Please state the reason(s) you would like to serve on this legislative body.
I live and work in District 2, which has faced a long legacy of underfunded infrastructure maintenance and
improvements.
Currently, URAC is in an advanced timeline for a Proposed Rate Adjustment for Recycling and Solid Waste Services and is moving through the Proposition 218 process. It is because I have followed the Commission and Council Meetings on this issue so closely that I believe I would be able to immediately engage in this process.
I am also a fierce advocate of the Sacramento Utility Rate Assistance (SURA) program and want to guarantee its
continuation, especially during the current COVID-19
pandemic.
As a member of the Commission, I believe I can bridge the gap between the City and its many marginalized residents.
Different perspectives are vitally important on Boards like these and unfortunately, many community members are not engaged enough in these capacities that directly affect them where they live and work. This Commission lacks a
geographical and socioeconomic diversity that I believe all City Boards need. I am hoping to be a part of changing that fact.
For the past 4 and half years I have been singularly focused on serving on this Commission. I have attended, now
virtually, almost all the Commission meetings for the last three years and feel that I have developed a deep
understanding of the Commission and its functions.
URAC is one of the most directly consequential Commissions for my community and the recommendations from it have
real impacts on the households of this City.
For all of these reasons I would be honored to serve.
Please list all of your professional experience directly related to the seat you are applying for.
I manage one of the largest multifamily and commercial
property vendors in the Sacramento region. In this capacity I am responsible for budgets, employees, equipment,
insurance, and long-term strategic planning. All skills I feel are beneficial to the Commission. I serve as Board Secretary of the 80 Watt District PBID. I am Board Vice-Chair of the North Sacramento Community Development Corporation.
Please list any training or education directly related to the seat you are applying for.
Former candidate for the American River Flood Control
District. Participant of the Water Education Foundation’s Water 101 Workshop.
Please list any additional experience, community
activities, volunteering experience, or other
qualifications that would be helpful in evaluating your application.

Please state the reason(s) you would like to serve on this legislative body.
I am interested in seeing that monthly utilities that are provided by the City of Sacramento are sufficiently funded to properly operate and maintain the facilities. To see that charges are fair and equitable for the City's customers and that sufficient monies are set aside for renewal and
replacement of facilities as they approach the end of their useful life.
Please list all of your professional experience directly related to the seat you are applying for.
I am a registered Civil Engineer in the State of California and have served as the City Engineer for two small full service cities; Lakeport and Biggs. I have also served as the Deputy and Director of Technical Services (Chief Engineer) for the Placer County Water Agency (PCWA) for 15 years. In this capacity I was in charge of the Engineering Division and the Water Operations Division. The Water Operations Division was responsible for operating and maintaining 8 water
treatment plants, 35 water storage tanks and over 600 miles of pipelines and related pump stations and pressure
reducing stations. The Engineering Division was responsible for planning, designing and constructing the water
infrastructure. I was also responsible for inspection of all facilities that were to be turned over to PCWA, property and easement acquisition and construction management.
In my consulting business I have worked for many small
cities and counties throughout northern California and have been involved in assisting them in developing proper utility rates and fees. In Lakeport I was responsible establishing the first storm drainage fee to address flood and storm drainage issues facing the City.
I have been involved in developing water, sewer, and storm drainage fees and charges. At the Placer County Water
Agency I was responsible for developing a Renewal and
Replacement charge that was placed on the customers
monthly bills. This charge was established to set aside funds to develop a preventative maintenance program through
effective renewal and replacement of treated and raw water facilities.
Please list any training or education directly related to the seat you are applying for.
Over the years I have attended a number of seminars on
utility rate setting and the development and implementation of water, sewer, and storm drainage charges and fees. I have also been involved in the design of landfills and the
development of costs related to the operation of the landfill facilities, including monitoring.

At my current community I have served on the Construction Defects Committee and on the Finance Committee. I was the chair of the Finance Committee for approximately one and a half years. We have an annual budget of approximately
$1,600,000 which includes a Reserve Study. The Reserve
Study forecasts the Homeowner Association's ability to
repair or replace major components as they wear out in
future years. This is done using a "Cash Flow Method". This method of developing a reserve funding plan where the
contributions to the Reserve Fund are designed to offset the variable annual expenditures from the Reserve Fund.
Please list the Seat(s) you are applying for.
I believe I would qualify to serve on seats B, D or E.

I know from work how vital out public utilities are and how hard it is to keep up with all the repairs. It’s hard to do all the work when people expect the water to come on and the
trash to be picked up but do not always see the needed for more money to cover needed repairs and new
requirements.
I have been currently serving on the commission. I think there is still a lot of work with public outreach, ensuring that all resident are informed and how can we as a city be more environmentally friendly. The city is currently catching up on rates and I hope to help with finishing that work.
