Description/Analysis

Issue Detail: In 2021, City staff worked collaboratively to advance the ambitious tasks of the 2021 Climate Implementation Work Plan (Work Plan). This report serves as a quarterly update and annual report. Although the Work Plan identifies climate tasks staff prioritized for calendar year 2021, efforts are ongoing. Staff have achieved key milestones, with extensive involvement across numerous departments. In 2022, staff will continue to advance tasks delayed in 2021.

Accomplishments in 2021 were highly collaborative with City departments. Milestones achieved in 2021 include:
• Establishing the Office of Climate Action and Sustainability (OCAS). • Hiring three new full-time staff positions and supporting the filling of two re-purposed vacancies.
• Implementing projects with departments identified in the Work Plan, including those funded by City Council’s $4.4 million one-time allocation, achieving milestones for electrification, transportation, on-site water reuse, and more. Activities largely fall in three main categories, as follows.
o Establishing internal processes and coordination, such as the City Green Team. o Launching significant outreach efforts, including the Environmental Justice Collaborative Governance Committee (EJCGC).
o Advancing new critical policies and standards, like the New Building Electrification Ordinance and Electric Vehicle Infrastructure Ordinance. o Kicking off new planning efforts, like existing building electrification, active streets planning for environmental justice neighborhoods, and on-site water reuse.

Additional detail on milestones follows in the Background section of this report, and in Attachment 2 (2021 Quarter 4 – Status by Task). In 2021, staff completed 10 of the 54 Work Plan actions (19%), with 24 actions still in progress (44%). Delayed tasks include several internal-facing efforts as well as community outreach, for which staff capacity has been constrained due to extensive work for several community-facing climate initiatives. Planning is underway for 19 actions (35%), with only one task not yet initiated. A key lesson in 2021 is the challenge of the extensive staff time required for new and emerging climate work, which involves a range of cross-sector stakeholders and issues.

At staff’s previous quarterly update to Council on October 12, 2021, City Council requested a future workshop to discuss key issues. Preparation is underway for discussions as follows:
• The first workshop is scheduled for February 8, 2022, on transportation issues, including big ideas and opportunities.

• A second City Council workshop will be held in spring 2022 on accelerated climate scenarios, following release of the City’s Climate Action and Adaptation Plan (CAAP). • Staff are also preparing for a “Clean and Green” workforce update, planned for the first half of 2022.

Ongoing success will depend on mobilizing significant partnerships, regional support, and new funding sources. In 2022, OCAS priorities include advancing citywide climate outreach and performance and implementation tools, as well as supporting successful completion of the CAAP. A list of 2022 tasks is available in Attachment 3 (2022 Tasks), including both ongoing tasks from the Work Plan and next steps. Due to overall delays in the 2040 General Plan schedule, the CAAP release is anticipated for spring 2022. Additional collaborative efforts are underway with other departments, including the Existing Building Electrification Strategy, municipal retrofits, active streets planning, water reuse efforts, tree planting, green workforce partnerships, and more.

Policy Considerations: City Council has prioritized rapid action and leadership for climate change. The tasks described in this report advance the City’s commitment to achieve carbon neutrality by 2045 (Resolution No. 2019-0433) and key strategies of the 2040 General Plan update (Resolution No. 2021-0022). Additionally, these tasks also advance the City’s commitment to “maximum feasible efforts to implement emergency-speed carbon reduction actions towards eliminating emissions by 2030 as much as possible” (Resolution No. 2019- 0465).

Economic Impacts: None. However, advancing Council’s vision for climate action includes increasing high paying clean and green jobs in a range of manufacturing, technology, construction, food, and transportation sectors.

Environmental Considerations: This report does not involve activities that constitute a “project” as defined by Sections 15061(b)(3) and 15378(b)(4) of the California Environmental Quality Act (CEQA) Guidelines.

Sustainability: Implementation of the Work Plan ensures continued sustainability progress, kickstarting implementation even as numerous planning efforts are still underway. In 2022, outreach and engagement will more broadly engage the community in sustainability issues such as electrification, biking and walking, and preparation for extreme heat and weather events.

Commission/Committee Action: City staff continue to participate in the Sacramento EJCGC.

Although not a formal City committee, the City funded the first six months of the EJCGC’s operation in 2021. Discussion topics in 2021 included electrification, transportation, tree

City of Sacramento

plantings, emergency response, and CAAP strategies. The EJCGC is led by Nailah Pope- Harden with ClimatePlan as a community-based effort, with the intent of informing and advising City climate efforts and building community capacity. In 2022, the EJCGC is expanding for countywide representation.

Rationale for Recommendation: This report is a quarterly informational update on progress, including a recap of key accomplishments in 2021. The report also serves as an interim update in advance of the CAAP release and subsequent workshop on accelerated climate action scenarios.

Financial Considerations: Funding for implementation of the Work Plan was allocated through the Fiscal Year 2020/21 Midyear Budget to the Climate Action Initiatives Program (I02002300), the Energy Efficiency Reinvestment Program (C13001900), and the Active Transportation Program (T15180400). Staff will continue to work on identifying new funding sources. Anticipated funding opportunities include the Infrastructure Investment and Jobs Act of 2021 and new state climate funding allocations.

Local Business Enterprise (LBE): Not applicable.

Background: In 2021, OCAS supported the rapid implementation of urgent climate initiatives, working collaboratively to support numerous departments. As further detailed in Attachment 2, the following list summarizes key Work Plan milestones achieved in 2021; implementation is ongoing. Milestones include:
• Enhanced communications with a new climate webpage
1, quarterly updates to City
Council on climate progress, and engagement like the 2021 Earth Day clean-up event. • Convening the internal City Green Team for City departments. • Launching the EJCGC with ClimatePlan and participating in EJCGC meetings. • Supporting updates to the City’s telecommuting and procurement policies (in process). • Adoption of the New Building Electrification Ordinance and EV Infrastructure Ordinance, preparation for the technical panel, and contracting for consultant support to prepare the Existing Building Electrification Strategy.
• Securing $2.7 million of state and regional funding for the Electric Vehicle Phase 2 Blueprint implementation project.
• Operating a six-month Slow and Active Streets pilot, and kicking off three active streets plans for biking and walking in environmental justice communities. • Financial support for RydeFreeRT.
• Convening the four-part “Clean & Green” workforce discussion series, and consultant analysis of green workforce opportunities.
