quality (ours is dangerous), better public health, less congestion, and efficient, affordable transportation options for all.
Please think big and act now. Fund staff’s proposed projects, position the City to take advantage of federal and State grants, and allocate resources for program development. It’s not a time for business as usual. Let’s create a far-sighted legacy for now and the future.
Thank you very much

One of the keys to shifting transportation from a reliance on cars is where we build housing. Increasing density by allowing zoning that supports density, the elimination of the single family home zoning and the increasing density near transit corridors removes long-distant communters by linking housing near work and transit.
Increasing financial incentives to build density near transportation corridors is also key - Housing for all income levels.

The Active Transportation Commission submitted a letter to City Council recommending that city ordinances be amended allowing charging stations for shared rideables allow advertising in the public right of way. Making this amendment to city ordinances has the potential to increase reliable transportation options not only at no cost but a revenue generator.

When I managed grant programs a CA Natural Resources we funded Active Transportation projects all over the State. Sacramento was historically at the bottom of the list for getting these funds, while East Bay Parks and Rec (EBRPD) has one of the most impressive programs. It's embarrassing we are so far behind these best practices.
Please look at all the biking programs on their website (https://www.ebparks.org/recreation/biking) from loop trails to commuter permits. Check out their amazing brochures - to help consumers utilize the facilities. Please please travel to Alameda County and see the routes in person. Talk to Staff about their pride in the program - and how they build on it each year (INCLUDING GETTING TONS OF FUNDS FROM THE STATE!) Our wonderful AR Bike Trail used to be a model Statewide. It's time for Sacramento to move into the 21st century of Active Transportation.

We could have a much cleaner county by increasing the frequency and quality of public transportation. I support more bus routes and better working conditions for bus drivers. We also need more transportation services for the blind and disabled, assuring that people can rely on special transit for get to work and appointments on time.

Bikeway Super Highways
Bicycle highways would be great if they weren't lined with homeless and covered in trash. How many commuters utilize the Sacramento Northern Bikeway Trail now that it has been taken over? What will the City do to clean, enforce, and ensure that they are safe, pleasant routes that can be utilized by all? If not, they will not be used and people will instead continue to drive.
North Natomas
At the City's General Plan/Community Plan Update meeting, most of the attendees commented on making Natomas roadways and overpasses better for pedestrians and bikes. The goal was to connect North Natomas east and west over I-5. None of these recommendations were carried over into the proposed planning documents. Why would anyone is North Natomas bike on these wide, unsafe roads and try to cross freeway onramps and offramps that are designed for high-speed vehicle movement.
Don't give us more words and platitudes. Show us that you actually mean what you say.

Hi, I live in District 7. Thanks for taking the time to attend this workshop. Improving transportation in Sacramento is one of the ways the Mayors' Climate Commission identified to help us meet our goals for a safe climate. I have been a bike commuter in Sacramento for 30 years and what I notice most is that in the central city we have fairly safe streets for riding, but in the south and eastern areas the major thoroughfares are dangerous. And these are the areas that really need economical transport on bicycles. Please make our streets safe for bikes, by supporting the recommendations of your staff and by allocating more funding and staff to this important business.

I live in E. Sac - District 3 and I commend the City Council for its open-mindedness and consideration of smarter urban planning, but I would love to see some more commitments! The city has some bike lanes in key areas but they could be further protected from cars, both on E/W and N/S routes. As you may know from experience, people care about trip safety on the road / in public transit, road congestion, predictability of travel time and air pollution. Of 24 major cities surveyed by McKinsey, they found unsurprisingly, that these are THE priorities AND that surveyed residents applauded revitalized public transportation and active transit implementation for all these reasons. Look at the cities that thrive; they are walkable, healthier and less stressful, and businesses will thrive once people can better access their storefronts, so take a deep breath, and a step forward toward active transportation and prioritize safety and health : )

Sacramento Area Bicycle Advocates thanks you Mayor and Council for holding this important workshop. We are at a crossroads where it's time to decide - move into a cleaner, greener, more sustainable future, or do nothing.
The pandemic has been the biggest disruption of daily life in centuries and now we have an opportunity to make a shift in how we move people throughout the city. We urge you to adopt policies that reduce auto-dependence, and instead, prioritize infrastructure investment for walking, rolling, and transit, while first considering historically disadvantaged communities. We urge you to prioritize moving people over cars and make our city, cleaner, more livable and sustainable. Attached you'll find our letter endorsing the concepts in this workshop and a petition with over 1300 signatures urging you to act. We must do more and we must act quickly.

Thank you for holding this workshop. To address the climate emergency, the City should invest in low cost, safe, reliable transportation alternatives to driving. Poor people need safe bike lanes, e-bikes, and FREQUENT buses to get to jobs and services. I travel on Stockton Blvd frequently and often see poor people riding bikes in unsafe conditions. Better transportation alternatives can lessen homelessness as poor people can access jobs/ services.
Middle class people need incentives to refrain from driving. For example the State pays me $20/month when I ride my bike to my state job and I don't have to pay for parking. Perhaps the City could reward private employers who provide similar incentives to their employees.

The Environmental Council of Sacramento (ECOS) thanks the City for this transportation workshop.
Transportation accounts for over half of the City’s greenhouse gas emissions. Given this, we urge the City to transform its transportation priorities to address climate change and make a better environment for its citizens.
The transformation should reduce auto-dependence, prioritize infrastructure investment for walking, rolling, and transit, while first considering historically disadvantaged communities. To make the most of the transformation, we urge the City to intentionally integrate new development and transit (light rail stations and major bus corridors) in a context of “complete streets” as this integrated approach can alleviate the affordable housing crisis, create memorable, safe, and enjoyable new public spaces, and lessen pressure for development of car-dependent suburbs in outlying areas.
Finally, we urge the City to seriously fund the transformation described above.

Thank you for having this workshop! I urge the Council to commit to Active Transportation to fight climate change by putting more funds and implementing actions that will reduce Vehicle Miles Traveled. Treat bicycling as a priority by creating a low-stress bicycle network throughout the city! Do some demonstration projects in underserved areas that make it safer to bicycle to destinations, such as schools, light rail stations, community centers, parks and libraries! Put in protected bike lanes where there are lots of fast-moving cars and get serious about the Vision Zero goal of no fatalities!
The City Bikeway Master Plan showed the population divided this way: 33% will never ride a bicycle, 1% fearless and will bike anywhere, 7% confident and will cycle with traffic, and 60% interested but concerned, who like riding bicycles but don't ride much because they don't feel safe; they need a low-stress network! This is the group we need to focus on! Make it safe, and fun, to bike more.

Thank you for holding this workshop. I feel we must shift from a transportation policy that focuses on cars to one that focuses
on how people move from place to place. Cycling, walking and public transportation are in need for more support and major upgrading to help make our city a healthier and better place to live. I feel this pandemic has started to make transportation changes for us by creating a society where people are working more from home and unclogging the streets. Now more than ever is a time to change from the American tradition of cars first and make some major changes. Thank you for your time.

Hello,
I am commenting as a concerned citizen, parent, and advocate for safer streets & climate smart initiatives. Thank you Councilman Guerra, my representative, for the pilot project Slow Streets in Tahoe Park, a much appreciated initiative. Thank you Mayor Steinberg and our City Council for holding this workshop. We must prioritize and fund active transportation and public transit. Active transportation is the least expensive option with the highest return on investment. Walking & biking are the healthiest modes of transportation and a connected bike network of safe streets, trails and paths to get in & out of the city from all communities in Sacramento should be the 1st funded & highest priority. Too many of our under-served neighborhoods have been shorted on important infrastructure to make their communities safe; safe streets, safe places with good light and trees for shade in the summer. It is time for much needed infrastructure so that all of our communities have safe streets.

When is Howard Chan and Tom Pace going to hold Phillip Zimmerman accountable for the mismanagement of Front Street? If you don’t want to provide this public service which we pay you to do, then close it down and contract with those that will do the job for you. Why should our tax dollars continue to be wasted on you when the money could be better spent on those who will actually care for these animals? Time and time again he stalls and throws out new catch phrases and you are so blind or stupid that you continue to let it happen. Do you ignore this problem because to you the pets are not worthy of your time? Well pets to us are family. They are for some of us like our children. They deserve a chance in life. They matter to us.

When will this council stop carpet bombing district 2? Y ou buried us with cannabis. Then, you allowed FOUR low income housing projects in Woodlake and a 5th a block away. I hope you understand the homeless situation in D2 - if not check the crime statistics. Today I'm wondering why the city is trying to PERMANENTL Y STEAL our historic Woodlake Clubhouse? in a back room deal you thought it would be fair and a good idea to take our clubhouse from us with no notice whatsoever? We have asked for 10 years to have access to that building. We have paid $50 an hour for community meetings, candidate forums, Arborist meeting, art shows etc. We still struggle to get access because of the paperwork, key access and the price. While other districts enjoy access to community buildings - we meet at a pizza place. Stop the steal of our clubhouse. Stop the back room deals and bypassing of the public. We want the same rights to park facilities. And in the name of equity? We really should have more.

The current operations at Front Streeet are a travesty. We should just call it the Front Street POUND. At the Dec 7th city council meeting Howard Chan told Vice Mayor Angelique Ashby he would work to get Front Street back to pre covid service levels. 3 weeks later they closed again. There intake 2021 of animals was down 50%, where did those animals go? What did they spend budgeted monies on? Tom Pace and Phillip Zimmerman at a Jan 4th meeting made it clear they had no intention of resuming pre covid services.
Who's in charge in Sacramento? Please let us know so we know who can help us help community animals who need a shelter as they have no where else to go.

Please hold the Front Street Animal Shelter accountable to their hiring goals, as management there has repeatedly cited being short-staffed as the reason they cannot return to pre-pandemic operating capacity. The public is sick and tired of excuses for these vacancies when their budget or the current employment climate do not reflect the supposed difficulties they claim to be facing in filling critical roles. Keeping the shelter doors open and ensuring intake for stray, sick, and injured animals is as accessible as possible is the best way to protect both the safety of animals and our community at large. We need city officials to investigate what is truly driving the prolonged closure and significantly reduced services, the share the findings transparently with the public and then swiftly remedy the root causes of these problems. This situation is already untenable, with the burden of animal welfare falling on the public while our tax dollars are funneled into a shuttered shelter.

Another week has gone by with NO CHANGE in status to Front Street's services. Council handed over almost a million to them, with what seemed like a directive to reopen with pre-pandemic services. Front Street leadership is going to take that money and file council's directive away as nothing more than a suggestion. The public is still being advised to leave found animals in the street. Animal people are passionate. They are passionate with their votes too. The city USED to have a shining example of what a shelter could be and become. As of late it's being patched up with plywood & nails (check Front Streets Facebook for that reference). And that "fix" is neither structurally sound nor sustainable. Reopen the shelter!!! 909 12th Street. Ste 110 Sacramento, CA 95814 www.sacbike.org February 7, 2022 Dear Mayor Steinberg and City Council members, The Mayors’ Commission on Climate Change set out a climate vision for Sacramento that could usher in a cleaner, healthier, and in the end, a more prosperous and progressive city. In 2019, City Council adopted a Climate Emergency Declaration, and since then work has begun to align climate plans with the general plan and the transportation priorities plan. We applaud our leaders who have taken steps to start us down this path, yet, we must do more than plan, we must set our priorities, commit funding, and we must act. SABA, with support from Breathe, CA, ECOS, Civic Thread, Valley Vision, and the Midtown Neighborhood Association launched a petition to gather input from community members on the topics to be presented in the upcoming transportation workshop. Over 1300 individuals signed on asking you to make active transportation a priority (see attached document). It’s clear from the number of signees that a change is paramount if we are to meet our climate goals. Cities around the world have made incredible strides in recent years to reduce VMT — from pandemic responses in places like Bogota, London and Milan. Closer to home, big changes have taken place in the nation’s capital, Minneapolis, Chicago and Los Angeles; these cities have doubled their bicycle lanes, while New York and Seattle have more than tripled theirs.1 This has come to fruition because residents demanded it and local leaders prioritized it. We don’t need to return to business as usual, the pandemic has fundamentally altered our way of moving about. We need to rebalance our streets; reallocating road space in favor of people – including complete streets, road diets, shared streets and projects that are dedicated to walking, biking, and micromobility. We ask that you prioritize moving people, so that we can live in a cleaner, healthier, livable Sacramento. We endorse the “Big Idea” of a “seamless connected bike network within four miles of the Central City by closing gaps in the network and calming traffic”. In addition, everyone should be able to access this network within a quarter mile of their home and that closing the gaps in the existing network should be at the top of the funding list. A seamless, connected, low-stress regional network of bike lanes and trails would expand mobility options, increasing access to employment, health services and other resources. This network would be especially meaningful for populations that are underserved by, yet depend on, public transit. While Sacramento piloted a Slow and Active Streets project that had mixed success due to lack of implementation time, we think that the City should not turn away from the concept of car-free streets 1 Is the U.S becoming more bike friendly? National Geographic: https://www.nationalgeographic.com/environment/article/is-the-us-becoming-more-bike-friendly#:~:text=Between%201991%20and%202021%2C%20there,Seattle%20more%20than%20tripled%20theirs.
909 12th Street. Ste 110 Sacramento, CA 95814 www.sacbike.org and districts. We endorse establishing car-free districts on weekend nights in areas that offer local commerce, recreation and the arts and culture, or permanently closing streets limiting access to areas by bicycle, walking, and micromobility. Cities around the world are implementing this concept, helping to shift the pervasive mindset that a car is the only way to get to around. Research has proven that expansion of bike lanes into communities of color can be a signal of impending gentrification, which can exacerbate issues of equity2. We both endorse the idea of bicycle superhighways coupled with deep engagement from our traditionally underserved communities. We ask that our local government work collaboratively with communities to prioritize equity for planning, funding and implementation of these important transportation projects. In light of the recent death of Lupe Jimenez Brown by a speeding driver while walking her kids to school, we endorse this “big idea” too: bring a Safe Routes to School program to every school in Sacramento, reducing speed limits around all of our schools and recommit and fund the City’s promise of Vision Zero. Sacramento needs a bold vision for transportation in which everyone can affordably, reliably, and safely reach their destinations — a vision that centers the needs of working people, makes our communities more connected, and leaves no one isolated. It requires more than steps towards electrification of vehicles, which remains financially out of reach for the majority of our citizens, does nothing to reduce congestion and will take decades to fully implement. It requires attention to a bold vision that we can move on right now, to reduce vehicle miles traveled by all of us. It requires a mode shift from moving cars to moving people. Our big idea is for you, our leaders on council and in public works, to prioritize, commit to, and fund the proposals brought before you today and to push for more. These ideas brought to you today are a good first step, but there are many big steps to take to help Sacramento become a world class city for biking and walking. Anything less is unacceptable. Allocate sufficient staff and resources to develop and implement these big ideas. Our community members are counting on you to set the vision, commit to allocating resources and to act so that Sacramento is among the best cities to live in for generations to come. from petitioners: I believe that this is Sacramento's window of opportunity to make the changes necessary to make our city livable by walking, biking and rolling! The climate catastrophe barreling down the tracks toward us is something that requires urgent action...not just to make alternatives to autos viable, but to make neighborhoods that support walking, biking and transit by design. These are mixed-use (commerce and offices among the residences), mixed- Petition to Support Biking, Walking and Rolling in Sacramento https://sign.moveon.org/petitions/support-walking-and-biking-in-sacramento 1323 signatures as of 5:00PM on 2/7/22 19 density (low incomes accommodated), pedestrian-friendly neighborhoods...essentially like most of what was built before 1950, and is still valued. The thought of cycling in this city is terrifying. I bicycle for almost all of my local trips and agree that we need much improvement to make it safer and to encourage others to ride. Some parts of town are terrifying for cyclists! Have been commuting to work mostly by bike almost daily had many cars almost hit me when I had the right of the road to be there. Encouraging more people to get on their bikes with safer bike lanes and increased connectivity is going to make the City healthier place to live and support more sustainable development. I am sick of cars and inadequate driver sensitivity training. safe bike routes now!!! We need to build on our existing bicycle infrastructure to make Sacramento a world-class bicycling city! We deserve safe and comprehensive bicycle infrastructure. If our city prioritizes bikes, people will begin to prioritize bikes for their short trips!
