Subject: Funding for continuation for the FUEL Network & Afghan Refugee Resettlement-2/15/2022 Date: Monday, February 14, 2022 3:35:46 PM
Good morning, Council Member(s),
I submit this email in support of funding continuation for the FUEL Network program in the amount of $500,000; Council meeting Discussion Item 21 for February 15, 2022.

The FUEL Network staff continues to do vital work to support our immigrant working families and refugees! Sacramento's reputation of humanitarian deeds is known nationwide for good reason.

Sacramento region is a diverse community of people from all over the world. Sacramento has responded and stepped forward to take in immigrants and refugees in this time of need. The FUEL network as a dedicated group of nonprofit people is able to coordinate and collaborate toward solving challenges facing the immigrant communities over the years. This coordination and collaboration is made possible by the existence of the FUEL network infrastructure as the hub of coordination of some of this complex work for immigration integration.

We appreciate the commitment of FUEL staff and the Mayor's office work by Mariela Medina, Special Assistant to the Mayor, who keeps the Mayor’s Office abreast of all of the work done by the many nonprofit organization in the Sacramento region.

Honorable Mayor Darrell Steinberg and Members of the City Council 915 I Street, 5th Floor
Sacramento, CA 95814
RE: Letter of Support – Fiscal Year (FY) 2021/22 Midyear Review Dear Mayor and Councilmembers:

On behalf of the Downtown Sacramento Partnership, I am writing today in support of the City Manager’s Fiscal Year (FY) 2021/22 Midyear Budget adjustments, allocating surplus funding towards programs supporting the city’s community response initiatives when addressing the unhoused crisis. Additionally, proposed budgetary programs by Mayor Steinberg to bolster the city’s homelessness resources are essential and we applaud these funding recommendations.

As the City of Sacramento continues to navigate the unhoused crisis, increased positions within the Department of Community Response (DCR), Code Enforcement and Community Oriented Policing Services (COPS) are critical to increasing outreach, engagement, and response times to support the businesses and residents – unhoused and housed – within our communities. As DCR continues to expand capacity to enhance levels of service, Community-based Organizations (CBOs) are an opportunity to partner directly with Districts to create sustained outreach through development of multidisciplinary response teams, which have proven successful in other California cities. In addition, we applaud the mayor for working in concert with Sacramento Steps Forward and Sacramento County to propose an integrated crisis hotline for homelessness that would provide a vital centralized coordinate access point between city and county resources.

Despite the challenges that have exacerbated the impacts felt throughout our region these past few years, recommendations such as those brought forward by the City Manager and Mayor Steinberg bring light to the opportunities within the Midyear 2021/22 budget that can build upon the momentum to nourish our vibrant city. We commend these surplus adjustments and look to your support on approving funding for these important resources that will best serve our entire community.

Sincerely,
Michael T. Ault

We are a public/private partnership, 501c3 nonprofit organization led by more than 45+ CEOs and 20 communities throughout the six-county Sacramento region. Our organization unites business and community leaders to create one cohesive regional economic development strategy with a focus on growth, sustainability, equity and competitiveness.

We create a sustainable economy for the region by focusing on industries of the future, such as e-mobility that are environmentally sound, inclusive and tradable in nature, with primary goals of regional investment in jobs and resulting economic impact, which is why the CMC is such an important effort that will change the trajectory of our economy.

We are in strong support of the CMC’s application and are fully committed to offer support if it is awarded this grant.

CMC is a public-private partnership of governmental and non-governmental entities, leading universities and colleges, electric utilities, technology and automotive companies, entrepreneurs, and venture capitalists and others. CMC is developing its own programs and strategies to accelerate the commercialization of advanced mobility technologies and services in Sacramento, California for the benefit of citizens globally by creating new technology, developing opensourced standards and evidenced-based policy, and conducting applied research suitable for worldwide adoption of advanced mobility.

Designed to be a center of excellence in future clean mobility, where industry innovators, educational institutions and regulators work together, CMC will place Sacramento and California at the forefront of innovation in the new e-mobility frontier to commercialize advancements in electric technologies, autonomous transportation, battery storage, shared mobility, public transit, and new business and policy models.

Again, the Greater Sacramento Economic Council is fully committed to enhance and strengthen workforce development program for our community. We ask that the City Council consider supporting the CMC to deliver on a global vision to benefit future generations of Californians.

To the City Council;
I understand that Councilmember, District 8, Mai Vang and Councilmember, District 5, Jay Schenirer are submitting a recommendation to Adopt a Resolution approving the FY2021/22 Midyear Budget Report. In that recommendation, both Councilmembers Van and Schenirer, acknowledge that the allocation of CARES and ARPA funding was instrumental in expanding current workforce programs while implementing new ones that offset the impact of the COVID-19 pandemic. However, the economic disparities in many of our historically marginalized, underserved, and under-resourced communities existed before the pandemic and because of it the gap has amplified leaving several of our poor communities unable to move forward. Struggling with the impact of COVID has served to intensify the economic crisis in these communities that continue to carry the burdens and push against the barriers that come with high unemployment, low education attainment, aging populations and poor health.

The CARES and ARPA funding was an incredible gift to the Sacramento region that spurred a great deal of initiatives that put some people to work and improved their quality of life but, as we all know, it was a one-time gift that is over. Councilmembers Vang and Schenirer, as in other Council presentations, have done well in outlining the benefits that CARES and ARPA funding has brought to the city; however, it should not be overlooked that those funds were to help offset the pandemic’s economic trauma on people who had no recourse while jump starting programs that would be sustainable and impactful over the long haul beyond the pandemic. Unfortunately, it was a cup of water in an ocean of growing economic despair. It quenched our thirst for a time but we have a desert of poverty to cross.

I think it is time to ensure that the good start that the CARES and ARPA funding inspired continue by the City continued investment and commitment in workforce development by establishing an annual budget line focused on (1) Youth Workforce Development; (2) Increasing safe spaces for youth to learn, grow and have healthy choices; and (3) Stabilize youth- and family-serving community based organizations in historically underserved communities. As the economic disparities in our city grows, it is time that we are intentional in our commitment to and investment in the future of this city and its citizens. For this reason, I am supporting the recommendation put forth by Councilmembers Van and Schenirer and asking that the Council adopt the resolution.

Thank you
Yvonne Harris

Dear Mayor Steinberg and Councilmembers:

On behalf of the Sacramento City Unified School District, we are pleased to offer our utmost support and commitment for California Mobility Center’s (CMC) effort in its workforce development training for clean mobility and advanced manufacturing initiatives. The goals of CMC are in alignment with our mission to support research, training and invest in our economic development and workforce training intended to make the Sacramento region a better place to live and we look forward to partnering/participating in the success of this venture.

We are in strong support of the CMC’s application and are fully committed to offer support if it is awarded this grant. Sacramento City Unified School District’s Adult Education Program’s core value is improving the economic vitality of our region and this application offers a significant opportunity to not only bring new technologies to our community, but also provides for much needed workforce training to ensure that the benefits of these technologies are available to everyone. We look forward to partnering with the CMC on this exciting program and are committed to using our existing resources to assist with outreach, recruitment, placement, and other services, with a focus on improving equity in our region.

Re: Support for California Mobility Center in City’s Workforce Development Program Dear Mayor Steinberg and City Councilmembers:

On behalf of Sacramento State, I am pleased to offer the University’s support and commitment to California Mobility Center’s (CMC) efforts to increase workforce development training opportunities for clean mobility and advanced manufacturing initiatives. The goals of CMC are in alignment with Sacramento State’s efforts to support research, workforce training, and inclusive economic development. When the CMC, Sacramento State, and the City are successful in this effort, we will have a more robust local workforce and a more diverse economy.

Sacramento State is committed to both the CMC and the City’s efforts to grow and diversify our economy. Faculty, staff, and students are already working with the CMC and their partner companies on a number of initiatives. We have also embarked on a master planning effort for the 25-acres of property we own south of campus. Our planning efforts have resulted in the University creating "The Hub: Sacramento State Research Park," which will include the California Mobility Center, a California Department of Justice forensic building, and a future mixed-use building for academic and research space. Our faculty are excited about the wide variety of applied research opportunities related to the CMC.

The CMC is a public-private partnership of governmental and non-governmental entities, universities, electric utilities, technology, automotive companies, entrepreneurs, venture capitalists, and others. The CMC is developing its programs and strategies to accelerate the commercialization of advanced mobility technologies and services by creating new technology, developing opensourced standards and evidenced-based policy, and conducting applied research suitable for the worldwide adoption of advanced mobility.

Most importantly, the CMC will focus on workforce development, partnering with other organizations and us to train and connect workers to these new and exciting opportunities.

The established partnerships will ensure that the CMC’s workforce training programs include opportunities for Sacramento State students and residents from the City’s most disadvantaged neighborhoods.

Again, Sacramento State is fully committed to enhancing and strengthening workforce development programs in our community. We ask City Council to support the CMC in their quest to deliver on a global vision to benefit current and future generations of Sacramentans.

Dear Mayor Steinberg and Councilmembers,
This letter is in support of the request from La Familia Counseling Center (LFCC) for the proposed La Familia Opportunity Center - Item Number 21 on your agenda for Tuesday, February 15, 2022. This project promises to provide a host of very necessary benefits to the Sacramento Region and especially to the Franklin Corridor. It is an investment towards the future of many of our neediest residents of our city an
driven by the belief that every person deserves a safety net for their health, regardless of age, income, job status or current state of health. Health Net is committed to providing access to high quality affordable health care, collaborating with community stakeholders and government entities to support local needs and bring innovation to the market. Delivering on quality requires partnership and a focus on bridging health inequities to build healthy communities.

La Familia and Health Net have a strong relationship that has spanned the past 15 years. Each year, we have partnered with La Familia on their annual event Celebrando Nuestra Salud, which serves over 3,000 health education services. In 2019, Health Net granted La Familia with $75,000 in support of the development of a Wellness Room at their Maple Community Center. The Wellness Room has been used as a gathering place for health screenings, vaccination events and more.

We are in strong support and confident that La Familia can and will operate an efficient and effective operation that will bring much needed services to the community.

The Opportunity Center proposes to provide a job training center and commercial kitchen that will be working closely with all sectors of our community to bring trained individuals to available jobs in Sacramento. To do this and to provide workers for other careers, the Center will be providing career counseling and a computer lab to help with the cities focus on bridging the technological divide.

Additionally, the Center will provide training for community health workers and clinicians and many more programs/services. I cannot emphasize enough the importance of the Opportunity Center to the residents of Sacramento and its businesses.

For this reason, we look forward to your positive vote to fund the proposed project for the La Familia Counseling Center.

Sincerely,
Darsey Varnedoe Jr

Subject: what to do with the surplus money
Date: Tuesday, February 15, 2022 7:17:10 PM
Hi,
I would strongly recommend you accept Jeff Harris’ suggestion to put 10 million of the surplus money aside for transportation projects and matching funds.

We can’t wait any longer. If you have meetings like the Transportation Workshop where you profess to care about the environment, then it’s time to act! Don’t hesitate. Please do it.

Thanks to Jeff Harris for making the suggestion.
