The funding allocation is ESSENTIAL to ensure disadvantaged neighborhoods get the support they need to enrich their youth. Art is a valuable and powerful tool to express oneself and the community the artist is in. The more youth in disadvantaged neighborhoods get the opportunity to practice art, the more powerful their voices will be.

When Sleep Train Arena was built, it was more than an empty field in the Natomas farmlands. I am in full support of this hospital because it means more than replacing the old primary arena of Sacramento. It means redefining Sacramento. We became the city of basketball after the Kings arrived and now we will be the city of medicine and healthcare. The mission of Bigger than Basketball continues today and I'm supportive of the possible partnerships with our local schools in addition to another medical university in the city.

I just wanted to say that innovation park in Natomas would be a huge surplus in our community for many years to come. A medical facility is always been a huge need in this area and we’re finally getting a chance to take a vantage of this Arena reuse and the best way possible this will create jobs locally and will help out many other Natomas Residences and Businesses. I wanted to thank Angelique Ashby That I known for years has been speaking this project to existence and I love her for that thank you for caring about Natomas looking forward to seeing this project come into fruition. There is no other better way for the Arena Reuse. Thank you for your time again

As a resident of Natomas for the past 40 years, and a KINGS season-ticket holder since the 80’s; I without hesitation am in strong support of this project. The projects will bring much needed life back to the area! Something we have needed to happen since the KINGS left. Unfortunately, our businesses, especially restaurants (many have closed) have suffered tremendously! I urge you to VOTE YES! Walker Powers

As we stand here with the amazing opportunity to reinvest, reinvent and recreate the urban park landscape with the remodeling of the art deco building soon to welcome The Latino Center of Art and Culture (LCAC), the community would benefit by configuring a public bathroom into the existing structure. Creating more accessible and equitable urban parks with public infrastructure intentionally benefiting everyone is critical to developing a sustainable community. Once a bathroom is built, more people would walk, cycle, or use public transport while it would also introduce an element of cost savings (portable bathrooms would no longer be needed). When complete, it would be really unfortunate to learn that almost $3,000,000 of public funds invested did not include a public restroom benefiting everyone. Honorable Mayor and City Council Members-
As a local taxpayer and Sacramento resident of over 27 years, I urge the City Council to approve this development, which will have beneficial regional impact and is long overdue as part of the City's approval to support the Sacramento Kings relocation from Natomas to downtown. The proposed development will create high-paying jobs resulting in tax revenue from employees that work and shop locally, and attract quality development that will benefit the tax base of Sacramento County. This development will help Sacramento continue to thrive as it seeks to recover from the Covid-induced economic downturn. New jobs will be created and the development can serve as a magnet to attract new businesses to locate in Sacramento. This project is a win for Natomas, Sacramento and the entire Sacramento metropolitan area.

Respectfully submitted,
Kanon R. Artiche

The Calfornia Northstate University Teaching Hospital will become a valuable resource for the entire Sacramento region. As we have learned during the past two years, there are not enough hospital beds for our growing region.

The plans for the development of the hospital are incremental and well-developed. The physical plant is creatively designed and provides a focal point for the area. Several thousand well-paying jobs come directly from this project, and several thousand support service jobs will also be created. This lifts all of the City of Sacramento.

Please support this application for the good of all Sacramento residents.

As someone who's concerned not only about the economic success of District One but also the greater economic success of Sacramento and our region, I'm in strong support of this smart development project as it will be a significant economic engine. I appreciate the introduction and eventual approval of the project labor agreement.

This project is a win for all involved, and especially impactful - in a very positive way - for the citizens of Sacramento.

This is a beautiful opportunity for our Sacramento community! For too long, Arco Arena has suffered in a state of disrepair. We dreamt of a hospital and a zoo. Now, we have the opportunity to realize a hospital, which is no.1 on our wish list. We so appreciate all the hard work and determination of our public officials and the CNU leadership team to make this monumental project a reality! This is not just going to benefit the Natomas area but also for the entire Sacramento region.

We urge you to strongly support and vote for the Innovation Park Development and CNU Medical Campus. This should be a priority for our community, and I hope that the council members listen to their constituents and fast- track this project.

As a resident of North Natomas, I want to voice my support for this project. Sacramento thinks big and just as important as the downtown center arena, expansion of the convention/community centers, and development of the rail yards are to its future, is the North Natomas Arena Reuse site. In 2011, the Sacramento “Think Big Natomas” committee found the highest use for this site was health care and education. Here we are in 2022, the California Northstate University Hospital Group, the Kings Organization and the City are bringing us a medical center and teaching hospital. The magnitude of this project for the California Northstate University Medical Campus as an employment and economic driver cannot be overstated…for arena reuse, for North Natomas, for the City and for the region. I respectfully urge your “aye” vote.

This is an important project and opportunity for this area to be revitalized and brought back to life. The projects and development that is being presented will provide many sustainable middle class careers to the surrounding community members. The construction itself will allow many union building trades crafts the work needed to provide wages, healthcare, pension, education, and other benefits to more of the community who wish to pursue those careers. It will allow those hard working community members to work closer to home and spend more time with their families. I SUPPORT this development and encourage the council to as well.

As a child of Sacramento and more specially Natomas, I fully endorse the proposed plan for the re-use of the Arco Arena location. One of the main reasons why I chose to join Crown Downtown was because we believe this entire project was bigger than basketball. One of the criticisms of the Kings moving to a new downtown arena is that it would be shifting the economic benefit from one location to another. This medical campus is going to prove those critics were wrong. This is going to be an economic benefit to Natomas for decades to come. This has always been about being bigger than basketball. And this is a strong example of that mindset.

I want to show support for this project. As a founding member of Crown Downtown, the goal of redevelopment of this site is important not just for the immediate Natomas area/residents but also the Sacramento region in general. Projects like this will provide good paying jobs, both during design/construction and also long term. It also provides a great benefit to the community as a teaching hospital/medical campus.

My thanks to Angelique Ashby for being a determined supporter of the G1C arena as well as pushing to improve Natomas and Sacramento once the G1C was completed. Both the City and the Sacramento Kings should be proud of this proposed project and potential re-use of this site as such a positive and helpful improvement for our community and region. Thank you to all involved that made this a possibility.

Over 10 years ago we began this journey to help advocate for our community to help keep the Kings in Sacramento with a new downtown arena & a Natomas reuse as a second economic engine.

A new medical campus & teaching hospital, a pharmaceutical school, a nursing school, a dental school, housing, a child care center, a care facility for the elderly, a labor workforce to the tune of $600 million per year, 900 construction jobs, 3,000 medical related jobs, & in a 10-year period could reach 87,000 jobs & a $12 billion economic engine & so much more.

That's a whole lot better than another shopping mall or auto mall.

When we declared keeping the Kings in Sacramento was bigger than basketball, you can clearly see it really does.

Thank you to the city of Sacramento & the Sacramento Kings for keeping an open dialogue with us throughout this process & their tireless work. Also thank you to the Kings for providing the 30 acres for this incredible project that is truly #BiggerThanBasketball

As a member of the community based organization, CrownDowntown, I want to go on record to offer my full support of this project moving our SACOG Region forward. I want to thank both Angelique Ashby and Sacramento Basketball Holdings, LLC for working together and behind-the-scenes to bring this important economic engine to fruition to both the planning commission and now, ultimately to the Sacramento City Council for a monumental leap forward this evening. Great land uses like this one, and the upcoming Costco Wholesale are things that transportation planners take notice of. They will certainly be weighted heavily when considering improvements to frequency of existing bus routes, and perhaps creating new routes. I know that the time involved to get to where we are today was somewhat long. That being said, the time taken to get to where we are today was necessary and not rushed. All the boxes have been checked off, and with that, this city & this region are ready to move tonight’s item.

As a local and national nonprofit organization with our headquarters office in the Sacramento and Natomas area, we have many volunteers and partners who support this great project for a CNU medical campus. We are excited to see this come to fruition and want to thank everyone for making it possible! This is a WIN-WIN to help our economy and serve residents who desperately need medical care and services. This is a perfect location for the new medical campus, and we appreciate the great leadership of CA State Treasurer Fiona Ma, Mayor Darrell Steinberg, and Vice-Mayor Angelique Ashby. The CNU medical team, professors, and students, led by CNU Founding President Dr. Alvin Cheung, really care about our greater community, and we sincerely thank them for their perseverance and commitment to see this through. Please support the recommendation by Council Member Jeff Harris to allocate $10 million of the available surplus to climate change to serve as matching funds for Federal and State grants so that work can begin on the urgently needed active transportation projects that your staff brought forward at the Transportation Workshop last week. Everyone uses our streets and roads, and therefore, funds should be set aside to help accelerate the process for much needed infrastructure for active transportation. Active transportation is better for our health, provides cleaner air and quieter streets and helps mitigate GHG emissions. It is time to address the impacts that climate change is having on our city and our residents. Thank you Council Member Harris for bringing this forward. This is a sensible allocation that will have lasting impacts for the citizens of the City.

The Environmental Council of Sacramento (ECOS) supports the recommendation by Council Member Jeff Harris to allocate $10 million of the available surplus to climate change.

On behalf of SMART and the SacMoves coalition, we support Councilmember Harris's proposal to set aside $10 million in City funds as local matching funds for transportation and climate change projects. In particular, the City should prioritize matching funds to leverage regional, state and federal funding for the seven “big idea” active transportation and transit projects proposed by City staff last week, and for future targeted investment in districts around light rail stations and along major bus corridors, specifically, additional active transportation infrastructure, and basic infrastructure to support transit-oriented development. ralph propper

Good day, I would like to express my personal support and urge the City Counsel to approve of the proposed budget contribution of $200,000 to further support the completion of the Latino Center of Art and Culture.

Sacramento is a vibrant, multicultural and diverse community with a long-standing yearning for more art, culture and safe places for patrons to visit and enjoy. Cultural events can help communities bride divides, increase citizen participation, build trust in government processes, create safer and healthier communities, and preserve cultural history while elevating the narratives of traditionally marginalized communities. The arts bring joy, help express our values, and build bridges between cultures. The arts are a fundamental component of a healthy community- strengthening them socially, educationally and economically, even in difficult social and economic times. Please join me in supporting the Latino Center of Art and Culture, La Familia and Fuel Network.

Mayor Steinberg and City Councilmembers,
I’ve been a resident of Midtown from the last 12 years. I also serve as a Board member of both the Midtown Association and Midtown Parks organizations although I do not speak for either of those two groups. What Winn Park needs is a public restroom. With nearly $3 million in public funds being invested in the old Fire Alarm building at Winn Park there should be access to its restroom. For another $50,000 the City could slightly reconfigure the existing construction to make a restroom available to the public. The restroom could easily be monitored by limiting its hours to being open only during permitted special events including the weekly "Wednesdays at Winn" market.

Midtown Parks has reactivated and revitalized Winn Park. Our biggest challenge is not having a public restroom for these activities. Please add $50,000 to the budget to make the Winn Park restroom available to the public.

Thank you.

The FUEL program offers critical services designed to help Sacramento’s immigrant and refugee families remedy the legal, informational, mental health, and economic challenges they face on a daily basis, while also supporting many Sacramento schools and CBOs that work with this vulnerable community. Equally important, the FUEL legal services and removal defense program ensures that immigrants have legal representation in their immigration proceedings and advocates to keep families together. Mayor and Council members,
I write to support Councilmember Harris in the set aside $10 million of mid-year surplus for Public Works Department to provide matching funds for active transportation projects in our City. Millions of dollars in funds to increase biking, walking, and the last mile connections to transit will be available to cities. We must have the matching funds available to be competitive for these resources with the ultimate goal of improving public health and safety, reducing emissions, and giving our residents the choice to walk, bike and ride. Connect the sidewalks in underserved neighborhoods. Make it safe to walk and bike to school again. Establish Sacramento as a ped+bike friendly city. We can do this if we have a vision for the future, allocate the matching funds, provide the grant writing resources, and advocate for our beautiful city to receive these funds first. The set aside is a powerful commitment to shift the status quo and take action. s/.Julia Burrows Dale Steele

I am writing to support the proposal from Council Member Harris to allocate $10 million from the budget surplus for climate action. These funds are much needed and can go towards recommendations from the Mayor's Commission on Climate Change. This funding allocation would be consistent with the Climate Emergency Declaration and recommendations such as made by many public representatives at the recent Active Transportation Workshop. It is urgent that the city take action to address climate change and as we heard recently, being bold is a minimal level effort and we need much more. This is a start and time is running out.

The Environmental Council of Sacramento (ECOS) supports the recommendation by Council Member Jeff Harris to allocate $10 million of the available surplus to climate change.

ECOS would like the City prioritize the use of its own funds and matching funds from the state and federal government to the seven “big idea” active transportation and transit projects discussed last week, and for future targeted investment in districts around light rail stations and along major bus corridors, specifically, additional active transportation infrastructure, and basic infrastructure (sewer, water, electric, internet) to make it more financially viable for developers to build around transit.

We ask the City to take a leadership role in investing heavily in areas that are currently served by transit as this is key to ensuring the necessary reduction in vehicle miles traveled (VMT) and greenhouse gas emissions (GHG) to meet local, regional, and state goals.

My name is Katie Fleming and I am a removal defense attorney with the California Rural Legal Assistance Foundation and also with the FUEL Network. I have seen, firsthand, the broad and meaningful impact of the FUEL Network on our Sacramento immigrant communities and I respectfully voice my strong support for the continued funding of FUEL.

Please support Councilmember Jeff Harris' recommendation to allocate $10 million of the surplus dollars to climate action. Climate change is an existential problem, which means our species (and a large proportion of other species) may not survive the effects. Just one example: we are in an ongoing drought due to climate change—what will happen to our food security if this drought goes on for decades? The immediate dangers—wildfires, air quality, food supply, water quality and quantity, sea level rise, etc—are too scary to ignore.

No other issue is as critical as this. Please start funding climate action at the level necessary for our survival. This $10 million is a start. We owe it to all residents of Sacramento, present and future, to begin the transformation to a fossil fuel free future.

I am writing to urge the Council to use additional surplus dollars for climate resilience investments in the city.

These dollars can be used to purchase zero emission landscaping equipment and train crews to use zero- emission equipment on all city property, fund needed investments in heat mitigation, enhance safe and efficient active transportation corridors throughout the city, improve air quality, and support communities most impacted by the climate crisis. We need to make a significant down payment on climate action now to push our city towards a more climate-safe future.

As a small business owner, farmers market vendor, sustainable community advocate, and Midtown resident, I depend on public spaces such as urban parks and people-first slow street closures. I am writing in support of the Winn Park building construction and the addition of a public restroom. Historically, Winn Park has been severely underutilized, however, for the past two years, the Wednesday at Winn farmers market has created intentional space for residents to convene outdoors safely during COVID-19, increased access to local, fresh, healthy food, enabled vendors such as myself to connect with the community, created a space for talented musicians to perform, and focused on mental health benefits such as yoga and pilates. Imagine all of these people, thousands per week, and more in the future, but no access to a clean public restroom? (1 of 2) Andrea Rosen

I echo the comments of Anne S.:

Please support the recommendation by Council Member Jeff Harris to allocate $10 million of the available surplus to climate change to serve as matching funds for Federal and State grants so that work can begin on the urgently needed active transportation and transit projects that your staff brought forward at the Transportation Workshop last week. These projects are consistent with the June 2020 recommendations of the Mayors' Climate Commission. Time is running out. It is time to seriously address the impacts that climate change is already having on our city and our residents. Thank you, and kudos to Council Member Harris for bringing this forward.

Y outh and homeless efforts figure large in Council supplemental material. Please make a serious effort to focus job training and placement investments on advancing the City’s adopted climate goals. This can produce multiple benefits: high demand employment, action toward urgent climate and public health goals, acquisition of abundant matching grant funds, and enhanced civic engagement as youth learn to participate in caring for their city and its citizens. For example, similar to the climate focus of the CA Mobility Center, the city can train youth in electric powered lawn care and business management, offer funds for startup equipment (perhaps cost shared with CARB’s $30 million dedicated to this effort), and promote the market citywide. Other climate job training include installation of new all-electric heat pump and induction cooking appliances. Please, in every budget decision, integrate the investment with a real climate action and work aggressively to acquire match funding.

The kids in my community deserve these experiences if not more. We have wonderful, talented, and bright kids that just need more to go on the road less traveled so they make it to their rightful destinations. So I am pleading with you all, please pass this item. Over time the benefits from investing, will lessen the opportunity of our kids committing crimes, and heighten their potential to be beautiful citizens of the world.

Lastly, for this initiative to truly take flight, there is a need for consistent funding. Participation by kids may not be as high at the beginning, but over time (like in the past) it will grow exponentially. So please be patient. To really hit this home and to make this initiative enormously impactful, a partnership between the City, SHRA, and Leataata Floyd Elementary (SCUSD) is essential. With the resources both in service and monetary, we can truly decrease the experience of people suffering in poverty. Thank you for reading! Maiuu-Sam Floyd

Personally, I was lucky to be a part the neighborhood I am from and currently call home. I, like many of the kids, was a part of “Sac Rec” or Parks and Recreation both in after school and in the summer. There were activities that kept us busy within the community, and out. Sac Rec would take us out to play sports against other neighborhoods. I think that was a hallmark since you were able to see familiar faces as a kid over time and understand the plights were similar. Walking into another neighborhood you would feel safe, unlike the present moment. Y ou would see these kids again on the “greatest” field trips I have ever been on. From Disneyland to Stinson Beach, those were priceless experiences that the city provided, and I am so grateful for it. I would also see the same kids for other neighborhoods on these trips as well. Kids from Meadowview, Oak Park, Lemon Hill, etc.. (Continue Post)

Good Evening City Council members, my name is Maiu’u-Sam Floyd. Wholeheartedly, the kids in both Seavey Circle and New Helvetia are in dire need of funding that would promote long-lasting social-emotional and academic strategies that they can use for their best life possible.

In the mid-1980s all the way up to the early 2000s, the city supported such a program that helped alleviate the elevated crime rate that once haunted my community. I was young but remember the shootings and various mischiefs that would make the news. The change occurred when there was an investment into the youth. The majority of kids started being a part of community programs and activities. Thus helping curtail the negative behaviors people associated with the people living in the projects. Many of whom are now college graduates and/or professionals. (Continue Post)
